The energy performance diagnosis (EPD) is a central component of the European Union's energy renovation policy for homes, which aims to achieve carbon neutrality in the building sector by 2050. This objective is supported by several public aid schemes, such as ‘MaPrimeRénov’, and support measures (France Rénov network), for which the EPD serves as a reference document in assessing a home’s energy performance. In this context, more than 350,000 assessments are now carried out each month, compared with 120,000 in 2018. In response to this increase in demand, the number of certified property assessors authorised to carry out EPDs rose by 46 % between 2019 and 2023. The Court of Accounts' audit focused on private homes in mainland France, representing more than 32 million homes, of which 5.5 million were found to be energy inefficient. With a view to the ban on renting homes rated G in 2025 and F in 2028, the Court assessed the State's ability to ensure the reliable, transparent and fair implementation of energy performance diagnosis (EPD).
