About us
Citizens' Housing and Planning Association (CHAPA) is the non-profit umbrella organization for affordable housing and community development activities throughout Massachusetts. Established in 1967, CHAPA is the only statewide group which represents all interests in the housing and community development field, including non-profit and for-profit developers, municipal officials, local housing providers and advocates, tenants, homeowners, lenders, consultants, property managers, architects, and others. CHAPA's mission is to encourage the production and preservation of housing that is affordable to low-income families and individuals. CHAPA pursues its goals through: advocacy with local, state, and federal officials; research on affordable housing issues; education and training for organizations and individuals; and coalition- and consensus-building among broad interests in the field.

Next week, the Massachusetts Senate will debate the FY2027 state budget. This is an important opportunity to remind senators that housing affordability remains one of the most urgent challenges facing the Commonwealth! https://lnkd.in/efxJatB5 CHAPA is prioritizing amendments that will help provide permanent housing solutions for households with low incomes, including resources for rental assistance programs, public housing, housing consumer education centers, and fair housing enforcement, among others. Although a bit of time has passed since the Citizens' Housing and Planning Association (CHAPA) Fair Housing Symposium on April 30th, I’ve been reflecting on what an incredible way it was to close out a month filled with meaningful events, conversations, initiatives, and collective efforts recognizing Fair Housing Month across the Commonwealth. I’m deeply grateful to the leadership and staff, and committee for inviting me to participate in the closing fireside chat alongside Dr. James Jennings. It was truly an honor to engage in such an important discussion in the beautiful First Citizens Bank space. Secretary Juana B. Matias B. Matias opened symposium with a powerful keynote that grounded the discussion in this moment and reminded us why fair housing work remains as urgent and necessary as ever and to all the panelists. Congratulations as well to the Robert Terrell Award honorees — Esme Caramello Caramello, Rep. David Rogers , and Metropolitan Area Planning Council (MAPC) team — for your tremendous contributions and continued leadership advancing fair housing and equity throughout the Commonwealth. CHAPA continues to be a leader in advancing fair housing, and we are excited to see new CEO Eric Shupin continue carrying that mission forward. Fair housing is more than policy. It is about dignity, opportunity, stability, and ensuring every person has access to safe and equitable housing opportunities. I’m grateful for the continued collaboration and commitment across the Commonwealth to move this work forward together. (I intended to take more photos, but needless to say I was caught up in the excitement :))

The Citizens' Housing and Planning Association (CHAPA) appointed Eric Shupin as CEO. Shupin recently worked as deputy chief of staff for policy at the Massachusetts Executive Office of Housing and Livable Communities (HLC) where he oversaw drafting and implementation of the Affordable Homes Act. Shupin replaces Rachel Heller, who held the CEO position for nearly a decade. However, his new role won’t be his first at CHAPA. He formerly served as the organization’s director of public policy. #CHAPA #MAHLC #AffordableHomesAct

Boston-based Citizens' Housing and Planning Association (CHAPA) supports community development through several impactful affordable housing initiatives. We’re proud to support CHAPA’s programs – including the Massachusetts Homeownership Collaborative, which empowers individuals with the knowledge and resources needed for affordable homeownership, with a grant to help fund the initiative’s many workshops. In 2025, the program engaged 8,799 participants, and in that same year, 1,506 households were able to successfully purchase their first homes after completing CHAPA’s homebuyer education.
