Foreword

The Finnish Broadcasting Company (Yle) was founded in 1926 as a bridge between rural and urban areas – to close the gap between distances and bring Finns together regardless of where they live, what they think, or what they do for a living. A similar idea had emerged just four years earlier in Great Britain, where the world's first public broadcasting company, the BBC, was established.

Although Finland, its people, media consumption habits and media offerings have changed, Yle's core mission remains the same:

Yle's purpose is to increase our understanding of each other and the world, and strengthen Finnish society and culture

Yle reports on events in Finland and around the world, providing depth and background from multiple perspectives.

Yle also brings Finns together through content that helps people gain new insights, builds confidence in the future, and offers an escape from everyday life.

The implementation of the public service mission is guided by Yle's strategy

The strategy outlines the key areas where Yle must succeed in the coming years to responsibly fulfill its mission. As technology advances and media consumption habits change, the strategy also ensures that public service content remains accessible to all Finns under all circumstances.

The Act on the Finnish Broadcasting Company, Section 7, Public service

The company is responsible for the provision of versatile and comprehensive television and radio programming with the related additional and extra services for all citizens under equal conditions. These and other content services related to public service may be provided in public communications networks nationally and regionally. The main focus of content services should be on publications containing moving images or sound. Except for the exceptions provided for in subsection 3, textual content shall be related to the company's publication containing moving images or sound.

Choices of Strategy: These are the areas where Yle must especially succeed in coming years to fulfill its mission responsibly

1. An important and the most trusted news media in Finland

We show a true and balanced picture of Finland and the world. We operate independently and are enhancing our efforts to counter disinformation and misinformation.

2. Making all of Finland visible – for all of Finland

We reach people who differ in the ways they live and think.
Our content shows a current and diverse picture of Finland.

3. Cultural acts and shared moments for every generation

We are world-class storytellers. We create content that highlights important aspects of our time and remains interesting for a long time. We create and deliver shared moments for Finns more impactfully than ever.

4. Inspiring and relatable content for children and young people

We strengthen young people's belief in the future, their opportunities to make an impact, and their sense of involvement, as well as the feeling that they are not alone, through our content. We make sure our children’s services are engaging and safe.

5. A renewing Yle operates efficiently and transparently

We renew ourselves by developing work methods and people-centered leadership, utilizing data, technology and AI, and strengthening our future competencies.

We use the funds allocated to Yle efficiently, and we communicate about this openly and comprehensively. Economic efficiency, responsibility and security of supply are part of all our operations.

We're teaming up with businesses and organisations to help boost the entire Finnish media scene, creative sector, and society.

6. Digitalisation strengthens public service

The future is digital. We especially develop our own digital products, services and new content types that meet Finns' changing needs. We make public service more personal, so everyone can find interesting and surprising content they want to use regularly.

Yle's Administrative Council decided on the strategy on May 15, 2025. The strategy is valid indefinitely and includes guidelines for Yle's finances and operations for the coming years.
