The House of Lords is taking a close look at the UK's national preparedness and resilience. ISACA welcomes the opportunity to contribute to the inquiry, and we submitted a response. The Cyber Security and Resilience Bill is a positive and necessary step in strengthening the regulatory framework for essential services and critical infrastructure. Within the regulated economy, the Bill provides a strong foundation. ISACA’s evidence also highlights wider considerations around the organizations that support and connect to critical infrastructure, including economically significant but non-CNI sectors such as retail. 204 nationally significant cyberattacks were handled in the first nine months of 2025, up from 89 in the year before. ISACA's evidence to the Committee highlights areas for further consideration, including accountability measures within the Bill, a clearer governance framework - including board-level requirements – and the importance of addressing risks outside the NIS regime. The National Cyber Security Centre (NCSC) has confirmed the UK is experiencing four nationally significant cyberattacks every week, underlining the importance of continued focus on cyber resilience across the economy.
