Ao baixar a imagem e instalar deve primeiramente editar o arquivo /var/www/html/snep/includes# vi setup.conf e alterar a linha - itc_required = "false" , vai aparecer a opção de prosseguir sem registrar. Atualizei para a última versão do Asterisk 13.38.3 e para o Debian 9
