Two Calls into the Police in Four Days, the Police Arrived at the Home to Visit, but Didn’t Take Note of the Young Child’s Physical Injuries, Lacking the Concepts about Protecting Children & Adolescents from Abuse
The two-year-old girl, Xuan-Xuan was abused to death by her mother’s live-in boyfriend, Lin, from the start of last December, in four days, the police received calls on the suspected abuse of the young girl by someone, to this year on February fourteenth, when the child was brutally abused to death, sustaining subdural hematoma, multiple fractures, for more than two months, the net of social security had failed to function properly, until the autopsy of the young girl had been ordered by the district attorney’s office, did the whole show. The district attorneys believed, that the police had failed in visiting the homes to check on the child, but not been sensitive enough to note that her injuries were severe or critical. The city police in Taichung stated, that soon as they were called, they’d immediately started up the visitation schedules to the home of the young girl, that they’d gone by the book of law in everything, the case is turned over to the justice systems now, the police is working collaboratively with the district attorney’s office.
“It was like there was that flotation device before her, but it’d floated away, twice!”, the senior law enforcement official stated, that Xuan-Xuan would’ve had a chance of being saved, as last year on December 6th, the local residents notified the police, the Beitun Substation went to respond, reported seeing bruising all over the young girl’s body, the police interviewed Lin, and Lin told the authorities that the child sustained all her injuries from tripping and falling, refused to give the authorities his address, and ultimately, there was no, follow-up.
On December 9th, the police were notified again, someone saw the injuries on the child’s eyes in the community. The Wenchang Substation of the Fifth Precinct sent the officers to the location, because the child’s birthmother was there, there wasn’t any abuse happening, the police only took the photos of the child, and interviewed the local residents, then reported the family as “fragile” to the social services.
The police detective with professionalism in women and children protection analyzed, that four days later, another neighbor had reported a second time on the young girl’s injuries, the police arrived on site, saw that Lin was the cohabiting partner of the young child’s mother, that the child had a “shiner”, with the mother stating that she’d tripped and fallen, clearly, it didn’t make sense, that a young two-year-old child could trip and fall and sustain injuries all over her body, with an added blackeye, and, in cases like this, the parents, or the live-in partners have a high chance of covering for the primary abusers, this showed how the entry level officers lacked the child protection basic knowledge.
The investigators analyzed, as the second call was made, and the officers saw the bruising on the child’s eyes, that the severity had gone past the reports of “fragile families”, that the in-time evaluation, reporting lacked the sensitivity, that for the young girl, that “flotation device just floated away”, twice!
Based off of the indictment, Lin had long-term abused the young girl, to subdural hematoma, multiple fractures, with the birthmother making requests of taking her young to get treated, that there was no money for treatment, delaying her rescue, to the adults’ intentional getting the girl the “sticky patches to reducing the bruising” at the local bonesetter’s clinic, feeding her the Chinese traditional medications, to not get her into the hospital on time, delayed her chances of survival.
The district attorney working the case charged Lin on torturing of a young child to death, which not only included the severe physical abuse, starving, it also included “not taking the child to get treated when ill,”, the D.A. suspected that Lin had beaten the child to fracture, and only used the healing patches on her to help her recover.
The investigators stated, that Lin knew well that his behaviors constituted as abuse, that was why he’d not taken the young girl to the hospital, but to a bonesetter’s clinic, clearly it was to evade hospital reporting, and showed that he had the malicious intents, that he was intentionally trying to cover up his abuse of the young child.
So, this, is primary the abuser’s fault, and the officers’ lacking sensitivity also had played a part in the death of this young girl, and this is still not just the fault of the abusive adult or the officers, it’s the entire systems’, because these officers lacked the expertise (in this case, the common sense!) to realize that the child’s injuries were way too severe from what the adults described to them of how she got the bruises, that’s what caused this kid to die.
The system still isn’t set up properly, and it didn’t function well either, and the police shouldn’t have just walked away as the mother’s cohabiting boyfriend lied, but they should’ve checked his story out, but they didn’t. All of these factors combined, caused this young child to die.
