    The inertia problem: 61% of legal departments send work to law firms "because we always have." Legacy habits are expensive. Our new research reveals that while two-thirds of in-house leaders now see ALSPs as equal alternatives to law firms for strategic legal work, more than half continue using law firms reflexively—as a relief valve rather than a strategic choice. The cost of this inertia? Law firm rates that 52% of respondents say are very close to or already too high to justify. But change is accelerating. In the next 12-24 months: - 55% will move 10-25% of law firm work in-house or to ALSPs. - 34% will shift 26-40% of that work. - 9% will move up to half of their law firm work. This isn't about secondments or maternity coverage. We're talking about strategic legal work requiring elite lawyers—work that AI is now making more efficient to handle differently. The pressure is real: 90% of departments face demands to improve efficiency despite budget increases averaging 12%. Leaders are responding by fundamentally rethinking their sourcing strategies.
