Remaining tasks

The blocking requirements for 10.3.0 are mostly defined by sub-issues of #3265677: [meta] Release Drupal 11 in 2024 for the June and August Drupal 11 release scenarios. Therefore, most issues (aside from release preparation tracking issues) should have one of the Drupal 11 metas as their parent rather than this issue.
