JPI Oceans is excited to pre-announce its Joint Call on Offshore Freshened Groundwater (OFG), opening for applications on 4 December 2025, with a deadline on 6 March 2026. The primary objective of this Joint Call is to act as a “proof of concept” through the launch of a pioneering scientific drilling campaign. This initiative aims to lay the groundwork for the future strategic use and sustainable management of OFG resources. 🔊 The ocean has been heard The finale of the JPI Oceans Joint Call on Underwater Noise brought together 60 scientists from the ORCHESTRA, DeuteroNoise, DIAPHONIA, SONORA, and PURE WIND projects at the University of Alicante. Three years of research, packed into an agenda full of findings, frameworks, and forward momentum. We connected the dots between science and policy: the Technical Group on Noise joined online for live exchanges, as well as the proposed Ocean Decade Programme “A global ocean free from the harmful impacts of pollution by 2050” UN Ocean Decade. The High Ambition Coalition for a Quiet Ocean shared updates from 37 countries, and the European Commission outlined how marine noise fits into Horizon Europe and its 2026/2027 draft work programme. We tackled the tough questions around Marine Strategy Framework Directive #MSFD Descriptor 11 and mapped out what comes next: a potential second Underwater Noise Joint Call, a joint policy brief with the JPI Oceans Changing Marine Lightscapes projects, and the idea to meet again at #OCEANOISE 2026. A special thanks to our hosts in Alicante at Universitat d'Alacant and Centro Superior de Idiomas de la Universidad de Alicante, who included a field visit to the Marine Research Centre (CIMAR) in Santa Pola, where we learned more about developed prototype acoustic recorders and Bluefin Tuna behaviour in different underwater acoustic environments. I'm delighted to congratulate Peter Haugan, who was unanimously elected as the new Chair of JPI Oceans at our Management Board meeting at the Hellenic Centre for Marine Research Hydrobiology Station in Rhodes last week. Peter will bring a huge wealth of experience and expertise to the role. I've no doubt that under his leadership, JPI oceans will continue to be an important, agile, long-term platform for joint transnational research and programming in the ocean science arena. One of my final duties was to facilitate the approval of our new JPI Oceans Strategic Framework for 2026-2030. This has been in the making, ably supported by the JPI Oceans Deputy Director, Willem De Moor, for almost two years. We now have a strategic roadmap that will guide the work of JPI Oceans and ensure it continues to deliver policy-relevant research impact, strategic influence and be an early mover in identifying and addressing emerging ocean science challenges. More communications on this and other outputs from Rhodes to come from the JPI Oceans team. It has been a great privilege to Chair JPI Oceans over the last five years and I would like to thank the two vice-Chairs, Angelo Camerlenghi and Benjamin Kürten, for their wise counsel and proactive engagement. Ireland's participation in JPI Oceans is a team effort and my thanks also to Veronica Cunningham and Majbritt Bolton-Warberg for their valued efforts and inputs. Thanks to our generous hosts in Rhodes, George Petihakis, Vasilios Kapsimalis and Aris Karageorgis and the excellent staff at the Hydrobiology Station. I would finally like to thank the JPI Oceans Secretariat staff members, led by Director, Thorsten Kiefer, for their professionalism, hard work and dedication. They are the beating heart of what makes JPI Oceans successful. It has not all been plain sailing. JPI Oceans continues to be challenged by decision-making in some national administrations that fails to appreciate the true value of a long-term stable platform for ocean science cooperation that is owned by the member countries. However, I have no doubt that its value and impact will endure for many more years to come and I will be delighted to continue to participate as a member of the Management Board. 📢 Professor Peter Haugan has been elected as new Chair of JPI Oceans. With decades of experience in ocean science and governance, he currently serves as Policy Director at Institute of Marine Research (IMR), Norway and has held several international roles, including Chair of UNESCO’s Intergovernmental Oceanographic Commission and Lead Expert for the High Level Panel for a Sustainable Ocean Economy. He is also Professor of Oceanography at the University of Bergen (UiB), Under his leadership, JPI Oceans will continue strengthening its role at the science–policy interface, supporting countries in delivering coordinated, knowledge-based ocean action. 🤝 We warmly congratulate Professor Haugan and look forward to working together in the years ahead. Understanding societal risks of climate tipping points is much more than understanding the likelihood of reaching them. 💡 This week, the Finnish Meteorological Institute, together with its partners INAR (University of Helsinki) and Arctic Centre, University of Lapland, gathers an international team of scientists in Helsinki and Rovaniemi to discuss the impacts of reaching a tipping point in the Atlantic Meridional Overturning Circulation (AMOC). The aim is to map the scientific understanding of the main impacts of AMOC collapse in the Nordic countries and the ways we can build societal resilience against such non-linear changes in the climate system. 🔦 European Marinas Network in the spotlight! We were not just in Rhodes this week, but we’ll start with that anyway. 🇬🇷 Management Board Meeting in Rhodes at HCMR - Institute of Oceanography October has been a month of meaningful progress for the JPI Oceans Joint Action on the European Marinas Network. At the 34th JPI Oceans Management Board meeting: ✅ Croatia officially confirmed its participation, joining Italy, Germany, and Greece in this collaborative effort. ✅ The European Marinas Network Implementation Plan and Terms of Reference were formally adopted, paving the way for harmonised sensor deployment, data collection, and marina engagement across Europe. 🇮🇹 2025 ICOMIA World Marinas Conference Held in Venice this week, the conference was a vibrant gathering of marina professionals. Our European Marinas Network highlights include: 📍 First sensor installation in Italy at VdV s.r.l. Venezia Certosa Marina, part of the European Marinas Network, launching the pilot phase of real-time water level and temperature monitoring using SOOP | Helmholtz Innovation Platform sensors. 🎤 Toste Tanhua representing SOOP | Helmholtz Innovation Platform, GEOMAR Helmholtz-Zentrum für Ozeanforschung Kiel and JPI Oceans presented the European Marinas Network to an engaged audience at #ICOMIA2025, sharing our vision for marinas as platforms for ocean science and sustainability. 🤝 Several experts attended the conference, enjoying the occasion to reunite and align on next steps, reinforcing the collaborative spirit that drives this initiative. 🌊 AMOC at the Crossroads – how could changes in this critical ocean circulation affect Europe and the world? On stage at the Arctic Circle Assembly in Reykjavik, Iceland - JPI Oceans, #JPIClimate, and Bjerknes Centre for Climate Research joint session addressed the scientific discussion on the likelihood, uncertainties, and possible consequences of a shift in the Atlantic Meridional Overturning Circulation (AMOC). Kikki (Helga) Flesche Kleiven, Director at the Bjerknes Centre for Climate Research, moderated the session with Professor Hans Pörtner from the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research, who is co-chairing the new Scientific Assessment on AMOC, an initiative of JPI Climate & JPI Oceans. Joining them on stage: ➡️ Stefan Rahmstorf, professor at the PIK - Potsdam Institute for Climate Impact Research highlighted the serious risks of a potential AMOC collapse for Northern Europe, referencing the 2024 open letter by climate scientists to the Nordic Council of Ministers. ➡️ A potential consequence, cooling in the North Atlantic, was addressed by Hildigunnur (Hidda) Thorsteinsson, Director of the Veðurstofa Íslands - Icelandic Met Office, stressed that the Gulf Stream is vital for life in Iceland and warned that a collapse of warm ocean currents requires urgent political attention. ➡️ Dr Audrey Morley from the University of Galway, an expert on past ocean-atmosphere climate dynamics, explained how studying past warm periods helps predict future climate change. She noted Ireland’s broad awareness of the Gulf Stream’s importance making the climate livable on the green island in the North Atlantic. ➡️ Marius Årthun, oceanographer and research leader at the Bjerknes Centre for Climate Research, has long worked on observing ocean currents and modeling their future. He highlighted the crucial role of ocean currents and the significant uncertainties that remain in understanding the AMOC. Even with some scientific uncertainty, the topic demands urgent political and societal attention. Doing their part, JPI Climate & JPI Oceans are proud to support a scientific assessment of the AMOC, aiming to turn existing research into a coordinated scientific picture.

🔊 Listening in on the ocean, the finale Five projects, three years, one mission: figure out what our underwater noise is actually doing to marine life. ORCHESTRA, DeuteroNoise, DIAPHONIA, SONORA, and PURE WIND are wrapping up the first-ever JPI Oceans Joint Call on Underwater Noise, and they're bringing their results with. From offshore wind farms to shipping lanes, from fish behaviour to ecosystem responses, these teams have been measuring, modelling, and monitoring what happens when humans turn up the volume underwater. The scientists will present their findings, the European Commission will attend and funders will be in the room.
