DTP Alumni Spotlight!!! DTP recently caught up with Pascoela Barreto while in Timor for the 33rd Annual Human Rights and Peoples' Diplomacy training program and got a tour of the new women's cancer centre at the Alola Foundation. Pascoela is a coordinator of the Alola Foundation in Timor-Leste. She leads Alola’s HALIKU Women’s Cancer Program, reaching over 20,000 people, training hundreds of health workers, and supporting at least 250 women to access diagnosis and care at Dili National Hospital, including arranging their transport, accommodation, and treatment support. "The DTP training helped me reframe health access as a human rights obligation and strengthened my practical skills to act on that understanding. I learned how to map power and design advocacy that reaches parliamentarians and bureaucrats." About us
The Diplomacy Training Program was founded in Australia in 1989 to develop the knowledge, skills and effectiveness of human rights defenders and community advocates in the Asia-Pacific region and Indigenous Australia. The Diplomacy Training Program is an independent NGO affiliated with the Faculty of Law, University of New South Wales. It is the longest established organisation in the region providing human rights advocacy training and now has over 2200 alumni from its courses. The Diplomacy Training Program (DTP) was founded by Professor José Ramos-Horta, 1996 Nobel Peace Laureate and Emeritus Professor Garth Nettheim. The organisation drew its inspiration and sense of purpose from José Ramos-Horta’s experiences in seeking solidarity and international action on human rights violations following the invasion of East Timor in 1975. José Ramos-Horta wanted to support more effective “peoples’ diplomacy” – to enable advocates to use the available international standards and mechanisms to advance their human rights issues and seek effective peaceful redress for their grievances. Since its first annual course in 1990 DTP has recognised the need to support Indigenous Australian advocates as well as advocates from the region. José Ramos-Horta went on to serve independent Timor Leste as Foreign Minister, Prime Minister and President. DTP continues its work helping human rights defenders in the region by providing courses in human rights and advocacy skills. The Diplomacy Training Program brings together academics, officials and NGO practitioners to provide participants with specialised knowledge and experience. Building on a proven track record, the Diplomacy Training Program is implementing programs that empower community advocates to make a difference for human rights in their societies and across the region. Human rights training provided to advocates from over 35 countries - over 50% of them women.

It will share examples of how they have been used by HRDs and diplomats - and how they can be used as the basis for civil society and governments to work together to promote and protect human rights. Webinar 1 will introduce the EU guidelines on Human Rights Defenders and their relevance for frontline human rights defenders. It will draw directly on the experience of practitioners – from the EU and from Frontline Defenders. DTP Alumni Spotlight!!! Patrick Niebo is a senior human rights advocate in Papua New Guinea (PNG) with more than a decade of service at PNG’s Ombudsman Commission. He now serves as a Director of the Kedu Safe House in Milne Bay Province, which provides shelter and advocacy for survivors of violence. "When I saw the opportunity about participating DTP training, I thought—wow, this is where I can really learn, and it’s relevant to our region, to our Pacific realities. I was right. DTP training showed me that I am not alone." Webinar 2 in our Human Rights, Climate Change, Business and Indigenous Peoples is on tomorrow - Thursday 16 October 3pm AEDT Food Estate in West Papua and the Impact on the Community Speakers: Dorthea Wabiser (PUSAKA Bentala Rakyat) and Grant Rosoman (Greenpeace International). The second webinar will specifically focus on the Food Estate and its effects on both Indigenous peoples and climate change. The concerns about the impacts of the planned deforestation in Merauke extend beyond Papua and Indonesia to the impacts on the climate – with the forests of Papua being described as “the lungs of Asia” – and Asia’s Amazon. DTP Alumni Spotlight!!! We recently caught up with alumnus Lelung Khumi. Lelung is an Indigenous Peoples’ rights advocate from one of the smallest and most marginalised Indigenous peoples in Bangladesh – the Khumi people of the Chittagong Hill Tracts (CHT). He is the Socio-Economic Specialist with TAHZINGDONG, a leading NGO in Bandarban. "The training opened the door for me to understand ILO conventions like 107 and 169, UNDRIP, and other human rights instruments. These are very important in my life – I am still benefiting from them and applying them in my advocacy today."
