UK officials have raised concerns with New Zealand regarding its recent climate policy changes, including the resumption of oil and gas exploration. New Zealand's Trade Minister, however, stated that these concerns were not raised with him directly by his UK or EU counterparts at a ministerial level.  Key Details Official vs. Ministerial Level: British officials raised concerns during a UK-NZ Free Trade Agreement (FTA) meeting in May 2025. New Zealand Trade Minister Todd McClay acknowledged "often conversations" at the official level but maintained that no UK minister had directly raised the issue with him, despite having met several times throughout the year. Specific Policies Questioned: Three UK ministers reportedly asked for explanations regarding New Zealand's decision to overturn its ban on new oil and gas exploration and its $200 million fund to assist gas companies. FTA Commitments: The UK-NZ FTA, signed in 2022, includes clauses committing both nations to ending "harmful" fossil fuel subsidies. The UK has stated it will "continue to monitor the proposed Bill" (New Zealand's Fast-track Approvals Bill) to ensure commitments under the FTA's environment chapter are met. New Zealand's Stance: The New Zealand government maintains it will meet its net zero 2050 goal and honour its FTA commitments, but that it is for New Zealand to decide how to do so. Prime Minister Christopher Luxon has repeatedly emphasised economic growth as a priority and has faced criticism from scientists and opposition parties for his approach to climate action, including a potential lowering of the domestic methane emissions target. Contrasting Views within UK: While some UK politicians have raised concerns, others (primarily from the Conservative party) have cited New Zealand's decision to resume exploration as a model the UK should follow to enhance its own energy security.  The British High Commission in Wellington confirmed it had been raising concerns with the New Zealand government, indicating the two countries are not fully aligned on the issue.

Now after the OBR Leak sent pulses racing and the ensuing furious browsing of the doc - The 2025 Budget is a reflection of the contradictions present amongst Whitehall and wider Govt about Industry. The govt keenly showcases a large increase in direct R&D funding, with UKRI receiving more than £8B & a wider science budget of over £20B. On the surface this looks like an industrial revival. In practice, experience has shown much of this funding will flow to multinationals or exclusive research groups that are not structurally tied to Britain and whose intellectual property often migrates abroad. That's why I cringed hard when the Chancellor mentioned that SMEs are the backbone of the economy and the main creators of growth. I cringe similarly also thinking about when Jeremy Hunt said the same thing during his Budget announcement. Both Labour & Tories have become parties detached from reality of what it means to run a business - both are too enamoured about lofty ideas about WW3 with Russia or bringing in ever more dystopian modes of control. In more positive news ... no news is good news (kind of). After recent years of sudden (often breaking) changes to the R&D Tax Relief Landscape, at least the Govt did not tinker with it any further towards making it more exclusionary. In addition, HMRC now has better tools and a clearer mandate, which is welcome after years of underinvestment. R&D Tax Relief receives little attention beyond an Advanced Assurance pilot that seems to be quite limited. Details of this are yet to be published, but the Industry has been asking for this capability to be expanded for years. In addition, Companies that have missed out on the ability to claim due to confusing & convoluted rollout and language of the R&D Claim Pre-Notification Rules were hoping some grace would be shown. I know many of these companies had plans to re-invest the benefits from these R&D claims and grow - plans that are either scrapped or shelved now. The truth is that R&D incentives are only a small, but critical & high value, part of industrial policy. Real prosperity is built through manufacturing ecosystems, robust energy infrastructure, engineering skills and a culture of problem solving grounded in physical reality. Yet too many of the funded initiatives remain driven by ideology (yes, I am referring to Net Zero and Carbon Capture, etc) rather than attention to reality. There are big problems at the door step of the World, which can only be resolved via technologies that can disrupt markets and add value through genuine production and experimentation. But compliance alone cannot rebuild an economy. Creativity, responsibility and a willingness to engage with the limits of nature are what build nations. The Global South understands this and is learning quickly.
