Evaluation of the South Sudan Resilient Agricultural Livelihoods Project cluster
The Resilient Agricultural Livelihoods Project (RALP) is funded by the World Bank and implemented by the Food and Agriculture Organization of the United Nations (FAO) in partnership with the Ministry of Agriculture and Food Security (MAFS) in South Sudan. The project, started in 2022, operates across 13 counties with a total budget of approximately USD 89 million (parent project and additional financing) and is running until February 2026.
RALP supports smallholder farmers and their organizations through a broad portfolio of activities aimed at strengthening agricultural production, livelihoods and institutional systems in a context characterized by recurrent flooding, displacement, market disruption and food insecurity.
What will the evaluation cover?
The evaluation covers the full implementation period (May 2022 to February 2026) and focuses on RALP’s contribution to selected agricultural, organizational and institutional outcomes at project completion.
Specifically, it will assess:
- Adoption and continued use of selected GAP and CSA practices by targeted smallholder farmers, and seasonal production outcomes for key crops (sorghum, maize and groundnuts).
- Functioning, inclusiveness and accountability of group-based delivery mechanisms (farmer groups and cooperatives), including participation of women and youth.
- Institutional systems, processes and capacities strengthened under RALP (policy support, coordination, accountability mechanisms), and the plausibility of sustaining these capacities beyond project closure.
Cutting across the areas above, the evaluation will also consider contextual and implementation factors influencing outcomes, including shocks, insecurity, flooding, market constraints, and the timing and suitability of support.
