The Council of European Municipalities and Regions (CEMR) brings together 130.000 municipalities, cities and regions federated through 60 national associations from 41 European countries. It therefore constitutes the most representative association of local and regional governments in Europe. Its work is organised around two main pillars: - Influencing European policy and legislation in all areas having an impact on local and regional governments; - Providing a forum for debate and cooperation for elected representatives and experts from our 60 member associations. CEMR’s members are national associations of local and regional governments, whose own members are municipalities, cities and regions in their country. CEMR is also the European section of United Cities and Local Governments (UCLG), through which it represents European local and regional governments at international level. Yesterday, I had the privilege of co-moderating, together with my colleague Rocío Ballesta Orta, a powerful conversation on how #DigitalCitizenshipEducation (DCE) can help us build more #inclusive, #equal, and #democratic societies. What an incredible line-up of voices who shared their energy, knowledge, and courage to rethink what it means to be active citizens in the digital age: Giulia Lo Presti, Nino Zurabishvili, Christian Achtelik, Annelies Coessens, and Magda Kostava : thank you for your authenticity and insight! From #Cologne’s creative use of social media to #Kutaisi’s inclusive digital literacy programmes, we saw that digital transformation isn’t just about technology: it’s about #people! About trust. About creating spaces (online and offline) where young people, women, and every citizen can feel seen, safe, and heard. ✨ One message echoed throughout: Building inclusive digital spaces means building stronger communities. As moderators representing PLATFORMA, we were reminded that the future of #democracy starts #locally: in classrooms, youth councils, and community hubs, where critical thinking, empathy, and digital rights become everyday skills. 🇺🇦 𝗨𝗸𝗿𝗮𝗶𝗻𝗲 𝗮𝘁 #𝗠𝗔𝗥𝗨𝗙𝟮𝟬𝟮𝟱: Local governments and resilience in wartime. 🗓️ 𝟭-𝟯 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟱 | 𝗜𝘀𝘁𝗮𝗻𝗯𝘂𝗹, 𝗧𝘂̈𝗿𝗸𝗶𝘆𝗲 Local leaders, experts, and partners gathered for the session “Resilient Local Governance in Wartime – Reform, Decentralisation, and Reconstruction in Ukraine.” They discussed how Ukrainian municipalities continue to lead in times of war by driving reforms, maintaining essential services, and laying the foundations for recovery. Despite the ongoing Russian invasion, local authorities in Ukraine remain on the front line of governance, protecting communities, upholding democratic values, and preparing for reconstruction. Mayor Yaroslav Tsvirkun of Pereshchepyne Municipality shared firsthand insights on wartime governance. Speakers Nataliya Lazarenko (AUC), Durmish Guri (CEMR), and Kelmend Zajazi (NALAS) highlighted how associations of local governments bridge local realities with national and international policies. The session emphasised that decentralisation is a pillar of resilience. Empowered municipalities can act swiftly in crises and lead recovery efforts with transparency and public trust. Through platforms like PLATFORMA, NALAS: Network of Associations of Local Authorities of South-East Europe, and Council of European Municipalities and Regions (CEMR), Ukrainian municipalities gain access to peer learning, policy dialogue, and practical tools to manage reforms and EU-related processes more effectively.
