A welcome initiative. Mobility within the EU should not mean starting from scratch every time someone crosses a border. From an HR perspective, the real challenge will be making qualifications, employment records and social security information genuinely portable, not just introducing another layer of documentation. Less bureaucracy, more transparency. That would be real progress.
