Nothing stays the same on the Web. This update, at the address above, shows how to integrate about five or six elements to effectively build build a Twitter community and ensure that your blogs are promoted using Twitter updates.
UPDATE, July 21 — People are still having a problem. I seem to have escaped the worst. I have radically pared down my following list — aiming at a max of 2000 as recommended by Twitter. And I daily ensure that everyone I am following is following me.
The following note was posted here. It reiterates the Twitter policy but makes it clear that the system is presently broken — aka there are apparently bugs aplenty. When they are fixed, the policy will presumably be in effect.
However I feel it needs to be stated with more precision so that people know exactly what they can and cannot do. In what amounts and when.

Twitter enforces a following limit of 2000 people per account, unless you have more than 2,000 followers yourself. If you have more than 2,000 followers, you’re able to follow a number that is different for every account, based on the number of people who follow you. You can always follow 2,000 people– if more than 2,000 follow you, you can follow a number higher than 2,000 that is determined by the number of people following you.
If you’re not following 2,000 people yet, and you’re still unable to follow, you’re experiencing a bug. Twitter is experiencing several bugs right now, including:
We are working on all of these issues, not being able to follow is but one of them. While we have these bugs, all of the numbers for followings, followers, direct messages, and more will be incorrect. Thanks for your patience.
Twitter Tip: Paring Down Your Following List
Tweepi is presently the only utility I use to manage my Twitter activity. You can pare down the number of folk you follow according to multiple criteria. Reducing the number of people you follow is a choice, not a necessity. Eliminating persons you follow who do not follow you back is likewise a choice.

Your Twitter profile bio should contain your most salient keywords. Mine includes Obama2012 because that is what I am mainly doing these days.
Note also that your Tweets will draw more than your immediate followers. If you tweet about particular subjects the words will be indexed by Twitter’s robust search apparatus and your tweets will show up accordingly. If you wish add a hashtag — eg: #apples or #oranges to your tweet provided the message is relevant and of some help to a reader. There is no need to repeat a word in your tweet with a hashtag.
Spotify is a great complement to Twitter. You can tweet what you are listening to with ease.
I get followers on the strength of my updates and (I assume) by the size of my list. I follow them back manually as they come. I also look at people’s lists and follow highly specific lists that relate to my tweets.
I try to mix tweets from my blog with retweets from my followers and retweets from significant news and other channels. Within reason, I repost items that I feel are relevant, often by quoting salient bits of a post.
I now use Buffer to post many tweets and Hootsuite and Ping FM to widen my options for promotion and scheduling.
TweetEffect enables you to determine how many followers you gain or lose with a single Tweet.
Twitter is now almost a default global communications system because of the simplicity of its concept and the relative ease of its execution. Those who create a solid personal platform will now will be ahead of the curve.
