About us

About 17 million European citizens currently live or work in another Member State – twice as many as a decade ago. The EU has developed a substantial body of legislation regulating different aspects of mobility, including free movement and posting of workers and social security coordination. However, effectively enforcing EU rules across the Member States requires structured cooperation and exchange between competent national authorities, as well as resources for common activities, such as organising joint inspections or training national staff to deal with cross-border cases. To address these issues the European Labour Authority (ELA) was announced in September 2017 by President Juncker in his 2017 State of the European Union address to ensure that EU rules on labour mobility are enforced in a fair, simple and effective way. The ELA fosters agile and efficient work, conducive to reaching solutions to the challenges faced in the areas covered by the Regulation. The Authority: - contributes to ensuring that EU rules on labour mobility and social security coordination are enforced in a fair, simple and effective way - makes it easier for citizens and businesses to reap the benefits of the internal market - assists national authorities in cooperating for the effective enforcement of the rules. The ELA should become operational as soon as possible and is expected to reach its full operational capacity by 2024. This initiative is part of the rollout of the European Pillar of Social Rights.

  • Inspections in the EU target labour intermediaries: 70 companies and almost 2800 workers checked In June, the #EULabourAuthority coordinated its first week of action dedicated to temporary employment agencies and other labour intermediaries, bringing national enforcement authorities together to address those challenges. Temporary employment agencies play an important role in EU labour mobility. But when cross-border employment involves complex chains of labour intermediaries, ensuring compliance can be complex. This series of concerted and joint inspections involved enforcement officers from 14 EU Member States to carry out targeted checks and investigate potential breaches of labour mobility and social security rules. 📊 Check the key figures in the carousel.   • 🏆 Congratulations to the Svenska Transportarbetareförbundet on receiving the European Labour Authority's exemplary practice award for information provision in road transport! The award recognises the innovative mobile trade union office for posted drivers, located at a secure truck parking area in Jönköping, Sweden. Developed in cooperation with the local municipality, the office provides multilingual, on-the-spot information about drivers' rights and obligations under the EU Mobility Package, including: ✅ Pay and working conditions ✅ Driving and resting time rules ✅ Social security rights ✅ Practical support to improve compliance During its the initial phase, the mobile office reached around 100 posted drivers, helping raise awareness, identify potential violations, and promote fair working conditions across the road transport sector.   • 🏆 Urssaf Caisse nationale the French Organisations for the Collection of Social Security and Family Benefit Contributions, received the European Labour Authority’s exemplary practice award for digitalisation, recognising its innovative approach to managing international professional mobility. Presented at the ELA TECH Conference in Bratislava on 28 October 2025, the initiative is powered by two digital tools: 🔹 ILASS – simplifying social security legislation procedures for mobile workers. 🔹 CLASS – automating compliance checks and strengthening fraud prevention. The results demonstrate the impact of this digital transformation: ✅ 88% of A1 certificates issued automatically in 2023 ✅ 91% of posting declarations processed automatically in 2023 ✅ Improved risk detection through data analysis and targeted controls URSSAF’s practice shows how digitalisation can reduces administrative burdens and supports workers’ social security rights across Europe.   • On World Day Against Trafficking in Persons, ELA highlights the importance of cooperation in tackling labour exploitation and trafficking in human beings.     🏎️  Contrôle conjoint au Grand Prix F1 de Spa-Francorchamps : une coopération nationale et européenne au service du travail équitable Le 17 juillet, le SIRS a coordonné une importante action de contrôle sur le site du Circuit de Spa-Francorchamps. Cette opération a réuni plusieurs partenaires belges : CLS (SPF Emploi, Travail et Concertation sociale), ONSS (RSZ - ONSS), INASTI (RSVZ - INASTI), INAMI (INAMI), ONEM (ONEM - Office National de l'Emploi) et la Région wallonne. Elle a également bénéficié de la participation de quatre inspecteurs européens venant des Pays-Bas, d'Italie, du Portugal et de la République tchèque, dans le cadre d'une collaboration soutenue par l'Autorité européenne du travail (European Labour Authority). ✅ 40 entreprises contrôlées ✅ 200 travailleurs constatés Les constatations ont porté notamment sur les déclarations DIMONA, les contrats de travail, les règlements de travail, le respect de la durée du travail, les documents A1 ainsi que le travail bénévole.   • New ELA report: enforcement of labour mobility and social security rules for aircrew remains uneven across Europe. Pilots and cabin crew operate across borders every day, yet national systems do not always keep pace with the realities of a highly mobile workforce. The report highlights key gaps and sets out practical steps to strengthen cooperation and enforcement across the EU. Speaking at the workshop on enforcing EU labour mobility rules in the aviation sector in Cologne, Ms. Constanze Voß, Head of the Directorate for the Financial Control of Undeclared Work at the German Central Customs Authority, stated: “I am pleased to have co-hosted the EU-wide workshop where the ELA presented its report. The report will help Member States‘ authorities to find joint operational solutions for fair mobility." ELA Executive Director Cosmin Boiangiu added: "This workshop is the starting point to identify priority risks, align on needs, and agree on concrete operational actions. Effective enforcement in aviation cannot be achieved by any authority acting alone. It requires cooperation across borders, coordination across institutions, and engagement with social partners and the sector itself."   • 🚛 Turning EU #RoadTransport rules into practice The #EULabourAuthority brought together Croatian and Slovenian road transport enforcement authorities for a joint national training focused on the practical enforcement of EU social legislation. One of the key topics of the training was Light Commercial Vehicles (LCVs). By combining training sessions on the legal framework with practical examples, the participants were given the opportunity to put theory into practice. The training also included a roadside check which allowed the participants to test their knowledge and enhance their practical experience.   The programme covered: 🔹 driving and resting time rules 🔹 tachograph requirements 🔹 digital enforcement tools 🔹 interpretation of EU rules 🔹 national administrative procedures Beyond the technical discussions, the training strengthened cross-border cooperation and fostered direct exchange between enforcement authorities, supporting more consistent and effective enforcement across the region. #Labourmobility
