This quantitative study assessed the implementation of the Results-based Performance Management System (RPMS) in evaluating teachers' performance in the Department of Education (DepEd) Schools Division of Nueva Vizcaya. Data were gathered through a survey, and the findings revealed that coaches and raters implemented RPMS to a very great extent, likely motivated by the Performance-Based Incentive System (PBIS). This paper makes a novel linkage between the multiple-computations theorem in philosophy of mind and Landauer’s principle in physics. The multiple-computations theorem implies that certain physical systems implement simultaneously more than one computation. Landauer’s principle implies that the physical implementation of “logically irreversible” functions is accompanied by minimal entropy increase. We show that the multiple-computations theorem is incompatible with, or at least challenges, the universal validity of Landauer’s principle. To this end we provide accounts of both ideas in terms (...) of low-level fundamental concepts in statistical mechanics, thus providing a deeper understanding of these ideas than their standard formulations given in the high-level terms of thermodynamics and cognitive science. Since Landauer’s principle is pivotal in the attempts to derive the universal validity of the second law of thermodynamics in statistical mechanics, our result entails that the multiple-computations theorem has crucial implications with respect to the second law. Finally, our analysis contributes to the understanding of notions, such as “logical irreversibility,” “entropy increase,” “implementing a computation,” in terms of fundamental physics, and to resolving open questions in the literature of both fields, such as: what could it possibly mean that a certain physical process implements a certain computation. Holding students to high standards and assessing, measuring and evaluating their learning with challenging, authentic problems in the midterm and final exams is the goal of the professors who teach core signal processing concepts. However, the heavy reliance of these subjects on mathematics makes it difficult for students to genuinely grasp the concepts and relate to a conceptual framework. Specifically, analyzing the signals and the functionality of systems in Fourier domain; separating the system level analysis from signal level (...) analysis; and understanding how they are related in time domain and frequency domain are among the most challenging concepts. Students’ lower grades observed over past years in the introductory signal processing course exposed a potential disconnect between the actual level of learning and the high expectations set by the professors. In this paper, we present the active learning techniques that we implemented in one of the summer session offerings of this course in our department. The research explored Peer Instruction, pre-class reading quizzes and post-lecture quizzes. In addition to the mid and end of the quarter survey results, the comparison analysis of the grades students achieved in the active learning integrated course in the second summer session and the standard course offered in first summer session is discussed. According to our results, the developed techniques helped students in the active classroom perform significantly better than their peers participating in standard lectures when tested by challenging questions in their exams. In recent years, there has been growing optimism about the potential of conversational agents, such as chatbots and social robots, in mental healthcare. Their scalability offers a promising solution to some of the key limitations of the dominant model of treatment in Western countries. However, while recent experimental research provides grounds for cautious optimism, the integration of conversational agents into mental healthcare raises significant clinical and ethical challenges, particularly concerning the partial or full replacement of human practitioners. Overall, this theoretical (...) paper examines the clinical and ethical implications of deploying conversational agents in mental health services as partial and full replacement of human practitioners. On the one hand, we outline how these agents can circumvent core treatment barriers through stepped care, blended care, and a personalized medicine approach. On the other hand, we argue that the partial and full substitution of human practitioners can have profound consequences for the ethical landscape of mental healthcare, potentially undermining patients’ rights and safety. By making this argument, this work extends prior literature by specifically considering how different levels of implementation of conversational agents in healthcare present both opportunities and risks. We argue for the urgent need to establish regulatory frameworks to ensure that the integration of conversational agents into mental healthcare is both safe and ethically sound. (shrink)

The Government of Kenya (GoK) touts teacher-preparedness as a critical factor that shows the equipping of a professional teacher for quality performance and satisfactory learner performance in national examinations. Despite the efforts by the GoK, there is a worrying trend of students completing school with reading and writing difficulties. The Kenya National Examinations Council (2020) contends students’ poor performance in English for the past 5 years, falling short of the average mean of 50%. Descriptive research design was used. A sample (...) of 44 principals, 88 teachers and 345 form three students across 50 public secondary schools in Kakamega North, were targeted. A questionnaire, interview schedule, classroom practice observation schedule, and focus group discussion guide were used to collect data. Qualitative data was analyzed thematically whereas quantitative data was presented through tables, percentages and frequencies. Chi-square test was performed to test hypothesis. Response rate was 79.5%. The findings indicated that majority (97.1%) of the teachers participated in coursebooks and other revision textbook in-service courses as per the changing trends in teaching of English whereas ICT workshops had low percentages, a gap pointing on teacher level of preparedness. The findings from principals indicated, teachers of English sometimes declined to take up ICT in-service trainings for fear of additional responsibilities in school. Findings from FGDs show, teachers were rated average by most students in terms of preparedness in material use in classrooms. On determining the extent to which teacher level of preparedness influence implementation of English curriculum in school, teachers’ opinions had a Mean of 4.0000; Standard deviation of 3.08338; and Skewness of .397, indicating teacher level of preparedness has a high and strong positive influence on implementation of English curriculum in school if well checked and applied. The study established a significant relationship between teacher level of preparedness and implementation of English curriculum (p=0.007<0.05). With English as a universal language and a central player in a globalized digital world, the need for an acceptable level of teacher ICT application skills, competence among teachers of English is necessary. The Government of Kenya (GoK) has put in concerted efforts to propel Kenya towards vision 2030 by investing in ICT integration in curriculum implementation, to equip a professional teacher with ICT skills for quality classroom practices and satisfactory learner performance in national examinations. Despite the efforts (...) by the GoK to equip teachers with ICT skills for good results in English, Kenya National Examinations Council (2022) contends, overall performance in English for the past 5 years falls short of the average mean of 50% and relentless effort from teachers is still required. The purpose of this study was to investigate the influence of teacher level of ICT application skills on implementation of English curriculum in public secondary schools in Kakamega North Sub-County, Kenya. The study used descriptive research design. A sample of 44 principals, 88 teachers of English and 345 form three students across the 50 public secondary schools in Kakamega North Sub-County, Kenya, were targeted. A questionnaire, interview schedule, classroom practice observation schedule, and focus group discussion guide were used to collect data. Qualitative data was analyzed thematically whereas quantitative data was presented through tables, percentages and frequencies. Chi-square test was performed to test hypothesis. Response rate was 79.5%. The findings indicated that there were teachers who neither participated in ICT workshops (67.1%) nor attended conferences on choice of teaching and learning materials (47.1%), a gap pointing on teachers. Interviews and FGD results show, teacher level of ICT application skills is crucial if quality results are to be realized. The study found a significant association between teacher level of ICT application skills and implementation of English curriculum in school. Zimbabwe’s 2013 Constitution provides for a multi-level system of government whereby the government is constituted at national, provincial and local levels. Despite the new Constitution being relatively comprehensive about the devolution of powers to the subnational levels of government, the country is still trapped within the post-independence highly centralised unitary state design. Although the new Constitution was adopted in 2013, devolution has not yet been fully implemented in Zimbabwe. This non-implementation of the constitutional injunctions on devolution, almost a (...) decade after the promulgation of the Constitution, brings into question the country’s commitment to the devolution of powers and constitutionalism. This article critiques this state of affairs, and identifies the politico-legal factors responsible for the country’s non-implementation of the constitutional injunctions on the devolution of powers to subnational levels of government. After ratifying the Framework Convention for Tobacco Control in 2004, Bangladesh enacted anti-tobacco laws, policies, and administrative measures. Evidence suggests that the progress so far has not been significant, and Bangladesh will most likely fail to meet its target to become tobacco-free by 2040. This study undertakes a national-level political economy analysis to explore the dynamics that affect the processes of required tobacco policy reforms and implementation. Based on a desk review of pertinent pieces of literature and key (...) informant interviews, this research examines the political behavior of key individuals, institutional reform initiatives, and the government’s commitment to the tobacco control agenda. The findings indicate that the political will of becoming tobacco-free is explicitly present in key narratives. However, intra-government conflict of interests and incentives, the skewed commitment of government bodies, state-business nexus, incapacity of vital organizations, and the dubious role of key individuals and committees fail to translate this will into active implementation. The article concludes that the idea of tobacco control remains a strategic accommodation, and its implementation requires genuine commitment and wider public support. The government must confer adequate authority and resources to the national tobacco control cell and call for agencies to convene to the common of creating a tobacco-free Bangladesh. (shrink)

The complexity approach to political economy suggests that radical uncertainty is a necessary feature of a complex and evolving socioeconomic landscape. Radical uncertainty raises various adaptive challenges that are likely to escalate in the coming decades under the “Fourth Industrial Revolution.” It jeopardizes the wellbeing of ordinary citizens, whose welfare prospects, job opportunities, and income stream are rendered insecure. It also renders precarious the robust implementation of universal human rights, including the right to social security. In fact, it will (...) be argued that human rights cannot be institutionally secured unless they are implemented in a “complexity aware” way that takes account of the uncertainty of the socioeconomic order. In particular, in order to better protect the dignity of rights holders, and to allow them to survive and thrive in the face of radical uncertainty, governments ought to explore various institutional alternatives to existing schemes. It will be suggested that most existing conditional welfare policies systematically fall short of complexity-aware institutional implementation to the extent that they rely on unreasonable assumptions regarding the availability of salient technocratic control over the complex socioeconomic order. Some economists and philosophers have suggested that UBI (Universal Basic Income) might be a viable way to implement the right to social security today. I propose that some of UBI’s most ethically and economically controversial features, such as unconditionality and universality, appear relatively appealing in light of the complexity perspective. In the absence of better alternatives, UBI might even be a requirement of a robust implementation of the human right to social security – a right that welfare states are already committed to on the level of ideal theory but predictably fail to respect in practice due to policy incoherence. However, open questions remain about whether UBI can be transformed from an ideal model into a pragmatic policy. (shrink)

The level of enjoyment in participating in sports activities is one component that causes young athletes to decide to stop or become more motivated to pursue sports activities. Practicing and participating in competitions are the main activities in sports coaching interactions towards optimal performance. This study aims to determine the effect of modifying the match rules implemented in youth soccer competitions on the level of enjoyment of players. Using an experimental method with 20 soccer schools participating in a (...) competition with modified game rules. Players registered by his team amounted to an average of 13.8 players aged 9-12 years. The number of players who are willing to fill out the pleasure level questionnaire is 238 players. Each player was asked to fill out a questionnaire before and after the competition, the questionnaire was analyzed using the mean and percentage test technique. The results of data analysis showed the average score before participating in the competition was 4.10 while after participating in the competition it was 4.47, which means an increase of 8.88%. The results showed that the level of enjoyment of the players increased after participating in the competition. Modification of the rule of the game in competition affects the level of enjoyment of players in the interaction of youth soccer coaching. Coaches, administrators, and match organizers are expected to have a positive paradigm of thinking and policy making towards the organization of competitions for young soccer players. (shrink)

This paper considers the question of whether the influential distinction between levels of explanation introduced by David Marr can be used as a general framework for contemplating levels of explanation in cognitive sciences. Marr introduced three levels at which we can explain cognitive processes: the computational, algorithmic, and implementational levels. Some argue that Marr’s levels of explanation can only be applied to modular cognitive systems. However, since many psychological processes are non-modular, it seems that Marr’s levels of explanation cannot explain (...) such psychological processes. To show that the latter claim is not convincing, the paper draws upon an influential paradigm from cognitive sciences that is based on the principle of free energy. Based on this paradigm, the paper argues that even non-modular psychological processes can be computationally analyzed and algorithmically implemented. The conclusion of the paper is that, at least under the assumption that the func- tion of the mind is to minimize free energy, Marr’s levels of explanation can be successfully used as a general framework for understanding psychological processes at different levels of description. Aim: This study attempted to assess the organizational resiliency in the implementation of Basic Education School Learning Continuity Plan and to design a resilient basic education school learning continuity plan. -/- Methodology: The study used mixed method which is quantitative and qualitative. The data for the quantitative part of the study were gathered through a survey with the 19 school heads and 345 teacher- respondents while the qualitative method was conducted through focus group discussion interview with 19 key informants (...) who were composed of the teachers, school heads and stakeholders. The research instrument that was used for the perceived organizational resiliency was a survey questionnaire that was validated by the experts and which the reliability was tested through Cronbach’s alpha with excellent level of internal consistency. The statistical treatment for quantitative results used mean and standard deviation to determine the perception of the respondents with regards to the organizational resiliency on the implementation of the BE-SLCP and Pearson Product Moment Correlation Coefficient, testing its significance at the 0.05 level was used in finding out the relationship between the evaluation of the basic education school learning continuity plan and school performance indicators and organizational resiliency. While content analysis was employed for the qualitative results. -/- Results: The salient findings of the study were as follows: The result showed that the rate of enrollment during pandemic is low while the drop-out rate fostered a positive rate. The school heads and teacher respondents perceived the schools’ organizational resiliency as high. Based on the feedback of the key informants the lessons learned from the implementation of Basic Education School Learning Continuity Plan are strong collaboration, consistent communication, and enhanced ICT Skills. The best practices that were observed are sustained partnership and continuous implementation of programs, projects, and activities. The challenges encountered include authenticity of assessment and low capability of learning facilitators at home. The respondent assessed the developed learning continuity plan as very highly satisfactory. -/- Conclusion: The organizational resiliency of schools is high in its performance of continuing education during pandemic. The study suggests that the schools may developed creative strategies on increasing enrolment; the school may strengthen its school-based management level to ensure that the plans and goals for continuity of education will be achieved; the school may also consider strengthening the stakeholders’ involvement and the school may consider the strategy of close coordination and constant monitoring and follow-ups with parents/guardians on the implementation of learning delivery. This study focused on comparative assessment of the implementation of quality assurance mechanisms in educational management programme of federal and state universities in south-east, Nigeria. Four research questions and four null hypotheses guided the study. Mean scores were used to answer the four research questions while t-test was used to test the four null hypotheses at 0.05 level of significance. The major findings of the study indicated that both federal and state universities in south-east implement the four mechanisms for quality assurance in educational management programme to a little extent. Though they both have implemented it to a little extent, the federal universities seem to record better implementation of these mechanisms compared to the state universities. This is supported by the outcome of research questions 3 & 4 as well as hypotheses 3 & 4. It was recommended among others that the National Universities Commission (NUC) should lay more emphasis on the state universities during the usual general/main accreditation exercise of institutions. This will reduce the differences that may exist in standard. Conclusions, implications and limitations of the study were made as well as suggestions for further studies. (shrink)

The Latin America and the Caribbean (LAC) region is a distinct geographic, economic and cultural area with a place in the climate change landscape. LAC has suffered the impacts of climate change at a level disproportionate to the amount of emissions it produces. Awareness of this experience, in addition to factors such as the region’s large young population, increasing middle class, vast natural resources and considerable economic growth potential provide reasons to hope LAC can implement significant climate change policies (...) to meet its Paris commitments. Springing from its cultural and historical affinities, the region has borne a flurry of polycentric initiatives promoting exchange, integration and coordinated approaches to common problems. Climate policy implementation to meet Paris commitments is still incipient, with some of its countries serving as models, some as laggards and the rest positioned somewhere in between. For this reason, partnerships with regions which have advanced more in this area can prove useful. The EU-CELAC summits and the Euroclima program are two examples. Due to its high levels of inequality and social unrest, the key challenge to implementing climate policies in LAC will be the strengthening of a political atmosphere where human rights, the rule of law and democratic values prevail. The article deals with a new financial tool of attracting capital, known as Initial Coin Offering (ICO). In conditions of reduced banking lending and difficult access to finance for SMEs, ICO is viewed to be one of the possible ways to access capital. It considers the main advantages and disadvantages of ICO performance, including its typical features, challenges and regulatory approaches to tax regulation, cybersecurity. The authors of the article determine stages of the ICO mechanism, identifying potential risks and ways (...) to mitigate them, focusing primarily on the need to control and regulate ICO projects. The authors identify the main types of ICO funding, including hybrid and pure funding. The research contains an analysis of ICO trends and their duration for the period of 2013-2017. The capital raised through ICO performance over the period of 2013-2017 is analysed, and determination of the exponential trend line showing the level of its approximation is determined. The study covers the territorial distribution of ICO, in which the top positions regarding the amount of capital raised by ICO are attributed to the USA and EU member states. The existence of ICO regulation in European countries, such as Switzerland and UK, was defined positive in terms of further development of the relevant regulation in the financial market. The article considers the best ICO practices in EU member states. To mitigate risks relating to ICO performance and to increase the level of investment, it would be reasonable to create regulatory rules in every country where cases of ICO performance are reported, based on the practice of the mentioned European countries. This study aimed to assess the level of acceptance and perceived impact of DepEd Order No. 21, Series of 2023, among selected public elementary teachers in Balayan, Batangas, focusing on its influence on teaching practices and pupil learning. The study employed an explanatory sequential mixed-method approach, beginning with a quantitative survey and followed by qualitative interviews. The participants consisted of 30 teachers from public elementary schools that participated in the Brigada Eskwela program. The results revealed that teachers generally accepted (...) the policy, recognizing its objectives of promoting cleaner, more organized classrooms conducive to learning. However, challenges related to the removal of visual aids, particularly for younger students, were noted. Teachers experienced minimal disruption in their teaching practices, with some reporting positive effects on classroom management and material organization. While the policy improved pupil engagement by reducing distractions, it also highlighted the need for alternative strategies to support memory retention. The study found no significant differences in acceptance based on demographic factors, suggesting a uniform perception across age, gender, and years of service. Recommendations for improving the implementation of the DepEd Order include providing additional resources, professional development, and feedback mechanisms to support teachers and address logistical challenges. According to statistics, there is an increasing gun-related deaths, violence and trafficking of small arms are emergent consequents of failure towards gun regulation and irresponsible gun ownership worldwide. Thus, this study was conducted to examine the implementation of the Gun Control Policy in Caraga Region focusing on the aspect of enforcement and monitoring. Also, the study aimed to investigate the problems encountered in the implementation of the gun control policy in enforcement and monitoring with the gun owners/operators and (...) PNP personnel as respondents. This study was conducted using the descriptive correlational research design. The study revealed the following findings: Majority of the Gun Operator/Owner respondents are college level, employed to private institutions who owned 1 to 2 guns, license for 1-5 years, mostly under type-1 category. For the PNP Personnel respondents, most of them are purely Baccalaureate holders who served the organization for 6-10 years and have 5 to 10 years’ experience as licensing officers. In terms of the enforcement and monitoring of the gun control policies, the respondents basically rated it as Highly Implemented. On the test of significance, there was a significant difference on the assessment of the respondents in gun control policy monitoring but showed to have no significant difference on the respondent’s assessment in enforcement. Both Gun owners and PNP respondents considered the problems encountered in enforcement and monitoring as highly prevalent problems. On the test of significance, there was no significant difference in the assessment of the respondents for both enforcement and monitoring of Gun Control policies. On the test of significant relationship, there was a significant relationship on the Gun control policies enforcement and monitoring with its problems encountered. It can be concluded that the Gun Control policies were fairly implemented by the government despite the challenges like the problems encountered in its enforcement and monitoring. The problems encountered in enforcement and monitoring were highly prevalent thus it needs serious actions by the PNP organization. It can further be concluded that there is a correlation between the Gun control policies and its problems encountered. Thus, the PNP must conduct series of orientation and forum among the gun owners / operators to strengthen the implementation of the gun control policies, must adopt technology in a form of online app design to hasten the documentation and tracing of expired gun licenses, create more information campaign to prevent gun violence in the future maximizing various platforms, must create “hotline” call center as support mechanism in monitoring unregistered and lost firearms and create online gun licensing system. Educational institutions are in need of increasing their high standards as an essential factor in improving the level of quality in education. Hence, they are looking at better ways to develop such a curriculum which reaches the pre-decided standards. This calls for curriculum evaluation. This study was aimed at evaluating the implementation of the 2010 Curriculum (K-10) of English Education Department at the Universitas Islam Negeri Alauddin Makassar, Indonesia. The research design adapted Stake's Countenance Model. The data collected (...) were quantitative and qualitative data. The findings revealed that at the transactions stage, the concordance level between the objective conditions and the standard actuality/objective intensity objective for the curriculum implementation components was overall classified as 'Medium' (Score 48.75%). It indicated that some of the sub components still required limited changes or revisions in accordance with the Indonesian National Education Standards Agency instructions. In this chapter, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This chaper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if (...) we distinguish between different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way (...) of SS realization. The structure of SME’s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds. One of the most significant challenges encountered by language learners is the fear of making mistakes, especially when speaking. This study evaluated the effectiveness of the Write, Rise, and Respond (WRR) technique in reducing learners’ fear of making oral mistakes. The WRR technique involves writing thoughts, sharing them when ready which requires standing, and receiving constructive feedback from teachers to foster a supportive learning environment. A quasi-experimental design using quantitative data collection, including means and t-tests, was employed. Ten (10) Grade (...) 11 students from the Humanities and Social Sciences (HUMSS) strand enrolled at Immaculate Conception College of Balayan Inc. for the Academic Year 2023-2024 were selected through purposive sampling. A Likert scale survey measured their fear levels. Over a three-week period, results revealed a statistically significant reduction in fear, with a general weighted mean of 3.45 for pre-activity and a general weighted mean of 1.75 for post-activity, respectively (p < 0.05). The WRR technique effectively reduced fear and enhanced confidence among Grade 11 HUMSS students, demonstrating its potential as a valuable tool in education. Building on these findings, future research could explore support programs like confidence-building workshops and one-on-one counseling, while also examining the long-term impact and broader applicability of the WRR technique across diverse student groups and educational settings. This quantitative study utilized the descriptive method of research that aimed to assess the implementation of environmental conservation practices in Baybay City Leyte with 92 officials and 115 zone residents of the 23 barangays in the city. Data were gathered through online and pen-paper surveys using frequency mean and Chi-square test. Barangay officials & Zone residents showed the same level of awareness of the environmental conservation practices implemented in Baybay City. Based on the results, the highest average weighted (...) mean environmental conservation practices were the Ordinance on Solid Waste Management. Whereas, the Ordinance on the Use of Plastics Bags has the lowest average weighted mean. There is no significant difference in the level of awareness of the environmental conservation practices between the barangay officials and zone residents. The findings on the level of implementation of the environmental conservation practices, barangay officials asserted a high level of implementation while zone residents claim to have implemented of all the (3) ordinances. For barangay officials, the Ordinance on Solid Waste Management had the highest weighted mean. While the Ordinance on the Use of Plastics Bags had the lowest weighted mean. Whereas, for the zone residents the Ordinance on Regulating the Use of Plastics Bags had the highest weighted mean. While the Ordinance on Anti-Littering and Prohibiting Persons from Throwing any Refuse or Garbage, Spitting, or Improper Urinating into Streets and Canals had the lowest weighted mean. There is a significant difference in the level of implementation of the environmental conservation practices between the barangay officials and zone residents on the Ordinance on Anti-Littering and Prohibiting Persons from Throwing any Refuse or Garbage, Spitting, Improper Urinating into Streets and Canal and Ordinance on Solid Waste Management. It aimed to identify the strategic creativity in Islamic banks in Palestine between reality and implementation. The study adopted the descriptive analytical approach. A questionnaire was designed as a tool for the study. The study community consisted of all employees in Islamic banks from the top and middle management and the study has been applied to the Palestinian Islamic bank and the Arab Islamic Bank. The comprehensive inventory method was used, given the small size of the study sample, as (...) questionnaires were distributed to (175) employees, and a number of (5) categories were chosen from each branch of the bank(general manager, deputy general manager, director Branch, department head, department manager). The study showed a number of results, the most important of which is the availability of dimensions of strategic innovation at a high level in Islamic banks in Palestine with a relative weight of (82.22%). In addition, that there are no differences between the averages estimates about the reality of the study variables in Islamic banks due to (gender, age group, educational qualification, number of years of service, job title). This paper presents information about the moisture content and temperature level of brick walls in Tirana, Albania. The buildings whose walls have been studied were built in two different eras, throughout the twentieth century, and in more recent times. Given that during the second half of the twentieth century, Albania has been isolated from most of Europe and the West, and consequently the new architectural ideologies of the time, have not had the proper implementation there, the paper focuses (...) on the characteristic types of bricks used in Albania, the functions for which they are used, and their effectiveness in achieving comfort (thermal, moisture content control) during the two time periods mentioned above. Depending on the functions bricks perform in the walls studied in this paper, the walls are separated into two main groups: Walls in which bricks have structural role (red silicate brick walls, white silicate brick walls) and walls in which bricks do not have structural role (concrete block walls, holed brick walls). For all the types of bricks mentioned above, indoor moisture content and temperature measurements have been performed in all four cardinal directions. For the walls in which the bricks have a structural function, moisture measurements have been performed in all the facades of the buildings, because moisture in the bricks of these types of buildings, being a very important factor, directly affects the structural performance of the elements. The aim of the paper is to show the differences in moisture and temperature levels of the walls of these buildings, depending on the engineering and architectural techniques used during the building process, the use of insulation, and the masonry composition. The institute of education in modern society is currently in the process of serious transformation associated with the large-scale introduction of high technologies, which is due to a similar process in post-industrial society as a whole. There is a growing understanding of the negative consequences of digitalization of society and education along with the understanding of the objective necessity of such transformation. The article contains an analysis of the negative consequences and problems arising in the course of the spread of (...) digitalization of higher education in Russia. Methodology and sources . The methodology of the research is based on the methods of comparative analysis and extrapolation of transformations of social environment and anthropological factors under the influence of technological progress in the field of higher education. The signs of “high technology poisoning” considered by J. Naisbitt in his book “High Tech – High Touch: Technology and Our Search for Meaning” and the concept of extensive and intensive types of creativity formulated by A.I. Stoletov are a conceptual basis for analyzing the impact of high technology on education. Results and Discussion . Seven symptoms of technological poisoning in higher education, representing the main risks of the modern educational system, their manifestations in the educational process and prospects in case the existing trend persists, have been considered. One of the sources of manifestation of these symptoms is the extensive character of creativity inherent in scientific and technological activity of the society, which stakes on innovative development and mastering of material aspects of nature. The technogenic character of the emerging innovation process levels out the activities associated with the intensive type of creativity, aimed at the meaning-creating and existential aspects of human existence. Minimization of negative consequences presupposes the strengthening of the humanitarian component in education, allowing to form a culture of “pause of contemplation” (Grigory Pomerantz), in which technology will acquire, as it was suggested by J. The current challenges of implementing responsible innovation can in part be traced back to the assumptions behind the ways of thinking that ground the different pre-existing theories and approaches that are shared under the RI-umbrella. Achieving the ideals of RI, therefore not only requires a shift on an operational and systemic level but also at the paradigm-level. In order to develop a deeper understanding of this paradigm shift, this paper analyses the paradigm-level assumptions that are being brought (...) forward by the different conceptualizations of RI. To this purpose it deploys a pragmatic stance on paradigms that allows discerning ontological and axiological elements shared by the RI community and an accompanying critical hermeneutic research approach that enables the profiling of paradigmatic beliefs and assumptions of accounts of RI. The research surfaces the distance of four salient RI accounts from the currently dominant techno-economic innovation paradigm RI seeks to shift. With this, our contribution helps to raise the self-awareness of the RI community about their presuppositions and the paradigm level barriers and enablers to reaching the RI ideal. This study examined the relationship between teachers’ awareness of the Child Protection Policy and their practices in implementing it in public elementary schools in Caraga District, Division of Davao Oriental. A descriptive-correlational design used survey data from 125 teachers selected through simple random sampling. Overall awareness was very extensive and overall practices were also very extensive. Awareness and practices showed a moderate positive and significant relationship. Multiple regression indicated that awareness domains explained 33.6% of the variance in practices, with the (...) legal and policy framework and behavioral management as significant predictors, while responsibilities of schools was not. Findings highlight the need for sustained policy-oriented capacity building, school-level support systems, and consistent monitoring to translate awareness into protective classroom practices. The problem of free will has persisted for millennia due to conceptual confusion arising from analysis at inappropriate levels of abstraction. This paper proposes that free will, human decision-making, and societal behavior are best understood through high-level abstraction grounded in systems theory and the universal law of balance in nature. By modeling individuals, societies, and intelligent systems as feedback-regulated systems operating under natural constraints, the apparent conflict between determinism and free will is resolved. This framework further demonstrates how religion (...) and science can coexist when interpreted at the correct abstraction level, and why education and leadership must prioritize system-level principles. Cloud Computing provides vast storage facility. The requirement of this system is to improve the security and transmission performance in the cloud storage environment. Methods: This system provides two level of security for the cloud data. The Client Data Security Contrivance (CDSC) and Cloud Service Provider (CSP) Data Security Contrivance are the two methods which transforms the original data to cipher text. The security algorithm used in CDSC is Linguistic Steganography. Blowfish algorithm is used in CSP Data Security Contrivance (...) to convert the cipher text using a secret-key block cipher of 64-bits. This system is designed to increase security and to improve the transmission performance. Storage-cheating attack model and Privacy-cheating attack model are implemented to protect the data on cloud. Findings: This system increases security and improves transmission performance. The blowfish algorithm is secure against unauthorized attacks and runs faster than the popular existing algorithms. Storage-cheating attack model and Privacy-cheating attack model provides the data confidentiality for data stored in the cloud in higher way. Education today is compelled to operate under extreme conditions. War, social uncertainty, and rapid digitalization dictate new rules: for a graduate, "bare" theory is no longer sufficient; they require reliable psychological defense. That is why this article proposes a fundamental re-examination of the role of emotional intelligence (EI). We refuse to view it merely as an optional "soft skill." We argue that it is a fundamental transversal competence, an internal mechanism that allows a professional to remain effective even under the (...) crushing pressure of uncertainty. The research is grounded in a synthesis of approaches, combining the concepts of abilities and competences. This allowed us to move away from dry descriptive theory and create an effective analytical framework. The primary result of our work is the author's dual-contour model of EI implementation. It functions not linearly, but as a holistic two-level system. The first level is diagnostic-reflective. Here, we teach the student to "activate" the cognitive core: to understand their own states and the causes of emotions. However, understanding alone is insufficient. Therefore, the second activity-based level transforms this internal resource into real action. Through simulations and professional cases, emotional abilities are transformed into stable skills of communication and team synergy. The scientific novelty of the approach lies in bridging the gap between "knowing about emotions" and the specialist's actual behavior. The model synchronizes these processes into a unified system. The practical value is evident: the proposed architecture serves as a ready-made tool for updating programs in Specialty 015 "Vocational Education." This offers a tangible way to replace educational formalism with the cultivation of a resilient personality capable of acting consciously and effectively, regardless of the turbulence in the surrounding world. In this paper, we propose a conceptual model to improve moral sensitivity in human resource development (HRD) to assist human resource (HR) practitioners in contending with moral challenges in HRD. The literature on the relationship between ethics and HRD suggests that the organizational and employee development discipline deals with ethical issues at three different levels: Individual, organizational and communal, and international levels. In section I, we elaborate on moral challenges facing HRD. In section II, we conceptualize moral sensitive HRD, proposing (...) a conceptual model in virtue of some essential ethical theories and concepts that assist HRD in grappling with those problems. We will show how each theory and concept can help HRD to deal with relevant problems. In section III, we elaborate on practical approaches to implement moral sensitivity in HRD. We put forward some strategies that help HRD bring those theories and concepts to bear on the ethical problems facing this discipline. This essay explores the root causes of the low-level mentality of the human population and presents the importance of a holistic, foundational educational approach as a long-term solution. -/- 1. Inadequate Educational Systems -/- Education is the foundation of intellectual growth, yet many educational systems worldwide prioritize memorization over critical thinking. Students are often taught to recall facts rather than analyze, question, and apply knowledge to real-life situations. This traditional approach produces individuals who may know specific information but lack the intellectual tools to evaluate new ideas or solve complex problems. Furthermore, the educational curriculum frequently overlooks essential concepts, such as the natural laws that govern life and society. -/- For example, the understanding of the universal law of balance in nature—where every action has corresponding effects—could significantly improve how individuals perceive and respond to societal and environmental challenges. In an era defined by rapid information exchange and complex global challenges, the role of education in cultivating critical thinking among young learners has never been more vital. Within this context, history education traditionally reliant on memorization of facts, dates, and figures must evolve to meet the needs of 21st-century learners. This study aims to explore and propose an instructional innovation for history learning that leverages active learning approaches to enhance critical thinking among primary school students. Using the documentary research (...) method, this paper synthesizes a wide range of scholarly sources, policy documents, and pedagogical models to construct a conceptual framework for innovative and student-centered history instruction. The research is grounded in the theoretical underpinnings of constructivism and social constructivism, which advocate for learning as an active, contextualized process of knowledge construction. These frameworks support pedagogical strategies that prioritize inquiry, collaboration, and reflection—elements central to both active learning and critical thinking. By analyzing historical thinking models, inquiry-based learning theories, and international curricular standards, the study identifies key features of effective history instruction, including the use of primary sources, debate and discussion formats, and project-based assessments. The findings indicate that active learning in history is not only possible but highly effective in developing critical thinking skills such as source evaluation, contextual analysis, and reasoned argumentation. Empirical evidence from global contexts must including educational systems in the UK, Australia, and the United States demonstrates that when students are engaged in historical inquiry, they develop deeper conceptual understandings and are better able to analyze complex social and historical phenomena. Furthermore, national education policies, including Thailand’s Basic Education Core Curriculum (2008), emphasize analytical and evaluative learning outcomes, providing institutional support for such innovations. Key instructional models emerging from the documentary analysis include the Historical Inquiry Model, which fosters independent investigation; Project-Based Learning, which promotes long-term engagement with historical questions; and dialogic teaching strategies, which cultivate reasoning and empathy through classroom discussion. Each model places the learner at the center of the educational experience, empowering them to question, interpret, and connect historical content to their own lives and societies. These approaches contrast sharply with traditional lecture-based methods, which often fail to develop higher-order thinking skills. The paper concludes by offering a set of practical recommendations for integrating active learning into primary-level history instruction. These include professional development for teachers in active learning methodologies, the development of contextualized instructional materials such as historical case studies and source packs, and the alignment of assessment practices with critical thinking objectives. The study also highlights the importance of teacher roles as facilitators and co-learners in the classroom, requiring shifts in both mindset and instructional practice. By documenting, analyzing, and synthesizing key sources in the field, this paper provides a foundational resource for educators, curriculum developers, and policymakers seeking to innovate history education in ways that are pedagogically sound, contextually appropriate, and oriented toward the development of essential 21st-century competencies. The proposed instructional innovation aligns with global educational priorities and offers a roadmap for transformative teaching practices that empower students to think historically and critically from a young age. This article focuses on the idea of ‘human rights city’ and explores its practice. It starts from the concepts of human rights cities and subsidiarity to explain what a human rights city is and delves into the existing literature identifying the challenges to guarantee human rights in local contexts, such as the legal framework, education and training, the institutional structure, and the resources. Our article is based on an empirical-based study of Madrid Human Rights Plan (2017–2019). We carried out semi-structured (...) interviews, focus group, and participant observation to grasp the obstacles that civil servants encounter in the implementation of the Plan. We identify five types of obstacles that we classify as conceptual, ideological, legal, organisational, and budgetary. Our study questions the idea that the local context, just because of its proximity to the citizenry, is the best equipped level of government to guarantee human rights. Without proper training and resources human rights can be lost in translation. Through the identification of such obstacles in a specific case study, we contribute to the academic debate on human rights in practice with the aim of fostering its guarantee in local contexts. Street-level bureaucrats are a fundamental part of the implementation process of any policy. This study provides an examination of the factors that shape the behavior of street-level bureaucrats at the frontlines of policy implementation. This study investigates how rebelliousness generates an impact on the discretion of street-level bureaucrats and to what extent client meaningfulness plays a moderating factor. It utilizes a survey questionnaire distributed among inspectors of the Department of Labor in the Ministry of Human (...) Resources of Malaysia (n=241). The result of this study demonstrates that rebelliousness has a negative relationship with discretion, and client meaningfulness has a direct positive correlation with discretion. However, the relationship between rebelliousness and discretion is stronger with a high level of client meaningfulness. The objective of this study is to examine street-level bureaucrat behavior through the lens of Lipsky's theory which will provide an answer to the broad question of the factors that contribute to the existence of an imperfect implementation process. This study sheds light on the importance of client meaningfulness in moderating the behavior of street-level bureaucrats while interacting with inspectees. The novelty of this study is by highlighting two main constructs that are likely contributing to the implementation process by directly and indirectly impacting bureaucrats’ discretion: rebelliousness, and client meaningfulness. Choice Based Credit System (CBCS) is a modern curriculum system of higher education in India which was first introduced by the Academic and Administrative Reforms committee of University Grant Commission (UGC) in 2008 headed by Prof. A. Gnanam. It is a system that promises to bring in holistic development of an individual by providing flexible and multi-disciplinary learning experience. The CBCS provides a cafeteria type approach in which the students can take courses of their choice, learn at their own pace, (...) undergo additional courses and acquire more than the required credits, and adopt an interdisciplinary approach to learning. The courses shall be evaluated on the grading system, which is considered to be better than the conventional marks system. To make the present curriculum uniform, international standard and more developed UGC implement the Choice Based Credit System at higher education level. There are different Universities in the country that have adopted this system through modifying up to 30% of core papers’ syllabus under the proposed UGC curriculum. The major objectives of the study were to explore the nature of the present CBCS curriculum of Zoology and measure the perception level of the students on the present CBCS curriculum of Zoology of Vidyasagar University. The major Findings of the study were suggested that the Vidyasagar University followed the UGC recommended curriculum pattern for framing the CBCS curriculum of Zoology and it has also been found that there was no significant difference in the male and female students’’ perception about CBCS curriculum of zoology at undergraduate level in Vidyasagar University. -/- .
