Permissivism is the thesis that, for some body of evidence and a proposition p, there is more than one rational doxastic attitude any agent with that evidence can take toward p. Proponents of uniqueness deny permissivism, maintaining that every body of evidence always determines a single rational doxastic attitude. In this paper, we explore the debate between permissivism and uniqueness about evidence, outlining some of the major arguments on each side. We then consider how permissivism can be understood as an (...) underdetermination thesis, and show how this moves the debate forward in fruitful ways: in distinguishing between different types of permissivism, in dispelling classic objections to permissivism, and in shedding light on the relationship between permissivism and evidentialism. Metaphysical underdetermination arises when we are not able to decide, through purely theoretical criteria, between competing interpretations of scientific theories with different metaphysical commitments. This is the case in which non-relativistic quantum mechanics (QM) finds itself in. Among several available interpretations, there is the one that states that the interaction with the conscious mind of a human observer causes a change in the dynamics of quantum objects undergoing from indefinite to definite states. In this paper, we argue that there (...) seems to be also a metaphysical underdetermination concerning London and Bauer’s theory of measurement between two methods of phenomenological reduction: the eidetic and the transcendental approaches. Recently, Steven French argued that both methods can be combined in order to interpret London and Bauer’s formalism. However, in this paper we argue that the eidetic one is the only viable phenomenological way to interpret this particular theory of measurement in QM based on the formalism presented by London and Bauer, hence breaking this phenomenological underdetermination. ABSTRACT The truth-conditions of utterances are often underdetermined by the meaning of the sentence uttered, as suggested by the observation that the same sentence has different intuitive truth-values in different contexts. The intuitive difference is usually explained by assigning different truth-conditions to different utterances. This paper poses a problem for explanations of this kind: These truth-conditions, if they exist, are epistemically inaccessible. I suggest instead that truth-conditional underdetermination is ineliminable and these utterances have no truth-conditions. Intuitive truth-values are explained (...) by the effect that all the most reasonable interpretations have on the common ground: An utterance is intuitively true when it is true on all interpretations that answer the question under discussion. In this paper, I argue (i) that there are certain methodological practices that are epistemically significant, and (ii) that we can test for the success of these practices empirically by examining case-studies in the history of science. Analysing a particular episode from the history of medicine, I explain how this can help us resolve specific cases of underdetermination. I conclude that, while the anti-realist is (more or less legitimately) able to construct underdetermination scenarios on a case-by-case basis, he (...) will have to abandon the strategy of using algorithms to do so, thus losing the much needed guarantee that there will always be rival cases of the required kind. Epistemologists understand radical skepticism as arising from two principles: Closure and Underdetermination. Both possess intuitive prima facie support for their endorsement. Understanding how they engender skepticism is crucial for any reasonable anti-skeptical attempt. The contemporary discussion has focused on elucidating the relationship between them to ascertain whether they establish distinct skeptical questions and which of the two constitutes the ultimately fundamental threat. Major contributions to this debate are due to Brueckner, Cohen, and Pritchard. This contribution aims at defending Brueckner’s (...) contention that underdetermination expresses the fundamental skeptical threat and that the closure-based argument can ultimately be reduced to it, at least concerning skeptical contexts. This will be achieved by undermining Cohen’s objections to Brueckner on both counts. Cohen’s argument endorses a picture of evidential underdetermination, which, while apt for non-skeptical contexts, cannot be applied to radical skepticism. A comparison with a case of scientific underdetermination is developed to argue for this idea. Our argument is then applied to the principle equivalence issue and to objections against it. It is then shown how this analysis possesses a distinctive effect on our understanding of the skeptical threat and the assessment of successful anti-skeptical strategies. (shrink)

If two theory formulations are merely different expressions of the same theory, then any problem of choosing between them cannot be due to the underdetermination of theories by data. So one might suspect that we need to be able to tell distinct theories from mere alternate formulations before we can say anything substantive about underdetermination, that we need to solve the problem of identical rivals before addressing the problem of underdetermination. Here I consider two possible solutions: Quine (...) proposes that we call two theories identical if they are equivalent under a reconstrual of predicates, but this would mishandle important cases. Another proposal is to defer to the particular judgements of actual scientists. Consideration of an historical episodethe alleged equivalence of wave and matrix mechanicsshows that this second proposal also fails. Nevertheless, I suggest, the original suspicion is wrong; there are ways to enquire into underdetermination without having solved the problem of identical rivals. (shrink)

The aim of this paper is to analyse and develop how scepticism becomes an intelligible question starting from requirements that epistemologists themselves aim to endorse. We argue for and defend the idea that the root of scepticism is the underdetermination principle by articulating its specificitya respectable epistemic principle and by defending it against objections in current literature. This engagement offers a novel understanding of underdetermination-based scepticism. While most anti-sceptical approaches challenge scepticism by understanding it as postulating uneliminated scenarios (...) of mass deception, or as endorsing unnatural epistemic requirements, we argue here that both contentions are mistaken. Underdetermination-based scepticism targets our beliefs by issuing a genuine question about the rational support they enjoy. If we cannot establish that the sources of our beliefs provide them the required epistemic merit and authority, they lack non-arbitrary grounds. This has a sizable impact on what constitutes a satisfactory anti-sceptical strategy. Strategies that merely focus on the scenario-based aspect of scepticism, or on the truth-functional evaluation of our beliefs, are shown to miss the mark of the sceptical threat. The proposed analysis ultimately provides a shift in perspective concerning the character and reach of philosophical doubt. (shrink)

Self-referential logical systems can be complete yet underdetermined, sustaining multiple internally consistent solutions when constraints don’t fix uniqueness. This note analyzes a seven-portal puzzle whose inscriptions speak about which portals are safe, under the global rule that exactly three inscriptions are true and exactly three portals lead to the center. A brute-force formulation with classical logic yields six distinct models satisfying both sums, with no invariant safe portal. I argue that injecting a single meta-constraint—formally, an XOR between two dependent inscriptions—collapses (...) the solution space to a unique, stable configuration (Portal 4). I call this the Minimal-Information Closure Principle (MICP): one external bit of information can stabilize a self-referential universe, echoing Gödel/Tarski insights and aligning with Shannon-style information closure. The result clarifies how meta-level intervention converts a Gödelian micro-universe from a multiverse of admissible states into a determinate world, offering a compact case study in logical underdetermination and minimal constraint resolution. The underdetermination of theory by evidence is supposed to be a reason to rethink science. It is not. Many authors claim that underdetermination has momentous consequences for the status of scientific claims, but such claims are hidden in an umbra of obscurity and a penumbra of equivocation. So many various phenomena pass for `underdetermination' that it's tempting to think that it is no unified phenomenon at all, so I begin by providing a framework within which all these (...) worries can be seen as species of one genus: A claim of underdetermination involves (at least implicitly) a set of rival theories, a standard of responsible judgment, and a scope of circumstances in which responsible choice between the rivals is impossible. Within this framework, I show that one variety of underdetermination motivated modern scepticism and thus is a familiar problem at the heart of epistemology. I survey arguments that infer from underdetermination to some reëvaluation of science: top-down arguments infer a priori from the ubiquity of underdetermination to some conclusion about science; bottom-up arguments infer from specific instances of underdetermination, to the claim that underdetermination is widespread, and then to some conclusion about science. The top-down arguments either fail to deliver underdetermination of any great significance or (as with modern scepticism) deliver some well-worn epistemic concern. The bottom-up arguments must rely on cases. I consider several promising cases and find them to either be so specialized that they cannot underwrite conclusions about science in general or not be underdetermined at all. Neither top-down nor bottom-up arguments can motivate any deep reconsideration of science. (shrink)

Since the early 20th century underdetermination has been one of the most contentious problems in the philosophy of science. In this article I relate the underdetermination problem to models in biology and defend two main lines of argument: First, the use of models in this discipline lends strong support to the underdetermination thesis. Second, models and theories in biology are not determined strictly by the logic of representation of the studied phenomena, but also by other constraints such (...) as research traditions, backgrounds of the scientists, aims of the research and available technology. Convincing evidence for the existence of underdetermination in biology, where models abound, comes both from the fact that for a natural phenomenon we can create a number of candidate models but also from the fact that we do not have a universal rule that would adjudicate among them. Thomas Bonk has dedicated a book to analyzing the thesis of underdetermination of scientific theories, with a chapter exclusively devoted to the analysis of the relation between this idea and the indeterminacy of meaning. Both theses caused a revolution in the philosophic world in the sixties, generating a cascade of articles and doctoral theses. Agitation seems to have cooled down, but the point is still debated and it may be experiencing a renewed resurgence.

There are many parts of science in which a certain sort of underdetermination of theory by evidence is known to be common. It is argued that reflection on this fact should serve to shift the burden of proof from scientific anti-realists to scientific realists at a crucial point in the debate between them.

In this paper, we present a new kind of underdetermination. It arises when two or more scientists confront the same evidence, but assign different kinds of zetetic value to research questions of common interest. As we show, this is conceptually distinct from more venerable forms of underdetermination. We illustrate this using explanatory hypotheses in early 21st-century segregation research.

Linguistic meaning underdetermines what is said. This has consequences for philosophical accounts of meaning, communication, and propositional attitude reports. I argue that the consequence we should endorse is that utterances typically express many propositions, that these are what speakers mean, and that the correct semantics for attitude reports will handle this fact while being relational and propositional.

In this paper, I offer reasons for thinking that two prominent sceptical arguments in the literature – the underdetermination-based sceptical argument and the closure-based sceptical argument – are less philosophically interesting than is commonly supposed. The underdetermination-based argument begs the question against a non-sceptic and can be dismissed with little fanfare. The closure-based argument, though perhaps not question-begging per se, does rest upon contentious assumptions that a non-sceptic is under no pressure to accept.

What attitude should we take toward a scientific theory when it competes with other scientific theories? This question elicited different answers from instrumentalists, logical positivists, constructive empiricists, scientific realists, holists, theory-ladenists, antidivisionists, falsificationists, and anarchists in the philosophy of science literature. I will summarize the diverse philosophical responses to the problem of underdetermination, and argue that there are different kinds of underdetermination, and that they should be kept apart from each other because they call for different responses.

Two of Quine's most familiar doctrines are: that there is a distinction between underdetermination and indeterminacy; and that there is no distinction between analytic and synthetic truths. An argument is given that these two doctrines are incompatible. In terms wholly acceptable to Quine and based on the underdetermination/indeterminacy distinction, an exhaustive and exclusive distinction is drawn between two kinds of true sentences, which, it is argued, corresponds to the traditional analytic/synthetic distinction. An appendix is used to develop one (...) aspect of the underdetermination/indeterminacy distinction, as construed here, and to discuss, in passing, some of Quine’s more general views on truth. This paper provides an exposition of the structuralist approach to underdetermination, which aims to resolve the underdetermination of theories by identifying their common theoretical structure. Applications of the structuralist approach can be found in many areas of philosophy. I present a schema of the structuralist approach, which conceptually unifies such applications in different subject matters. It is argued that two classic arguments in the literature, Paul Benacerraf’s argument on natural numbers and W. V. O. Quine’s argument for the (...) indeterminacy of translation, can be analyzed as instances of the structuralist schema. These two applications illustrate different kinds of conclusions that can be drawn through the structuralist approach; Benacerraf’s argument shows that we can derive an ontological conclusion about the given subject matter, while Quine’s structuralist approach leads to a semantic conclusion about how to determine linguistic meanings given radical translation. Then, as a case study, I review a recent debate in metaphysics between Shamik Dasgupta, Jason Turner, and Catharine Diehl to consider the extent to which different instances of the structuralist schema are conceptually unified. Both sides of the debate can be interpreted as utilizing the structuralist approach; one side uses the structuralist approach for an ontological conclusion, while the other side relies on a semantic conclusion. I argue that this has a strong dialectical consequence, which sheds light on the conceptual unity of the structuralist approach. (shrink)

According to the thesis of semantic underdetermination, most sentences of a natural language lack a definite semantic interpretation. This thesis supports an argument against the use of natural language as an instrument of thought, based on the premise that cognition requires a semantically precise and compositional instrument. In this paper we examine several ways to construe this argument, as well as possible ways out for the cognitive view of natural language in the introspectivist version defended by Carruthers. There are two ways that we might respond to the underdetermination of theory by data. One response, which we can call the agnostic response, is to suspend judgment: "Where scientific standards cannot guide us, we should believe nothing". Another response, which we can call the fideist response, is to believe whatever we would like to believe: "If science cannot speak to the question, then we may believe anything without science ever contradicting us". C.S. Peirce recognized these options and suggested (...) evading the dilemma. It is a Logical Maxim, he suggests, that there could be no genuine underdetermination. This is no longer a viable option in the wake of developments in modern physics, so we must face the dilemma head on. The agnostic and fideist responses to underdetermination represent fundamentally different epistemic viewpoints. Nevertheless, the choice between them is not an unresolvable struggle between incommensurable worldviews. There are legitimate considerations tugging in each direction. Given the balance of these considerations, there should be a modest presumption of agnosticism. This may conflict with Peirce's Logical Maxim, but it preserves all that we can preserve of the Peircean motivation. (shrink)

It is often possible to know what a speaker intends to communicate without knowing what they intend to say. In such cases, speakers need not intend to say anything at all. Stanley and Szabó's influential survey of possible analysis of quantifier domain restriction is, therefore, incomplete and the arguments made by Clapp and Buchanan against Truth Conditional Compositionality and propositional speaker-meaning are flawed. Two theories should not always be viewed as incompatible when they associate the same utterance with different propositions, (...) as there may be many ways to interpret speakers that are compatible with their intentions. Peter Ludlow shows how word meanings are much more dynamic than we might have supposed, and explores how they are modulated even during everyday conversation. The resulting view is radical, and has far-reaching consequences for our political and legal discourse, and for enduring puzzles in the foundations of semantics, epistemology, and logic.

This paper focuses on a type of underdetermination that has barely received any philosophical attention: underdetermination of data. I show how one particular type of data—RNA sequencing data, arguably one of the most important data types in contemporary biology and medicine—is underdetermined, because RNA sequencing experiments often do not determine a unique data set. Instead, different ways of generating usable data can result in vastly different, and even incompatible, data sets. I focus on a key argument for global external world scepticism resting on the underdetermination thesis: the argument according to which we cannot know any proposition about our physical environment because sense evidence for it equally justifies some sceptical alternative (e.g. the Cartesian demon conjecture). Widespread causal overdetermination is often levied as an objection to nonreductive theories of minds and objects. In response, nonreductive metaphysicians have argued that the type of overdetermination generated by their theories is different from the sorts of coincidental cases involving multiple rock-throwers, and thus not problematic. This paper pushes back. I argue that attention to differences between types of overdetermination discharges very few explanatory burdens, and that overdetermination is a bigger problem for the nonreductive metaphysician than previously thought.

This paper considers the relevance of the Duhem-Quine thesis in economics. In the introductory discussion which follows, the meaning of the thesis and a brief history of its development are detailed. The purpose of the paper is to discuss the effects of the thesis in four specific and diverse theories in economics, and to illustrate the dependence of testing the theories on a set of auxiliary hypotheses. Thick terms and concepts in ethics somehow combine evaluation and non-evaluative description. The non-evaluative aspects of thick terms and concepts underdetermine their extensions. Many writers argue that this underdetermination point is best explained by supposing that thick terms and concepts are semantically evaluative in some way such that evaluation plays a role in determining their extensions. This paper argues that the extensions of thick terms and concepts are underdetermined by their meanings in toto, irrespective of whether their extensions are (...) partly determined by evaluation; the underdetermination point can therefore be explained without supposing that thick terms and concepts are semantically evaluative. This paper evaluates whether selection-first evolutionary explanations can converge toward causal determination. Focusing on explanations of the form “Trait X exists because it was selected for,” it distinguishes evolutionary change as an empirical fact from evolutionary explanation as a causal enterprise. The paper does not deny natural selection or biological evolution, nor does it propose alternative theories. -/- Drawing on general requirements for causal explanation—mechanistic generation, eliminability of alternatives, and contraction under evidence—it argues that selection-first explanations, when used as token-level (...) accounts of realized trait form, are structurally non-convergent. Selection acts as a filter on variation rather than a generator of constrained causal pathways, leaving indefinitely many inequivalent genetic, developmental, and historical trajectories compatible with the same outcome. -/- The analysis shows that post-hoc fitness reasoning, non-injective evidence mapping, and the absence of eliminative failure modes prevent convergence even under increasing empirical detail. Domains such as population genetics and molecular biology are contrasted as convergent because they impose explicit mechanisms and eliminable structure. -/- The paper concludes that selection-first explanations should be reclassified: without independently specified generative constraints, they function as narrative or heuristic frameworks rather than causal explanations. This article offers a novel take on what philosophers have called problems of “practical underdetermination” in order to identify a form of creative epistemic agency operative in the means by which researchers cope with such problems. In developing my analysis, I contrast my “experimental dead-space” (EDS) formulation of practical underdetermination with the more standard “epistemic gap” formulation. Drawing on prior work, I embed the idea of an EDS within a broader unit of analysis—a “research platform”—and identify an experimental (...) dead-space with what I call, borrowing terms from Stuart Kauffman, an “epistemic adjacent possible.” This enables me to characterize the form of creativity I have in mind. Finally, I revisit the case study for which I originally formulated the idea of an EDS in order to show how my expanded analysis enables us to appreciate how research platforms in experimental science can creatively develop in genuinely novel, “unprestatable” ways. One of the objections against the thesis of underdetermination of theories by observations is that it is unintelligible. Any two empirically equivalent theories — so the argument goes—are in principle intertranslatable, hence cannot count as rivals in any non-trivial sense. Against that objection, this paper shows that empirically equivalent theories may contain theoretical sentences that are not intertranslatable. Examples are drawn from a related discussion about incommensurability that shows that theoretical non-intertranslatability is possible.

On one natural interpretation of what the narrator from Notes from Underground is saying, “People are rebels.” If you give them evidence that this is the career path for them, say, they do something else. But underdeterminism entails one objection to this theory.

People often speak loosely, uttering sentences that are plainly false on their most strict interpretation. In understanding such speakers, we face a problem of underdetermination: there is often no unique interpretation that captures what they meant. Focusing on the case of incomplete definite descriptions, this paper suggests that speakers often mean bundles of propositions. When a speaker means a bundle, their audience can know what they mean by deriving any one of its members. Rather than posing a problem for (...) the interpretation of loose talk, the underdetermination of a uniquely correct interpretation allows for various ways in which the audience can grasp the speaker’s meaning. This work examines a foundational epistemic problem underlying much of modern physics: the fact that nearly all empirical access to physical systems is mediated by electromagnetic radiation. From atomic spectroscopy to scanning probe microscopy and observational cosmology, what experiments directly register are structured electromagnetic signals detected by macroscopic instruments. The paper argues that this radiation-based observational regime defines an ill-posed inverse problem. Many distinct physical configurations can give rise to identical detected electromagnetic patterns. As a result, the ontological narratives commonly (...) built from such data — involving particles, fields, spacetime geometry, and cosmic expansion — are systematically underdetermined by the measurements themselves. Through a unified analysis of atomic spectroscopy, scanning tunneling microscopy, and cosmological redshift, the paper shows that what experiments constrain are not internal structures, but interaction channels between hidden physical systems and the electromagnetic field. Stable radiation patterns reflect stable coupling interfaces, not necessarily unique underlying entities. The analysis is situated within the framework of Coherent Observational Epistemology (COE), which treats observation as the formation of coherence between independent localities via finite information channels. Within this framework, the persistence and reproducibility of physical models are explained by the stability of these coupling channels rather than by direct access to the internal constitution of matter or spacetime. The paper does not dispute the empirical success of modern physics. Instead, it clarifies the epistemic limits of radiation-based observation and argues for a structural, constraint-based interpretation that separates what is measured from what is inferred. (shrink)

Anthony Brueckner argues for a strong connection between the closure and the underdetermination argument for scepticism. Moreover, he claims that both arguments rest on infallibilism: In order to motivate the premises of the arguments, the sceptic has to refer to an infallibility principle. If this were true, fallibilists would be right in not taking the problems posed by these sceptical arguments seriously. As many epistemologists are sympathetic to fallibilism, this would be a very interesting result. However, in this paper (...) I will argue that Brueckner’s claims are wrong: The closure and the underdetermination argument are not as closely related as he assumes and neither rests on infallibilism. The growing range of methods for statistical model selection is inspiring new debates about how to handle the potential for conflicting results when different methods are applied to the same data. While many factors enter into choosing a model selection method, we focus on the implications of disagreements among scientists about whether, and in what sense, the true probability distribution is included in the candidate set of models. While this question can be addressed empirically, the data often provide inconclusive results (...) in practice. In such cases, we argue that differences in prior metaphysical views about the local adequacy of the models can produce underdetermination of results, even for the same data and candidate models. As a result, data alone are sometimes insufficient to settle rational beliefs about nature. (shrink)

The relationship between Peircean abduction and the modern notion of Inference to the Best Explanation is a matter of dispute. Some philosophers, such as Harman :88–95, 1965) and Lipton, claim that abduction and IBE are virtually the same. Others, however, hold that they are quite different :503, 1998; Minnameier in Erkenntnis 60:75–105, 2004) and there is no link between them :419–442, 2009). In this paper, I argue that neither of these views is correct. I show that abduction and IBE have (...) important similarities as well as differences. Moreover, by bringing a historical perspective to the study of the relationship between abduction and IBE—a perspective that is lacking in the literature—I show that their differences can be well understood in terms of two historic developments in the history of philosophy of science: first, Reichenbach’s distinction between the context of discovery and the context of justification—and the consequent jettisoning of the context of discovery from philosophy of science—and second, underdetermination of theory by data. It seems true to say that Sherlock Holmes is a detective, despite there being no Sherlock Holmes. When asked to explain this fact, philosophers of language often opt for some version of Lewis’s view that sentences like ‘Sherlock Holmes is a detective’ may be taken as abbreviations for sentences prefixed with ‘In the Sherlock Holmes stories …’. I present two problems for this view. First, I provide reason to deny that these sentences are abbreviations. In short, these sentences have aesthetic (...) properties that we should not expect of abbreviations. Second, I argue that the apparent truth of these sentences would not be explained even if they were abbreviations. An alternative is presented that avoids these problems. Following Walton, talk about fiction is viewed as a game of make-believe; following Lewis, interpretations of fiction are modelled using possible worlds. (shrink)

The aim of this paper is to show that science, understood as pure research, ought not to be affected by non-epistemic values and thus to defend the traditional ideal of value-free science. First, we will trace the distinction between science and technology, arguing that science should be identified with pure research and that any non-epistemic concern should be di­rected toward technology and technological research. Second, we will examine different kinds of values and the roles they can play in scientific research (...) to argue that science understood as pure research is mostly and in any case ought to be value-free. Third, we will consider and dismiss some widespread arguments that aim to defend, especially at a normative level, the inevitable value-ladenness of science. This paper argues that there is no possible structural way of drawing a distinction between objects of different types, such as individuals and properties of different adicities and orders. We show first that purely combinatorial information (information about how objects combine to form states of affairs) is not sufficient for doing this. We show that for any set of such combinatorial data there is always more than one way of typing them – that is, there are always several ways of (...) classifying the different constituents of states of affairs as individuals and properties. Therefore, contrary to received ontological opinion, no object is essentially of any specific type. In the second part we argue that taking into account logical information does not help either, since logic presupposes the very distinction we are trying to draw. Furthermore, this distinction is not even essential for logic, since logic can function perfectly well without it. We conclude that certain distinctions which have been traditionally regarded as ontologically basic (such as that between individuals and properties) cannot be as fundamental as is often supposed. It is well-known that the global structure of every space-time model for relativistic cosmology is observationally underdetermined. In order to alleviate the severity of this underdetermination, it has been proposed that we adopt the Cosmological Principle because the Principle restricts our attention to a distinguished class of space-time models (spatially homogeneous and isotropic models). I argue that, even assuming the Cosmological Principle, the topology of space remains observationally underdetermined. Nonetheless, I argue that we can muster reasons to prefer various (...) topological properties over others. In particular, I favor the adoption of multiply connected universe models on grounds of (i) simplicity, (ii) Machian considerations, and (iii) explanatory power. We are able to appeal to such grounds because multiply connected topologies open up the possibility of finite universe models (consistent with our best data), which in turn avoid thorny issues concerning the postulation of an actually infinite universe. This paper pursues Ernan McMullin‘s claim ("Virtues of a Good Theory" and related papers on theory-choice) that talk of theory virtues exposes a fault-line in philosophy of science separating "very different visions" of scientific theorizing. It argues that connections between theory virtues and virtue epistemology are substantive rather than ornamental, since both address underdetermination problems in science, helping us to understand the objectivity of theory choice and more specifically what I term the ampliative adequacy of scientific theories. The paper (...) argues therefore that virtue epistemologies can make substantial contributions to the epistemology and methodology of the sciences, helping to bridge the gulf between realists and anti-realists, and to re-enforce moderation over claims about the implications of underdetermination problems for scientific inquiry. It finally makes and develops the suggestion that virtue epistemologies, at least of the kind developed here, offer support to the position that philosophers of science know as normative naturalism. This chapter argues that the general philosophy of science should learn metaphilosophical lessons from the case of metaphysical underdetermination, as it occurs in non-relativistic quantum mechanics. Section presents the traditional discussion of metaphysical underdetermination regarding the individuality and non-individuality of quantum particles. Section discusses three reactions to it found in the literature: eliminativism about individuality; conservatism about individuality; eliminativism about objects. Section wraps it all up with metametaphysical considerations regarding the epistemology of metaphysics of science.

Scientific confirmation relies on the convergence of independent sources of evidence. When multiple observers, instruments, or experiments yield the same result, the improbability of coincidence supports the conclusion that an external fact caused the agreement. This paper argues that the independence assumptions underwriting such inferences cannot be justified without presupposing the external-world framework they are meant to establish. Independence is not an observable property of data but a structural claim about data-generating processes---a claim that requires substantive background assumptions about distinct (...) systems, causal separation, and error mechanisms. These background assumptions are justified only relative to models that already presuppose external reality. The result is not that external realism is false, nor that intersubjective agreement provides no evidence, but that the degree of confirmation is underdetermined without framework-level commitments that cannot themselves be confirmed by the same methods. This underdetermination extends to perception itself: the intervention-structured patterns of experience are compatible with multiple metaphysical embeddings. The paper concludes not with an alternative metaphysics but with the recognition that questions about the ultimate source of experience are underdetermined by any evidence expressible within experience. One way of trying to justify the thesis of the underdetermination of scientific theories is by actual examples. In this paper, I present a paradox which arises from trying to justify the thesis in this way.

The underdetermination of theory by data obtains when, inescapably, evidence is insufficient to allow scientists to decide responsibly between rival theories. One response to would-be underdetermination is to deny that the rival theories are distinct theories at all, insisting instead that they are just different formulations of the same underlying theory; we call this the identical rivals response. An argument adapted from John Norton suggests that the response is presumptively always appropriate, while another from Larry Laudan and Jarrett (...) Leplin suggests that the response is never appropriate. Arguments from Einstein for the special and general theories of relativity may fruitfully be seen as instances of the identical rivals response; since Einstein’s arguments are generally accepted, the response is at least sometimes appropriate. But when is it appropriate? We attempt to steer a middle course between Norton’s view and that of Laudan and Leplin: the identical rivals response is appropriate when there is good reason for adopting a parsimonious ontology. Although in simple cases the identical rivals response need not involve any ontological difference between the theories, in actual scientific cases it typically requires treating apparent posits of the various theories as mere verbal ornaments or computational conveniences. Since these would-be posits are not now detectable, there is no perfectly reliable way to decide whether we should eliminate them or not. As such, there is no rule for deciding whether the identical rivals response is appropriate or not. Nevertheless, there are considerations that suggest for and against the response; we conclude by suggesting two of them. (shrink)

It is argued that, contrary to prevailing opinion, Bas van Fraassen nowhere uses the argument from underdetermination in his argument for constructive empiricism. It is explained that van Fraassen’s use of the notion of empirical equivalence in The Scientific Image has been widely misunderstood. A reconstruction of the main arguments for constructive empiricism is offered, showing how the passages that have been taken to be part of an appeal to the argument from underdetermination should actually be interpreted.

Debates about the underdetermination of theory by data often turn on specific examples. Cases invoked often enough become familiar, even well worn. Since Helen Longino’s discussion of the case, the connection between prenatal hormone levels and gender-linked childhood behaviour has become one of these stock examples. However, as I argue here, the case is not genuinely underdetermined. We can easily imagine a possible experiment to decide the question. The fact that we would not perform this experiment is a moral, (...) rather than epistemic, point. Finally, I suggest that the ”underdetermination’ of the case may be inessential for Longino to establish her central claim about it. (shrink)
