Harlem Hospital Center has been a bedrock of the Harlem community since 1887. The hospital provides a wide range of medical, surgical, diagnostic, therapeutic and family support services to the residents of Central Harlem, West Harlem, Washington Heights and Inwood. Harlem is the largest hospital in the area, capable of treating the most seriously ill. Harlem provides over 90 specialized ambulatory care services, dentistry and oral surgery, behavioral health services, and community substance abuse treatment.

Duties & Responsibilities

Purpose of Position:

The Chief of Hospital Police, under the direction of the Chief Executive Officer (or designee) and oversight of the System’s Chief Security Officer, oversees all aspects of the Hospital Police Department’s functions and activities across the health care setting(s), by promoting, implementing, and directing a culture of safety. Plans, manages, and continuously evaluates the security operations of the facility in accordance with NYC Health + Hospitals operating and facility policies and procedures, regulatory and accreditation requirements and other relevant guidelines. In collaboration with the System’s Chief Security Officer, formulates and institutes comprehensive and effective security strategies and policies that focus on high-quality results, ensuring optimal utilization of resources.

Essential Duties And Responsibilities

  • Ensures the safety of all individuals and property on NYC Health + Hospitals premises through development, implementation, evaluation and enforcement of security programs, policies, and guidelines across the health care setting.
  • Leads and directs the overall day-to-day operations of the Hospital Police Department’s programs and initiatives.
  • Under the direction of the System’s Chief Security Officer, collaborates with Central Office Emergency Management and facility emergency manager(s) to ensure appropriate mitigation, preparedness, response and/or recovery efforts with regard to emergency management initiatives.
  • Oversees investigations involving criminal activities, complaints and other security incidents at the facility and liaises with facility managers, law enforcement, first responders and other emergency management partners in response to incidents.
  • Partners with key stakeholders to define the strategic direction for advancing the Hospital Police Department’s programs and initiatives and promotes consistent and compliant service delivery. Ensures that the plan aligns with the System’s mission, values, and business goals.
  • Participates in System-wide initiatives to establish public safety protocols, policies, and procedures. Conducts ongoing review of existing policies and standard operating procedures to identify gaps or discrepancies and process improvement initiatives, implementing revisions, as necessary.
  • Compiles and reviews security data and presents key findings to leadership and other stakeholders, making recommendations for methods of prevention and enforcement. May participate in special studies, conduct research to identify and analyze trends and/or produce reports on findings of studies.
  • Monitors incidents involving patient and public safety, ensuring Peace Officers comply with and enforce New York State Penal Law, local New York City Municipal Codes, and other laws. Maintains necessary documentation and promptly reports incidents, as required, to appropriate local, state, and federal law enforcement, public health and regulatory agencies.
  • Participates in the annual operating budget; identifies and meets staffing needs to support service delivery. Ensures operations run within budgetary guidelines.
  • Oversees processes governing the maintenance of all security equipment, instruments, supplies and space. Ensures equipment needs are met; selects new equipment when needed, following safety standards.
  • Facilitates in-service training programs and provides orientation, training, and guidance to staff. Assesses staff training needs and evaluates the effectiveness of the program; implements changes to provide for more efficient operations. Oversees departmental processes for all required educational courses and certifications.
  • Serves as the Workplace Violence Prevention Coordinator in accordance with the NYC Health + Hospitals Workplace Violence Prevention Program Policy and Guidelines.
  • Participates in internal/external quality assurance/performance improvement (QA/PI) activities and programs, training, and special studies, as required.
  • Ensures ongoing compliance and maintenance of the NYC Health + Hospitals policies with New York State standards and other applicable external regulatory and accreditation guidelines and standards.
  • In some assignments, may be responsible for oversight of security activities and staff in multiple facilities and/or settings. 16. Performs other related duties, as directed.

Minimum Qualifications

  • New York State residency (for the duration of employment); and
  • Completion of the NYC Health + Hospitals Chief of Hospital Police in service training within six (6) months of appointment; and
  • Possession of a valid New York State motor vehicle driver’s license (Note: This license must be maintained for the duration of employment); and
  • Master’s degree from an accredited college or university in Criminal Justice, Security Management, Security Administration or a related discipline, and four (4) years of full-time, paid work experience in law enforcement or a security-related position, two (2) years of which must have been in a managerial or supervisory capacity; or
  • Bachelor’s degree from an accredited college or university in Criminal Justice, Security Management, Security Administration or a related discipline, and five (5) years of full-time, paid work experience in law enforcement or security-related field, three (3) years of which must have been in a managerial or supervisory capacity; or
  • A satisfactory equivalent of education and/or experience where one (1) year of full–time, paid work experience in law enforcement or security in a managerial or supervisory capacity equates to 30 college credits. However, all candidates must have a minimum of two (2) years of experience in law enforcement or security in a managerial or supervisory capacity; New York State residency; and a valid New York State motor vehicle driver’s license. In addition, the NYC Health + Hospitals Chief of Hospital Police in service training must be completed within six (6) months of appointment.
