❗️How can cities strengthen resilience while 𝐩𝐫𝐞𝐬𝐞𝐫𝐯𝐢𝐧𝐠 𝐭𝐡𝐞 𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐢𝐝𝐞𝐧𝐭𝐢𝐭𝐲 𝐚𝐧𝐝 𝐡𝐞𝐫𝐢𝐭𝐚𝐠𝐞 that define communities? At the thirteenth session of the World Urban Forum in Baku, Asian Disaster Preparedness Center (ADPC) and UNESCO are co-organizing a networking event on “𝐒𝐚𝐟𝐞𝐠𝐮𝐚𝐫𝐝𝐢𝐧𝐠 𝐂𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐇𝐞𝐫𝐢𝐭𝐚𝐠𝐞 𝐚𝐧𝐝 𝐋𝐨𝐜𝐚𝐥 𝐊𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐟𝐨𝐫 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐇𝐨𝐮𝐬𝐢𝐧𝐠.” 🗓️ 21 May 2026 🕑 14:00–15:30 📍 Multipurpose Room 11, World Urban Forum #WUF13 As the global housing crisis continues to intensify, discussions on housing resilience often focus on affordability, quantity, and infrastructure. However, 𝐡𝐨𝐮𝐬𝐢𝐧𝐠 𝐢𝐬 𝐚𝐥𝐬𝐨 𝐜𝐥𝐨𝐬𝐞𝐥𝐲 𝐥𝐢𝐧𝐤𝐞𝐝 𝐭𝐨 𝐢𝐝𝐞𝐧𝐭𝐢𝐭𝐲, 𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐭𝐲, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐭𝐫𝐚𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐤𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐬𝐲𝐬𝐭𝐞𝐦𝐬 that have sustained communities for generations. In many hazard-prone urban areas, standardized housing solutions risk overlooking vernacular architecture, local materials, and cultural practices that contribute to both resilience and community identity. At the same time, cultural heritage is increasingly threatened by earthquakes, floods, landslides, and other natural hazards. ❗️Without integrating cultural heritage protection into housing and urban planning, societies face a dual challenge: the gradual loss of cultural identity and historical continuity. This session will examine 𝐡𝐨𝐰 𝐞𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐢𝐧𝐠 𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 𝐚𝐧𝐝 𝐡𝐞𝐫𝐢𝐭𝐚𝐠𝐞 𝐩𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐜𝐚𝐧 𝐛𝐞 𝐢𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐭𝐨 𝐩𝐫𝐨𝐦𝐨𝐭𝐞 𝐡𝐨𝐮𝐬𝐢𝐧𝐠 that is both structurally resilient and culturally meaningful. The discussion will also highlight how vernacular architecture and traditional knowledge can inform modern approaches to resilient urban development and climate adaptation. 𝐊𝐞𝐲 𝐝𝐢𝐬𝐜𝐮𝐬𝐬𝐢𝐨𝐧 𝐚𝐫𝐞𝐚𝐬: ➡️ Integrating cultural heritage into resilient housing design in hazard-prone urban settings; ➡️ Exploring collaboration between engineers and heritage planners to safeguard both lives and cultural continuity; ➡️ Showcasing vernacular architecture, local materials, climate-adaptive design, and traditional resilience practices; ➡️ Highlighting policies and approaches that protect cultural heritage while addressing urgent housing needs; 𝐒𝐭𝐚𝐲 𝐭𝐮𝐧𝐞𝐝 𝐟𝐨𝐫 𝐦𝐨𝐫𝐞 𝐮𝐩𝐝𝐚𝐭𝐞𝐬! #HousingForAll #CulturalHeritage #ResilienceInAction #bakucalltoaction

As the thirteenth session of the World Urban Forum #WUF13 continues in Baku, global conversations are placing housing and basic urban services at the center of sustainable development discussions. Convened by UN-Habitat (United Nations Human Settlements Programme), the Forum brings together urban leaders, policymakers, practitioners, and development partners to shape the future of inclusive and resilient cities. ❗️𝐇𝐨𝐮𝐬𝐢𝐧𝐠 is closely connected to access to water, sanitation, waste management, sustainable energy, transport, and mobility. These essential services are critical for building safe, healthy, and liveable communities. Yet in many informal settlements and underserved urban areas, gaps in basic services continue to increase health risks, unsafe living conditions, and social exclusion. The ongoing discussions at #WUF13 are contributing to the 𝐁𝐚𝐤𝐮 𝐂𝐚𝐥𝐥 𝐭𝐨 𝐀𝐜𝐭𝐢𝐨𝐧, one of the Forum’s key outcome documents focused on advancing housing and sustainable urban development at a time when cities worldwide are facing rising housing costs, rapid urbanization, climate pressures, and growing inequality. Through dialogue, partnerships, and shared action, #WUF13 is reinforcing the urgent need for resilient, people-centered cities that leave no one behind. Asian Disaster Preparedness Center (ADPC), in collaboration with the World Meteorological Organization and technical partner HKV, supported two national technical workshops on the 𝐔𝐫𝐛𝐚𝐧 𝐅𝐥𝐚𝐬𝐡 𝐅𝐥𝐨𝐨𝐝 𝐅𝐨𝐫𝐞𝐜𝐚𝐬𝐭𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 #UFFFS under the CREWS 2.0 Project in Cambodia and Lao PDR. ❗️Under CREWS 2.0, the UFFFS is being developed to help 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐞𝐭𝐞𝐨𝐫𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐇𝐲𝐝𝐫𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 deliver timely, impact-based flood warnings to disaster management agencies, city authorities, and relevant stakeholders. Once operational, the system will be integrated into the existing 𝐌𝐲𝐃𝐞𝐰𝐞𝐭𝐫𝐚 𝐯𝐢𝐬𝐮𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐩𝐥𝐚𝐭𝐟𝐨𝐫𝐦. The two-day workshops brought together meteorological and hydrological experts, city planning and municipal representatives, and disaster management officials from Cambodia and Lao PDR. Participants were introduced to the UFFFS methodology, the end-to-end forecasting chain, and the data and coordination needed for effective urban flood forecasting. Moreover, participants used satellite-derived rainfall products, including GSMaP, and explored nowcasting approaches with open-source Python tools. Sessions also emphasized the role of ground-based meteorological observations in improving rainfall estimates and forecast accuracy. Sessions combined technical sessions and practical learning.
