Asia Pacific Outpaces the World in Governance Gains. The 2026 Chandler Good Government Index (CGGI) found that Asia Pacific recorded the world's sharpest regional governance improvement since 2021. 79% of its governments posted higher CGGI scores this year, and six of the Index's seven pillars strengthened across the region over the same period, pointing to deliberate, sustained capability building in areas that matter most to citizens. CGG shared these findings in Bangkok last week, at a joint session with UNDP in Asia and the Pacific, Thailand Policy Lab, OECD - OCDE, and Thailand's Office of the Public Sector Development Commission (OPDC), as part of the Joint Learning Programme, “Transforming Public Services in Thailand.” Singapore holds the world's top rank for a fourth consecutive year. Viet Nam recorded the largest overall score improvement anywhere in the region since the Index began. India, after several years of decline, is showing a turnaround for the second consecutive year. Financial Stewardship pillar remains a challenge across Asia Pacific. Mongolia, Viet Nam and Japan were the only three countries in the region to improve their scores in that pillar since 2021. Thailand had a strong showing of its own. Its Helping People Rise pillar, covering outcomes such as education, personal safety, and income distribution, recorded the country's largest gain of any pillar since 2021. The session also introduced the Future-Ready Governance Index (FRGI), a new benchmarking tool UNDP and CGG are jointly developing to support governments in assessing capabilities in three dynamic areas: anticipating future scenarios, adapting through iterative learning, and acting with agility when it matters most. It offered a first look at how the foundational capabilities measured in the CGGI complement and extend to future-ready capabilities for governments to navigate uncertainty and structural changes. And that's a wrap on the 2026 𝐒𝐭𝐫𝐨𝐧𝐠 𝐍𝐚𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐀𝐟𝐫𝐢𝐜𝐚 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞!   A memorable week in Singapore has brought the final chapter of this year's programme to a close. Last week, we welcomed 23 senior public sector leaders from nine African countries for the Singapore segment — the culmination of a journey that began in Kigali and continued online. Together, we explored a fundamental question: how do the different pieces of governance come together to build a wise, prosperous and unified nation? The answer lies not in any single policy, but in how institutions, infrastructure, leadership and communities reinforce one another over time. And little of the learning stayed in the classroom. Designed for practitioners by practitioners, the programme brought ideas to life through Singapore's lived experience. Participants retraced the nation's history at the National Museum of Singapore, examined long-term planning at Changi Airport, and walked through Singapore's heartlands, where housing, healthcare, childcare, parks and community spaces are intentionally designed around residents and around bringing diverse communities together. It was a powerful reminder that national unity is shaped not only by policy, but by the everyday experiences of citizens. As the programme concludes, this remarkable cohort now joins a growing pan-African network of public sector leaders committed to strengthening governance across the continent. To our participants: thank you for your curiosity, openness and generosity in sharing your own experiences. From Kigali to Singapore, the journey continues.     Segment 3 of the 2026 Strong Nations for Africa Programme is now under way, as our cohort of senior African public sector leaders reconvenes here in Singapore — following the opening segment in Kigali, Rwanda last month and a virtual session in between. Over the next week, the delegation turns their focus to another important theme — Building Wise, Prosperous and Unified Nations. What does it take to build a competitive economy, develop and retain public-sector talent, foster unity in a diverse society, and sustain a culture of integrity? These are the questions our participants will explore this week, through a series of candid, expert-led sessions with leaders who have grappled with them first-hand. The learning won't stop at the seminar room. The delegation will also head into the field — retracing Singapore's history at the National Museum of Singapore, exploring innovation and long-term planning at Changi Airport, and seeing policy come to life through a participant-led exploration of Singapore's heartlands. What does it take for Public Service Training Institutes (PSTIs) to stay relevant in a fast-changing world?    Yesterday, we explored this question during our webinar, 𝗔𝗱𝗮𝗽𝘁𝗶𝗻𝗴 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗰𝘁𝗼𝗿 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗮 𝗖𝗵𝗮𝗻𝗴𝗶𝗻𝗴 𝗪𝗼𝗿𝗹𝗱, building on the key findings from our 𝗖𝗔𝗚 𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝘂𝗿𝘃𝗲𝘆 𝗼𝗻 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗰𝘁𝗼𝗿 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝟮𝟬𝟮𝟲.    Based on the 27 PSTIs surveyed, we are seeing a sector confident in its direction but stretched in execution: more than 90% report strong alignment with government priorities, yet only around half feel on track to meet their goals. Resourcing is a growing strain, with fewer than 40% viewing their current funding as sufficient and most still heavily reliant on government sources. Digital learning has moved from experiment to mainstream – close to 60% have expanded their online offerings – while AI remains a case of high awareness but slow adoption, held back by gaps in skills and budget. The key gaps lie in financing, talent, and execution at scale.    In the panel discussion that followed, Abel Carreira, Board Member of Portugal's Instituto Nacional de Administração, traced INA's shift from training provider to national knowledge platform and a core instrument for creating public value, drawing on technology, partnerships, and new approaches to scale its impact. He also shared his views on the foundations PSTIs need to use AI more effectively in public sector training. Dino Poonsamy, Chief Director for Strategy & Systems at South Africa's National School of Government, described how recent legislation is repositioning NSG far beyond a training provider into a strategic partner spanning change management and strategic planning at both the national and local levels. Good governance depends on more than policy design. Armenia's experience suggests it increasingly depends on how public servants learn, adapt, and apply new approaches in practice.   Armenia has maintained its overall Chandler Good Government Index (CGGI) score improvement since 2024, with steady gains since 2021 in areas linked to institutional capability. Gayane Hovhannisyan, Head of the Department of Supplementary Education at the Public Administration Academy of the Republic of Armenia/ ՀՀ Պետական Կառավարման Ակադեմիա (PAARA), points to a deliberate shift in how the country approaches public sector training: away from one-size-fits-all programmes and towards demand-driven learning aligned with real managerial challenges.   The introduction of Training Needs Assessments, amendments to the Law on Civil Service, and the launch of more than two dozen new educational programmes in 2026 alone reflect that shift in practice.   “Such changes reflect a broader shift towards developing human capital as a foundation for sustainable governance reform.”   Read more at https://lnkd.in/g9xq2tt6   #CGGI2026 #Armenia #PublicAdministration #GovernmentEffectiveness #CapacityBuilding
