1. PURPOSE: This AFPR prescribes the policies and procedures for the
procurement, training, classification, assignment, billeting, marriage, pregnancy and
maternity leave, promotion and attrition of female personnel in the Armed Forces of the
Philippines.

3. SCOPE:

This Regulation promulgates the policies and procedures for the


administration and management of regular and reserve commissioned officers and enlisted
women of the Women’s Auxiliary Corps.

4. OBJECTIVES:

a. To ensure that the legally constituted Women’s Auxiliary Corps


shall be organized in accordance with Republic Act 3835, as amended.

b. To ensure the professionalization of the members of the Corps in


order that they can perform their duties to the best interest of the service and country.

c. To ensure equality in the sharing of rights and opportunities with


men in the AFP in accordance with Republic Act 7192.

d. As mandated in the Philippine Constitution, to ensure the free


exercise of maternal rights and the protection of women and their well being without
prejudice to their career development.

5. PROCUREMENT:

a. Policies:
1) The composition of the WAC shall not exceed the authorized
strength declared every year. Hence, appointment of regular WAC officers, and call to
active duty and extension of four of active duty of reserve WAC officers shall not exceed
the authorized programmed strength of reserve officers for the corps.

2) Officers of the WAC shall be composed of regular and reserve


officers whose combined number on active duty shall not exceed the ratio equivalent of 1
officer for every 20 enlisted women in the active service.

3) The number of active WAC officers in each grade shall be


within the total authorized number of AFP officers of each grade.

4) As far as practicable, procurement of WAC officers and


enlisted women shall be apportioned among the various provinces of the Philippines.

b. Appointment of regular and reserve officers:

1) Initial appointment of WAC officers shall be in the grade of


2LT.

2) Appointments for regular and reserve commission shall


conform with the provisions of existing AFP regulations. To qualify, an applicant must
satisfy the following requirements:

- Unmarried female and without child.

- A natural born citizen of the Philippines.

- Not less than 21 and not more than 26 (for Regular


Officer) or 30 (for Reserve Officer) years of age at the time of appointment.

- Holder of a Baccalaureate Degree from any school,


college or university recognized by the government.

- Completion of an officer candidate/probationary course


from any of the AFP service schools.

- Fully meets the physical standards required for


commission embodied in the AFPR G 165-361.

- Obtained at least 110 points in the AFPGCT or its


equivalent in the Major Service.

- Of good moral character and has been granted


security clearance by appropriate authority.

3) Deserving non-commissioned officers (NCO) in the grade of


E-3 or higher may qualify for appointment in the grade of 2LT/ENS (PN) in the Reserve
Force, AFP, under RA 718 provided she satisfies the requirements set forth in existing
AFP regulations.

4) Regular officers who resign their regular commission may be


appointed in the reserve force provided, she will voluntarily apply for appointment in the
Reserve Force and subject to the provisions of existing AFP regulations.

5) Call to active duty and extension of active duty:

(a) All existing rules and regulations pertaining to call to


active duty (CAD) and extension of tour of active duty (ETAD) shall continue to apply to
WAC Reserve Officers.

(b) The following guidelines shall be observed in the


ETAD of WAC Reserve Officers:

(1) A reserve officer will be initially called to


active duty for a period of three (3) years. Upon satisfactory completion of her tour of
active duty, it may be extended for a period of another three (3) years.

(2) A reserve officer who has satisfactorily


rendered six (6) years continuous active military service may, upon satisfactory completion
of her tour of active duty, be granted another extension for a period of four (4) years.

(3) A reserve officer who has satisfactorily


rendered a total of ten (10) years of continuous active commissioned military service shall
not be reverted to inactive status, except upon her own request or for cause as may be
adjudged by a court martial or appropriate bodies, by existing provisions of law or by
virtue of the operation of Presidential Decree No. 1638, as amended.

(4) The extended tour of active duty or the


secured tenure of a reserve officer shall be predicated on her satisfactory performance
notwithstanding the provisions of Circular 12 dtd 23 Sep 87, and where such performance
has not met the required standards, it may be denied after due process.

(5) Priority for call to active duty of WAC


officers pursuant to RA 2334 shall be given to the following:

First Priority: 2Lts who have been commissioned


as Reserve Officers upon completion of the Officer Candidate School course conducted by
AFPTRACOM provided they are between the ages of 21 and 30 years.

Second Priority: 2Lts who have completed courses


which are critically needed by the AFP.
Third Priority: 2Lts who have never been CAD
since appointment and who are between the ages of 21 and 30 years and WAC Reserve
Officers reverted to inactive status by reason of marriage who had completed three (3)
years continuous active military service at the time of such marriage. Priority for CAD
under this category shall be in the following order: First reserve, second reserve and third
reserve.

(6) Enlistment –

(a) Enlistment of qualified applicants shall as practicable


be apportioned among the various provinces of the country. To qualify, an applicant must
be:

- unmarried female and without child.

- natural born citizen of the Philippines.

- not less than 18 but not more than 26 years


of age at the time of enlistment.

- not less than 5 feet and 2 inches (5’2”) tall


and weighs between 100-110 lbs (a 5’2” height) and progressively higher at 6 lbs per inch.
- earned 72 units or completed second year of
any college/university course.

- obtained at least 100 points in the AFPGCT.

- of good moral character and has been granted


security clearance by appropriate authority.

(b) Initial rank of enlisted women shall be in accordance


with the provisions of existing AFP regulations.

(c) Former enlisted women who were honorably


discharged/separated from the service by reason of marriage may be reenlisted in the grade
then held at the time of their discharge/separation, provided that they have completed at
least three (3) years continuous active military service at the time of such marriage;
provided further that the difference between their ages and years of active military service
shall not exceed thirty (30) years in accordance with Sec 27 (c), Commonwealth Act Nr 1
provided further, they fully satisfy the requirements under paragraph 1 above; and
provided finally, that priority for reenlistment under this category shall be in the following
order: first reserve, second reserve, and third reserve.

c. Procedure:

(1) The Chief, WAC AFP and the Chiefs of WAC in the Major
Services are responsible for the processing of appointments, call to active duty and
retention or ETAD of WAC officer applicants of GHQ and the Major Services,
respectively, in accordance with the provisions of existing AFP regulations.

(2) C, WAC AFP shall submit quarterly to J1 the names of


reserve officers, upon attaining ten (10) years of continuous active commissioned service
on their latest ETAD beyond 2 December 1986, for referral to the Security of Tenure
Board.

(3) The Chiefs, WAC in the Major Services are responsible for
the enlistment of their EW requirements to include their WAC personnel contribution to
GHQ & AFPWSSUs in accordance with authorized WAC distribution.

(4) All interested applicants will forward their application to the


Chief, WAC, AFP or the Chief, WAC, Major Services for processing with two (2) copies
each of the following:

- full-sized picture (post card size)

- birth certificate

- diploma or certificate of completion of WAC


probationary or summer cadre training.

- credentials regarding academic attainments.

(5) WAC applicants for commission and call to active duty shall
pass screening by a Board of WAC officers composed of the Chief, WAC, AFP, the
Chiefs, WAC in the Major Services, the Deputy Chief, WAC, AFP and a designated
member-recorder. For enlistment, an Enlistment Board shall be composed of designated
officers with at least 80% WAC officers.

6. TRAINING:

a. Policies:

1) For initial entry in the AFP

a) Female applicants intending to enter the AFP as


commissioned WAC officers shall undergo Officer Candidate/Probationary training in any
of the service schools.

b) Female applicants intending to enlist in the AFP shall


undergo training on the Candidate Soldier Course and must successfully complete said
course prior to enlistment.

c) Only those applicants who have met the requirements


for commission/enlistment, successfully passed the screening and favorably recommended
by their respective Major/Technical Services are qualified to attend the Officer Candidate
School, Probationary Training (MS-43) and the Candidate Soldier Course.

d) Candidates for training should attain the age


requirement for commission, call to active duty, or enlistment upon completion of training.

2) In-Service Training:

a) Training required for all WAC personnel shall be in


accordance with the prescribed career development programs for WAC personnel, if any,
and AFPR G 125-022 dated 15 June 1991.

b) Newly CAD officers shall undergo their basic


military course within the first year of their active commissioned service.

c) While the basic, advanced, and the GSC are


mandatory courses for promotion of WAC officers to the ranks of captain, lieutenant
colonel, and colonel, respectively, junior officers shall be allowed to attend such
mandatory courses only when there are no more promotable officers projected to take up
such course/s and provided that they meet the pertaining-training/course
requirements/qualifications.

d) Voluntary requests for these courses shall be treated


on a first-come-first-served basis provided there are WAC quotas available and provided
further that one satisfies the requirements indicated in the preceding paragraphs.

e) Training commands in any of the Major Services


shall allow the admission of WAC personnel to the following courses:

PA Officer Basic Course

Squadron Officer Course

f) Attendance to basic/advanced/CGS/MNSA Course


shall have the following prerequisites courses and qualifications:

(1) Basic Officer Course –

- must have passed the mental and


physical examination conducted by the school.

- must be in her 2nd year of active


service.

(2) Advanced Officer Course

- 1 or more basic officer courses


acceptable to a Major Service training command.

- has a time-in-grade of 2 years as


Captain.

- must have passed the mental and


physical examination conducted by the school.

(3) CGS Course

- at least one advanced officer course


recognized by AFPGSC.

- belongs to the upper 50% of her


Advanced Course and with a final grade of not lower than 85%.

- has at least five (5) more remaining


years before compulsory retirement.

- at least a senior major.

- has passed the mental and physical


examinations conducted by AFPCGSC.

(4) MNSA Course

- must have finished all of the above


courses.

- has held position of Chief of an

office or a division in an office for a minimum of two (2) consecutive years.

- presently holds a rank of Lt Colonel


with a time-in-grade of at least 7 years.

g) Selection of individuals for training in foreign


schools, 22-k courses, and civilian-sponsored seminars/courses workshops shall be as
determined by existing AFP regulations.

h) Basic and advanced NCO courses for Enlisted


Women are required upon attaining the rank of corporal and technical sergeant,
respectively in accordance with existing AFP regulations.

b. Procedures:

1) Training Prior to Enlistment

a) AFPTRACOM shall conduct Candidate Soldier


Course to qualify graduates for enlistment by the Major Services after completion of the
course.

b) The pre-requisites for enlistment into the Regular


Force, AFP in addition to those prescribed in existing AFP policies is the satisfactory
completion of the pre-entry training consisting of the following:

(1) Candidate Soldier Course at AFPTRACOM,


and;

(2) Major Service Basic Orientation Training.

c) Those undertaking the foregoing courses shall have


the status of Candidate Soldier (CS) and shall receive the pay and allowances equivalent to
that of a trainee while on training.

2) Training prior to Commission/Call to Active Duty

a) Officer Candidate Course (OCC) - Procurement and


initial processing of WAC OCC applicants shall be done by the Office of the Chief, WAC

AFP. The Officer Candidate applicants must, in addition to other requirements satisfy the
following:

(1) Pass the AFP APTITUDE TEST BATTERY


with the grade of 110 or more to be administered by OTAG, AFP.

(2) WAC candidates for OCC must pass the


WAC CAD Board initial deliberation. Successful candidates will be recommended to the
OCS Acceptance Board for final deliberation.

(3) WAC recommendees must satisfy all the


requirements of the OCS Acceptance Board. This board will also recommend successful
candidates for the J2 clearance and medical/physical examination to be conducted by the
Medical Board #1.

b) Probationary Training (MS-43)

WAC applicants for commission in the Reserve


Force, AFP must satisfactorily complete the MS-43 being conducted at the Major Services’
ROTC units.

3) Basic/Advanced/CGS/MNSA Courses:

a) C, WAC AFP and her counterparts in the Major


Services shall maintain a training profile of individual officers and enlisted women and
therefrom evolve a list of officers and EW projected to undergo the required training based
on the career development program for WAC personnel.

b) C, WAC AFP and her counter parts in the Major


Services shall notify WAC personnel at GHQ and the Major Services units projected to
undertake courses offered in local AFP training commands.

c) Procedures required by training commands of GHQ


and Major Services and NDCP with respect to admission to basic, advanced, command and
general staff, and MNSA courses shall likewise apply to WAC candidates.

4) 22-K Course/s

a) C, WAC AFP shall notify WAC officers of 22-K


courses offered for AFP scholars and accept applications from interested officers for
processing and screening prior to indorsement to J1.

b) Officers attending a 22-K course shall furnish


registration/enrollment documents duly authenticated by the school registrar.

c) Any changes in excess of the required duration for


which the course has to be completed shall be immediately reported and pertinent
documents be furnished to TC, WAC for her appraisal prior to a recommendation on
whether subject officer shall continue pursuing the course out of AFP funds.

5) Other Specialized Courses/Seminars

C, WAC AFP shall develop and recommend specialized 65


courses/seminar for WAC personnel in anticipation of the future needs of the service.

7. ASSIGNMENT AND CLASSIFICATION

a. Policies:

1) As a general rule, assignment of WAC personnel shall be


restricted to administrative duties. However, they may be assigned to some administrative
duties due to exigencies of the service and their individual competence and performance.

3) When circumstances warrant, Major Service Commanders


may train and utilize WAC personnel in the following fields of specialization:

4) WAC personnel assigned in Area Commands/Divisions in


the Philippine Army shall be further assigned mainly in the headquarters or in units
performing non-combat functions only.

5) Job assignments of EW shall be based on the prescribed


career pattern for enlisted men in a particular Major Service where she is assigned.

6) In the absence of a career pattern in the Major Services that


is applicable to WAC personnel, their assignment, regardless of specialization, shall follow
a pattern prescribed hereunder:

Initial Period (1st-5th Years)

a) Assignment of junior officers shall be concentrated at


the operating level (company/squadron/battalion) in the following duty assignments:

For O-1 & O-2 Officers:

- Specialist (pilot, computer systems


analyst/engineer, engineer, naval engineer, communications-electronics engineer, etc).

- Detachment/platoon leader. Duration: 6


months to 1 year.
- Executive officer of a company. Duration: 6
months to 1 year.
- Staff officer in a company. Duration: 6
months to 1 year.
- Tactical officer/instructor. Duration: 1-2
years.

- Aide-de-camp to general officers. Duration:


1 year.
- Staff officer in a battalion or its equivalent in
a Major Service/AFPWSSUs/Area Command. Duration: 1-3 years.

b) Specialist in the fields of computer, engineering and


the like may be assigned at any level of an organization where the bulk of job is computer-
processed, or engineering-oriented.

Intermediate Period (6th-12th Years)

Assignment of WAC officers between the 6th and 12th year of


active duty shall be concentrated in any of the following duty assignments.

For O-3 Officers:

- Specialist (pilot, computer systems analyst/engineer,


engineer, naval engineer, communications-electronics engineer, etc).

- Instructor in training command/center in a Major


Service/AFPWSSU. Duration: 1-3 years.

- Staff officer in Headquarters of GHQ/Major


Service/AFPWSSU/Area Command. Duration: 1-3 years.

- Assistant Chief of Staff in a battalion or its equivalent in a


Major Service/Area Command/AFPWSSU. Duration: 1-3 years.

- Commander of a company or its equivalent in a Major


Service/AFPWSSU/Area Command.

Advanced Period (13th-21st years)

Assignment of WAC officers (O-4 and O-5) between the 13th and
st
21 years of active duty shall be in any of the following duty assignments:

For O-4 Officers:

- Instructor in training command/center in a Major


Service/AFPWSSU. Duration: 1-3 years.

- Specialist (pilot, computer systems analyst/engineer,


engineer, naval engineer, communications-electronics engineer, etc.).

- Staff officer in Headquarters of GHQ/Major


Service/AFPWSSU/Area Command. Duration: 1-5 years.

- Assistant Chief of Staff in a brigade or its equivalent in a


Major Service/Area Command. Duration: 3-5 years.

- Executive Officer or Chief of Staff of a battalion or its


equivalent in a Major Service/Area Command/AFPWSSU. Duration: 1-3 years.

For O-5 Officers:

- Instructor at AFPCGSC or a training command in a Major


Service. Duration: 1-3 years.
- Specialist (pilot, computer systems analyst/engineer,
engineer, naval engineer, communications-electronics engineer, etc).

- Staff officer in headquarters of GHQ/Major Service.


Duration: 1-3 years.

- Assistant Chief of Staff in an AFPWSSU or a division/major


unit in a Major Service. Duration: 3-5 years.

- Chief of Staff of a brigade or its equivalent in a Major


Service. Duration: 3-5 years.

- Deputy Chief or Executive Officer of a Technical or Special


Staff in a Major Service/AFPWSSU/Area Command. Duration: 3-5 years.

- Executive Officer of a battalion or its equivalent in a Major


Service/Area Command. Duration: 1-3 years.

- Exec Officer/Deputy of a major unit in a Major Service.


Duration: 1-5 years.

Senior Command/Executive Period (22nd-last years)

Assignment of WAC officers (O-6 and above) between the 22nd and
last years of active duty shall be in any of the following duty assignments:

O-6 Officers:

- Division Chief of Headquarters at GHQ. Duration: 1-3


years.

- Assistant Chief of Staff in Headquarters of a Major


Service/Area Command/AFPWSSU. Duration: 3-5 years.

- Chief of Staff of an AFPWSSU/Area Command/Major unit


in the Major Services. Duration: 3-5 years.

- Commander of a battalion or its equivalent in a Major


Service/Area Command/AFPWSSU. Duration: 1-5 years.

- Executive Officer of a brigade or its equivalent in a Major


Service/AFPWSSU. Duration: 1-3 years.

- Deputy Chief or Executive Officer of an AFPWSSU or a


division in the GHQ Joint/Technical/Special Staff. Duration: 1-3 years.

- Head of a training unit in a Major Service. Duration: 1-3


years.

For O-7 Officers:

- Assistant Chief of Staff of a J-Staff division in GHQ.


Duration: 3-5 years.
- Chief of a Technical or Special Staff in GHQ. Duration: 3-5
years.
- Chief of Staff in the main Headquarters of a Major Service.
Duration: 3-5 years.
- Head of a training command in the AFP/Major Services.
Duration: 3-5 years.

- Commander of an AFPWSSU or a brigade or its equivalent


in the Major Services. Duration: 3-5 years.

7) If the minimum duration for each duty assignment is not met,


the variance shall be compensated by another assignment within the same career stage
provided that the sum total of her services rendered in various duty assignment is equal to
the length of service required in a given career stage.

8) Both command and staff assignments shall have been


handled in the initial and intermediate stages prior to undertaking duty assignments in the
advanced and senior/executive stages as the chances of getting command positions at
these stages are limited to only a few.

9) Instructional duties may be undertaken by being full-time or


part-time instructor for at least one (1) year, or as a guest lecturer, provided that in the
latter, the total number of instructional hours computed shall be equivalent to the minimum
number of hours required to be entitled to Instructor Duty Pay. A certificate to this effect
shall be furnished to their respective adjutants/personnel officer for future reference, and
properly reflected in and attached as supporting documents to her summary of information.

10) Only qualified (skilled) WAC officers and EW shall be


assigned to specific duties. If this is not possible, such individual shall nonetheless be
made to undergo related crash course to equip her with the necessary skill and qualification
prior to performance of duty assignment (this is aimed at reducing possible acts of
inefficiency and incompetence due to lack of training/education).

11) The tour of duty of members of the WAC regardless of


assignment and specialization shall be as follows:

a) In a major unit of a Major Service/AFPWSSU – a


maximum of 5 years and a minimum of 1 year.

b) In a unit based at GMA if recent assignment is in a


field unit, - a maximum of 5 years and minimum of 3 years.

c) In a field unit – a maximum of 2 years and minimum


of 6 months.

d) Extension of field duty, upon voluntary request, shall


be for a maximum of 5 years only.

12) Rotation shall be construed to mean rotation in place and in


duty assignment.

13) Upon reaching 15 years of continuous active commissioned


service in the case of an officer or enlisted service in the case of an EW, she may be
allowed to choose her unit assignment. Such preference is limited only to choice of unit
and is exclusive of requirements such as the prescribed tour of duty and rotation of unit
assignment.

b. Procedures:

1) Chief, WAC AFP and those in the Major Service Commands


shall prepare a roster of WAC personnel indicating their respective AFP Occupational
Specialty (description and code) for reference in determining duty assignment.

2) Chief, WAC AFP and her counterparts in the Major Service


Commands shall prepare an annual projection of assignment/placement of individual
officers and EW based on the Career Development Programs of the WAC and/or the Major
Services and in accordance with the above mentioned policies.

3) Chief, WAC AFP recommends to J1, AFP for the


assignment of officers to GHQ and the Major Services. The recommendation shall show
all pertinent information and qualifications of the individual projected for assignment
together with the following documents:

- summary of information

- accommodation of receiving unit

- if not a newly CAD officer, a certification that she has


completed the minimum/maximum tour of duty required in her present unit.

- other information required by GHQ.

4) Requests for assignment of WAC personnel within GHQ


offices and from the Major Services to GHQ and vice versa shall be coursed through the
Chief, WAC AFP for comment/recommendation prior to CSAFP’s approval and
subsequent issuance of orders.
5) Assignment of WAC personnel within the Major Services
shall bear the comment/recommendation of their respective chiefs, WAC prior to approval
of the Major Service Commander.

6) Newly CAD officers, GHQ officers and those relieved from


their Major Services Commands shall report to the Office of the Chief, WAC AFP for
processing prior to issuance of orders.

7) All enlisted women who have completed the Candidate


Soldiers Course shall undergo a 3 week orientation tour of their respective Major Services
prior to their distribution to the different units.

8) The CSAFP’s approval on the recommendation of J1 for the


assignment of a WAC officer/EW shall be the basis for the issuance of GHQ orders.

9) All records of history of individual assignments shall be kept


at the office of the Chief, WAC AFP of GHQ and the Major Services.

8. PROMOTION

a. Policies

1) The names of all commissioned officers in the WAC shall be


contained in separate promotion lists, one for regular and another for reserve, which shall
be known as the Women’s Auxiliary Corps Promotion List similar to but separate and
distinct from those prescribed by law and regulations for the other Major and Technical
Services of the AFP.

2) WAC officers on active duty shall be promoted in the same


manner as other commissioned officers in the active service of the AFP as prescribed in
existing AFP regulations.

3) Procedures on inactive reservists promotion shall apply to


WAC reserve officers in the inactive status.

4) Enlisted women shall be promoted in the same manner as


enlisted men in the active service as prescribed by existing AFP regulations.

b. Procedures:

1) C, WAC AFP shall maintain a seniority list of all WAC


officers, categorized by grades for each regular and reserve, active and inactive. The list
shall reflect the following data:

- Number in the permanent grade of each entry


- Surname, Given Name and Middle Initial of Entry
- AFPSN of each entry
- Armed Forces Occupational Specialty (AFOS)
- Career Course Eligibility
- Source of Commission
- Date of Commission
- Date Called to Active Duty
- Cadet Service (If any)
- EP Service (If any)
- Civilian Service in Government (if any)
- Time-In-Grade
- Length of Active Commission Service
- Aggregate Government Service
- Date of Birth
- Date of Compulsory Retirement

2) Chief, WAC in the Major Services shall monitor the


promotion of enlisted women in their respective Major Services and maintain a seniority
listing of their enlisted women.

3) Chief, WAC in the Major Services shall furnish unit


assignments of EW with pertinent information and/or supporting justifications for the
promotion of such EW.

9. BILLETING

a. Policies

1) In the interest of comfort and convenience, WAC personnel


shall be accorded billeting and personal necessity facilities separate from the males if both
sexes are co-located.

2) There shall be no discrimination with regard to rank or status


in life as far as construction of billeting and comfort facilities are concerned.

b. Procedures

1) Unit commanders shall designate a specific place such as a


one-storey building for billeting of WAC personnel assigned in their respective units.

2) Upon reporting for duty assignment, a WAC officer/enlisted


woman shall immediately be given a space for billeting in the designated WAC
barracks/quarters.

10. MARRIAGE

a. Policies

1) Officers and EW may contract marriage without being

discharged or separated from the service provided they have at the time of said marriage
already accumulated three (3) years of continuous active military service in the AFP.

2) WAC personnel who contract marriage without the written


permission/clearance from appropriate approving authority in violation of Circular 22
dated 28 Mar 74 shall be denied reenlistment upon ETE in the case of enlisted personnel,
reversion to the inactive status upon expiration of the current tour of active duty in the case
of reserve officers, and referral to the appropriate ESB in the case of regular officers.

b. Procedures:

1) Any member of the corps who intends to get married shall


submit a written request to her immediate Commanding Officer/Head of Office at least two
(2) months before the expected date of marriage. The request shall include all pertinent
information on the prospective groom.

2) Upon receipt of the application for marriage, the immediate


Commanding Officer/Head of Office concerned shall initiate the background and records
check of the parties involved which shall be completed within 30 days from the date of
receipt of such application. She shall request the G2/S2 to conduct BI for possible
subversive background of prospective groom. Thereafter, the Commanding Officer shall
submit her findings and recommendations to the approving authority through the proper
command channel. Should the findings show that the intended marriage partner has
questionable reputation or has subversive background, the Commanding Officer shall
advise the applicant to forego her plans and subsequently recommend disapproval of the
request. If, despite the disapproval, she pursues her plan to get married, the preceding
provision in paragraph 9a(2) shall be applied. On the other hand, if the prospective
marriage partner has no adverse record, the Commanding Officer shall call the prospective

marriage partners to advise them on family life within the military service and
subsequently recommend approval of the request. Non-receipt of action of approving
authority three (3) weeks before the date of marriage shall be construed that the request is
approved.

3) Action of the approving authority shall reach the applicant


not later than three (3) weeks before the date of marriage to provide ample time to file the
papers with the Local Civil Registrar.

4) Upon contracting marriage an officer/EW shall, within one


(1) month thereafter, file her request for a change of marital status addressed to The
Adjutant General, AFP (Attn: Chief, Mil Pers Management Division) for the issuance of
orders on the same and the inclusion of the name of the husband in the records of said
WAC individual. Accompanying documents are the following:

- Approved request for permission to marry or a permit to


marry granted by higher authorities.

- Marriage Contract (authenticated copy).


- Results of Background Investigation of spouse.

5) Upon issuance of orders for change of family name, subject


WAC Officer/EW shall immediately reflect such family name in all her subsequent
documents, identification cards, nameplates, etc. A married woman shall not use the
surname of her husband until orders for a change of family name shall have been issued.

11. PREGNANCY AND MATERNITY LEAVE

a. Policies

1) A pregnant woman whose duties include carrying,


lifting, pushing and pulling heavy objects, flying air transportation, sky diving, sea diving,
running, constantly walking long distances, physical exercises, marching during parades
and other physically strenuous activities shall be temporarily exempted from performing
such duties upon certification by her attending physician. She shall be allowed to resume
her duties only when she returns to her normal physical condition.

2) Existing AFP regulations on maternity leave now or


hereafter applicable to military personnel shall be applicable to married members of the
WAC.

b. Procedures

A maternity leave shall be filed by a pregnant officer/EW two


months prior to delivery.

12. SEPARATION & RETIREMENT

a. Policies

1) Any member of the WAC in the AFP is automatically


terminated by death, resignation or an approved administrative/court-martial actions.

2) Provisions on retirement under PD 1638, as amended, and


Sec 4 of Commonwealth Act 190 shall be applicable to all WAC members.

3) The resignation of WAC reserve officers in time of war or


other grave emergencies shall not be considered until six (6) months after the war or grave
emergency is officially declared terminated.

4) Any commissioned active WAC officer or EW who


contracts marriage prior to completing three (3) years of continuous and active military
service shall be automatically separated from the service.

5) Any unmarried member of the corps on active duty who is


positively found to be pregnant or has given birth or has had any form of miscarriage or
abortion as duly certified by competent authority shall be separated from the service for
cause.

6) AFP laws, rules and regulations pertaining to separation of


military personnel for other misdemeanors, misconduct, legal violations, inefficiency,
disciplinary infractions, and other administrative violations which apply to male military
personnel shall, likewise, apply to the members of the WAC.

b. Procedure

TC, WAC AFP and the Chief, WAC in the Major Service
Commands shall furnish higher headquarters with a list of officers and enlisted women due
for compulsory retirement within the next two years.

13. RESCISSION - Cir Nr 7 dtd 21 Jul 78 and other provisions of existing


circulars, directives not consistent with the foregoing provisions are hereby rescinded.

14. EFFECTIVITY

This AFPRG takes effect upon publication.
