About us
The European Confederation of Independent Trade Unions (CESI) unites trade unions and trade union organisations in Europe with a total of more than 6 million individual affiliates. Founded in 1990 and based in Brussels, CESI advocates improved employment conditions for workers in Europe and a strong social dimension in the EU. CESI’s particular strength lies in the public sector but CESI also represents private sector workers. Most of CESI’s affiliates are employed in the fields of central, regional and local administration, security and justice, education, training and research, healthcare, postal services and telecommunications, defence and transport services. CESI and its members are involved in advocacy work as an interest group and in social dialogue as a recognised European social partner, being a part of several EU-level sectoral social dialogue committees.

#GenderEquality #SicherheitUndVerteidigung #Bundeswehr #EUlaw #Leadership #Equality

Technological sovereignty and the people´s abilities The European Commission´s 2026 work programme, presented under the title “Europe’s Independence Moment,” wants to achieve technological sovereignty for Europe. Several priorities are relevant to the world of work: the #QualityJobsRoadmap, the #AIAct, #skillsmobility and an #educationpackage. Together, these initiatives aim not only to strengthen Europe’s capacity to innovate, but also to empower its people to thrive in a #digitaleconomy. For those of us engaged in social dialogue, this moment carries both opportunity and responsibility. Technological independence will remain incomplete without the ability of workers and their representatives to understand, question, and co-shape the digital tools that increasingly mediate our professional lives. Recent experiences have shown how this can be achieved in practice. As a mentor in the Reshaping Work Fellowship, I had the privilege of engaging with young professionals examining AI’s ethical and economic implications. Their insights echoed those we hear in workplaces across Europe: How do we reconcile efficiency with fairness, data with dignity? Tilemachos Dafnis represented CESI at the SEISMEC General Assembly in Thessaloniki, where debates took on a concrete form. In the frame of this ambitious #Horizon project, researchers, companies, and CESI, are jointly developing ways to evaluate AI tools through human-centric criteria - transparency, explainability and, most of all, participation. CESI’s role in this project is to ensure that the workers’ perspective is integrated into these metrics from the very beginning. The same logic underpins the UNESCO–Oxford online course on AI in Government (https://oxsbs.link/unesco), a global initiative promoting competence, accountability, and inclusion in public-sector AI. The connection to Europe’s own agenda is: technology can only strengthen democracy at work when the people using it understand it. The Commission’s new work programme emphasises digital sovereignty - but sovereignty begins with literacy and trust. AI will only enhance productivity and resilience if it is rooted in a culture of participation. #Tradeunions, employers, and public institutions all share a responsibility to ensure that no one becomes a bystander in this transformation. Europe’s “Independence Moment” is therefore not only about technological capacity, but also about social capability - skills, rights, and confidence.

This morning, we gathered at the European Parliament for a special breakfast hearing hosted by MEP Hristo Petrov (Renew Europe)— a strong advocate for education and Vice-Chair of the CULT Committee. Together with our partners and member organisations, we reaffirmed a simple but powerful message: valuing teachers means valuing Europe’s future. Across the EU, teachers face staff shortages, heavy workloads, and salaries that often fall behind other professions. The OECD reminds us that investing in education and in those who deliver it is essential for Europe’s growth, resilience, and social cohesion. That is why CESI, through its Expert Commission “Education”, strongly supports the forthcoming EU Teachers’ and Trainers’ Agenda and the #PillACT project, both rooted in the principles of the European Pillar of Social Rights. Fair pay, professional stability, supportive working conditions, continuous training, and mobility are not just demands — they are prerequisites for Europe’s future. A warm thank you to all speakers for sharing national perspectives and union priorities: 🇫🇷 Luc VIEHÉ (Fédération nationale des Spelc) 🇮🇹 Marcello Pacifico (CISAL, Anief) 🇩🇪 Simone Fleischmann (dbb beamtenbund und tarifunion) 🇷🇴 Laviniu Lacusta (Romanian Free Trade Union for Pre-University Education) CESI - Independent Trade Unions Youth Representative Matthäus Fandrejewski Special thanks again to MEP Hristo Petrov for hosting us in the European Parliament. Let us continue this collective effort — with unions, policy-makers, and civil society — to restore teaching as a respected, attractive, and future-proof profession. #TeachersAgenda #PillACT #SocialRights #Education #CESI #FairPay #FutureOfEurope
