Scope of the Mission
The EU Mission on Adaptation to Climate Change aims to support at least 150 European regions and communities towards climate resilience by 2030. It focuses on helping these regions and local authorities to
- Understand climate risks: Identify current and future climate-related challenges specific to their areas
- Develop adaptation pathways: Create strategic plans to prepare for and manage the impacts of a changing climate
- Implement innovative solutions: Deploy practical measures and technologies to enhance resilience on the ground
This Mission is crucial as climate change affects various regions, economic sectors, and societal groups differently. Despite efforts to reduce emissions and achieve carbon neutrality, a warmer climate is inevitable, necessitating enhanced preparedness to cope with its effects and adapt our way of living. The Mission also contributes to delivering the European Green Deal.

Who is the Mission for?
The Mission on Adaptation is designed for all stakeholders committed to building climate resilience. Whether you are a policymaker shaping adaptation strategies, a regional or local authority implementing solutions on the ground, a research institution developing innovative approaches, or a business contributing expertise and resources, the Mission provides a collaborative framework to accelerate adaptation efforts via its strong Mission Community.
With 326 regions and local authorities from 25 EU countries and 5 associated countries, signing the Mission Charter, the Mission fosters a strong, united approach to tackling climate risks.
Funding
These are the current funding opportunities for the Mission under the Horizon Europe 2026-2027 Work Programme:
- HORIZON-MISS-2026-01-CLIMA-01: National Adaptation Hubs - Bringing together the national level with the engaged regional and local levels (multi-level governance)
- HORIZON-MISS-2026-01-CLIMA-02: Facilitating implementation of actionable solutions for climate adaptation of regions and local authorities
- HORIZON-MISS-2026-01-CLIMA-03: Standardising and supporting climate services for climate adaptation
- HORIZON-MISS-2026-01-CLIMA-04: Bridging the gap between disaster risk management and climate adaptation
- HORIZON-MISS-2026-01-CLIMA-05: Demonstrating solutions to protect and preserve cultural heritage from the impacts of climate change
- HORIZON-MISS-2026-01-CLIMA-06: Improving climate resilience of navigable inland waterways, their surroundings and related water infrastructure
- HORIZON-MISS-2026-01-CLIMA-07: Supporting financing of local adaptation actions with combination of public funding and private financing
- HORIZON-MISS-2026-06-CLIMA-SOIL: Joint demonstration of solutions to build soil resilience to extreme weather events and support food security
The Calls open on 4 February and close on 23 September 2026.
Note that the Mission is also co-financing an Accelerator challenge 'Deep Tech for Climate Adaptation' together with European Innovation Council, presented at the EIC info days.
