Job Summary
The Resident Engineer is the primary technical authority and on-site leader responsible for the oversight and administration of assigned MARTA construction, renovation, or rehabilitation projects. This role ensures that all work is executed safely, on schedule, within budget, and in strict accordance with contract plans, specifications, and all applicable codes. The Resident Engineer directs field engineering and inspection staff, coordinates with consultants, contractors, and internal stakeholders, and provides critical technical expertise to resolve complex issues, ensuring the successful delivery of rapid rail and facility projects.
Essential Duties And Responsibilities
Project Oversight & Administration: Direct and coordinate all technical field activities, including engineering and inspection, to ensure projects meet quality, safety, schedule, and budget objectives. Enforce contract compliance for consultants, contractors, and subcontractors.
Technical Leadership & Problem Resolution: Provide expert technical guidance to staff, contractors, and stakeholders. Interpret complex specifications, codes, and standards to resolve construction and engineering challenges. Develop technical scopes for field change notices and change orders.
Stakeholder Coordination: Serve as the primary on-site liaison between MARTA Project Managers, General Engineering Consultants (GEC), internal engineering groups, contractors, and external agencies (e.g., local jurisdictions) to facilitate communication and resolve conflicts.
Contract & Financial Support: Support the Contract Administrator by reviewing and advising on progress payments, negotiating contract changes, and assisting in the resolution of claims. Ensure project status reporting is accurate and timely.
Team Management: Provide direct supervision, mentorship, and performance management for assigned Office Engineers, Project Engineers, Field Inspectors, and other subordinate staff. Participate in hiring and staffing decisions.
Safety & Compliance: Champion a culture of safety. Identify workplace hazards, ensure staff and contractor adherence to safety policies and procedures, and respond promptly to all safety concerns.
Required
Skills and Qualifications
Bachelor’s degree in Civil, Mechanical, Electrical Engineering, Building Construction, Construction Management, or a closely related field.
Minimum of five (5) years of progressively responsible experience in construction administration, contract management, and field engineering for large-scale infrastructure or facility projects.
Extensive knowledge of contract development, management principles, design review, and testing protocols.
Proven ability to read and interpret complex construction plans, specifications, and regulatory documents.
Strong leadership and team management skills with experience directing technical staff.
Excellent problem-solving, negotiation, and conflict-resolution abilities.
Proficient in standard office software and project reporting tools.
Exceptional written and verbal communication skills for effective reporting and stakeholder interaction.
Preferred
Registration as a Professional Engineer (PE) in the state of Georgia.
Direct experience with public transit, rail, or heavy civil construction projects.
For Elevator & Escalator Roles: Certification as a Certified Elevator Inspector (CEI) from an ASME-approved provider is required.
Requirements
Must possess a valid driver’s license and be able to travel to various project sites within the MARTA service area.
Ability to work in an active construction site environment, including navigating uneven terrain, climbing ladders, and tolerating typical weather conditions.
Availability to work flexible hours as needed to meet project demands, including occasional nights or weekends.
Must pass a pre-employment background check and drug screening.
Supervisory Responsibility: This position has direct supervisory responsibilities, including providing performance plans, evaluations, and significant input into hiring, advancement, and disciplinary actions for assigned staff.
