- Fix typo in previous commit.

* wxSmith: Allow change of I18N setting in existing resources.
Currently the I18N property can be set only on resource creation,
you must edit the project manually to change it afterwards.

* applied (slightly modified) patch #1354: A new lexer for '*.po' files (thanks LETARTARE)

- Assorted contrib plugins: Make strings translatable.

- wxSmith: Try to clarify that the I18N setting is a global enable.
When you create a new wxSmith resource you can enable (or not) I18N for it
using the Advenced options.

If the global setting is checked then _() will be used ONLY in I18N-enabled resources.

A related problem is that you can not change I18N for an already created resource
unless you edit the CBP file.

- wxsTreeListCtrl: Allow better translation.
Fix H-Gap text.

- Clangd_plugin: Reduce translatable strings' entropy.

- clangd_client: Allow better translations (no functional change).

- CodeSnippets: Fix menu insertion in non-english C::B.
Allow translation of some strings.
Remove stray leading space in titles.
Fix LOGGING check in line 136.
