Advancing Transboundary Water Investments for Southern Africa’s Growth The Southern African Development Community (SADC) Water Division, in collaboration with the Ministry of Water Development and Sanitation of the Republic of Zambia, and with support from the German government through the Transboundary Water Management in the SADC region (TWM) and Global Water Partnership Southern Africa (GWPSA), recently hosted the SADC Resource Mobilisation and Transboundary Water Investment workshop in Lusaka, Zambia.   The event was held under the theme: “Scaling up Transboundary Water Investments & Resource Mobilisation to Unlock Economic Growth, Industrial Transformation and Climate Resilience in the SADC region”. The workshop presented an opportunity for member states, river basin organizations (RBOs), international cooperation partners (ICPs) and the private sector to share lessons learned, ongoing projects, resource mobilisation opportunities and mainly to consult member states and validate the SADC RASP Resource Mobilisation Plan. The workshop also served as an important milestone for SADC to engage stakeholders in preparation for the AU-AIP Investment summit, to be held in Cape Town, 13 – 15 August 2025.   Reflecting on the importance of the RASP Resource Mobilisation Plan, Zambia’s Minister of Water and Sanitation, Hon. Eng Collins Nzovu, highlighted that the workshop presented an opportunity to shift from fragmented initiatives to coordinated programmes and from competition over water to cooperation for shared prosperity for the region.   Ms Isabell Kiener-Govender, Advisor Sustainable Finance from GIZ indicated that in the current global context, resource mobilisation is no longer just about securing more funds but also about reassessing costs and the importance of diversifying sources, leveraging partnerships and exploring innovative financing mechanisms.   Concluding the successful 2-day event, SADC Senior Programmes Officer in the Water Division, Dr Patrice Kabeya, emphasised that water resources were fundamental to SADC’s development aspiration. Yesterday, 31 July, the Ministerial Indicators Handbook and Monitoring, Evaluation, Reporting, and Learning (#MERL) Tool was officially launched at the Climate Actions MERL Tool Inception Meeting in Nairobi, Kenya! 🚀 The Principal Secretary for the State Department of Environment, Climate Change and Natural Resources, Dr. Eng. Festus K. Ng'eno, PhD, MIEK, CBS, delivered opening remarks focused on enhancing climate action's impacts monitoring and evaluation in Kenya, and the event marked the beginning of significant initiatives to improve environmental data systems and decision-making processes. To address the challenges of inadequate data integration, fragmented monitoring frameworks, limited environmental reporting indicators, and inadequate evidence to inform decision-making, several initiatives and partnerships were announced: 🔸 Indicator Handbook Development, to standardize data collection and reporting. 🔸 MERL Tool Enhancement, to focus on improving measurement and management of environmental assets. 🔸 Collaboration with SouthSouthNorth (SSN) and World Resources Institute (WRI) to lead the initiatives. 🔸 Formation of a ministerial Technical Working Group (TWG) The Principal Secretary expressed gratitude to partners and stakeholders, emphasizing a shared commitment to enhancing environmental governance, and encouraged active engagement, dialogue, and knowledge-sharing among stakeholders in designing these important tools.
