    Plume has submitted detailed comments to the Bermuda Monetary Authority in response to its discussion paper on asset tokenization from November 2025. This submission is part of our global initiative to support safe and secure tokenized RWA markets through balanced regulatory policy, and we commend the BMA’s leadership in this area. Our comments focus on five key areas: → Plume's commitment to Bermuda → Strong support for principles-based regulation → Tailored framework for tokenized investments → Non-custodial innovation and embedded compliance → Risk mitigation and investor protection proposals As RWA policy evolves, the goal is clear: enable safe, compliant onchain capital markets that can scale globally without recreating legacy inefficiencies.     What does institutional-grade compliance for RWAs look like? That’s the question Predicate helped the Plume team answer for its Nest vault platform. Nest enables investors to earn yield from tokenized assets issued by leading institutions like WisdomTree and Apollo Global Management, Inc. The core challenge was clear: Institutional issuers won’t issue assets on vaults unless every deposit is pre-screened for illicit activity and sanctions exposure. Traditional AML tools weren’t built for smart contracts, and static risk data couldn’t prevent high-risk deposits from actually executing. Predicate solved the problem with programmable policy. We worked with Plume to design and implement real-time AML and sanctions controls at the smart contract level, using TRM Labs wallet risk scoring and Plume’s own internal whitelists. Predicate screens every incoming deposit to prevent malicious actors from getting access, with sub-second latency to preserve UX. The results for Plume and Nest: - 198 tokenized assets from 14 institutional partners live - $84M+ compliant TVL - 1.5M+ Nest deposits screened since launch This is what it takes for RWAs to scale on public chains: compliance guarantees that satisfy institutional risk teams without breaking onchain UX. As Alex Palmer, Head of Regulatory Product Strategy at Plume, put it: “App and smart contract-level compliance could have been a huge operational burden for us, but Predicate simplified it so we could focus on the product and scaling it across every ecosystem seamlessly. The results speak for themselves.”
