For startups, working with the Department of War (DoW) can feel like stepping into a fortress of bureaucracy. The DoW is one of the world’s largest and most stable customers, spending hundreds of billions on modern defense systems and technology annually. Defense contracts offer not just funding, but also long-term sustainment. Winning requires persistence: Sales cycles take years, compliance is non-negotiable, and understanding who buys what, and through which funding mechanisms, is as important as having a strong product. Research, Development, Test, & Evaluation (RDT&E) supports early-stage research and prototyping, making it the most accessible entry point for startups. Collectively, the goal for startups is to progress out of RDT&E funding and move into Procurement, where products are purchased at scale. Without a program sponsor, even the most promising technology risks falling into the “Valley of Death,” where innovations stall before reaching full-scale procurement. Breaking through requires understanding how the DoW funds procurement at scale — and how to navigate the political and bureaucratic forces that shape those decisions. Above all, startups must be patient and strategic. Selling to the DoW takes time, but a well-executed defense strategy can lead to billion-dollar contracts, sustained revenue, and technological impact at a national scale. New article of mine published today in War on the Rocks (and featured in the Cogs of War newsletter!). The article examines examples of leap-ahead defense technologies, including nuclear submarine power, reusable rockets, and low-cost drones, and asks whether the DoD's new innovation insertion increments could serve as the structural budget mechanism to bridge the valley of death for truly innovative systems like these. Starting in FY2028, portfolio acquisition executives will be required to include an "Innovation Insertion Increment" in their budgets. Done right, this will serve as transition capital: money held specifically for inserting validated, operationally ready technology at speed, from vendors who've already done the derisking work. It's a mechanism to let a portfolio acquisition executive say yes. Done wrong, it becomes a slush fund that flows back into bells and whistles or cost overruns for legacy programs. The history of flexible innovation accounts is not encouraging on this front. The article makes a case for what guardrails would help, metrics Congress could require, and what it actually means for a portfolio acquisition executive to define their portfolio around capabilities rather than the systems they already own (i.e. a PAE responsible for positioning and navigation has a purview beyond the GPS program).
