About us

Science Europe is an association of European Research Funding Organisations (RFO) and Research Performing Organisations (RPO), based in Brussels. Science Europe supports its Member Organisations in their efforts to foster European research. It will strengthen the European Research Area (ERA) through its direct engagement with key partners. Science Europe was established by its members to act as a platform to share experience and practice, develop and deploy collective strategies to face their common challenges, as well as to speak with one voice to other science policy stakeholders, such as European and national institutions, where it is relevant to do so.

    📅 On 19 September 2025, the National Research Foundation of Ukraine (NRFU) and Science Europe held the first webinar in their joint series “Building Capacity in the Ukrainian Research and Innovation Ecosystem.” The event focused on ensuring a good balance between bottom-up calls, mainly for fundamental research projects, and top-down programmes that address applied research projects.     Science Europe congratulates Christian Ehler on his appointment as Rapporteur for #HorizonEurope.   We trust that the European Parliament will support a framework programme driven by excellence, scholarly values and the freedom of scientific enquiry. It is welcome news that MEP Ehler will also contribute to the report on the European Competitiveness Fund as Co-Rapporteur, in light of the close links between the two programmes.    We look forward to providing our perspectives from the research community, in the interest of a truly broad and complementary notion of competitiveness that enables sustainable growth, as well as societal and technological innovation. To achieve this, research - supported by a strong, self-standing Horizon Europe - must remain a core component of competitiveness, not only a tool in its service.

    I am honoured to announce that I will serve as Rapporteur for Horizon Europe and Co-Rapporteur for the European Competitiveness Fund in the European Parliament. Research, innovation, and competitiveness are the backbone of Europe’s future prosperity. These files are central to ensuring that Europe continues to invest in science, technology, and industry that drive sustainable growth, create high-quality jobs, and strengthen our global position. As Rapporteur, I will work to ensure that Horizon Europe continues to be the Programme of European excellence in research and innovation, and that the new Competitiveness Fund serves as the central instrument to boost the competitiveness of our European companies in an increasingly challenging global environment. I am looking forward to working closely with colleagues across the Parliament to develop a strong, well-informed position for the Parliament. A joint effort with our co-legislators in the Council, constructively supported by the Commission, will be key to deliver ambitious and future-oriented outcomes for Europe.     🇩🇰 Delighted to be representing Science Europe at the AI for Science Summit #AIS25 under the Danish Presidency of the Council and co-hosted by Københavns Universitet - University of Copenhagen. The summit is convening scientists, industry leaders, investors, and policymakers. 🖲️The highlight of the event is the launch of a Resource for AI science in Europe (#RAISE), a virtual institute pooling talent and resources to drive excellence in AI research, under the European Commission’s Strategy on AI in Science. 🚀 RAISE was launched by Executive Vice-President for Tech Sovereignty, Security and Democracy, Henna Virkkunen, and Commissioner for Startups, Research and Innovation at the European Commision, Ekaterina Zaharieva. ☕️ This has been an excellent opportunity for the R&I sector to get together and visualise the future of responsible use of AI in science across Europe, and discuss the implementation of the strategy for AI in science. We also had the privilege of listening to a keynote speech by Prof. Yoshua Bengio, who emphasised that Europe needs to design AI systems putting humans and democracy first.   • As part of the Danish Presidency of the Council of the European Union, Aalborg University, together with international partners, is hosting the EU High-level Conference on Reforming Research Assessment on 3-4 December 2025 in Copenhagen.     🤝🇪🇺And that’s a wrap for the first European Flagship Conference on Research Security🎉 Science Europe held two sessions, one of which was jointly organised with ALLEA – The European Federation of Academies of Sciences and Humanities, and dear colleague Daniel Thabang Kaiser. 🎤 In our panel on “integrating academic freedom and research security” it became quite clear that there’s tension between the two and possibly trade-offs to be made. But overall the relationship between them is complex. Balancing openness, academic freedom and research security remains a “trilemma”. 🙏 Thank you to our excellent panelists Tommy Shih Krzystof Jóźwiak, Arne Jarrick, Alex Lewis, Laure Ognois, Marijk van der Wende and Francisco Javier Moreno Fuentes 🎤 Our second session on the needs and responsibilities of funders and research performers included two case study presentations by Research Foundation Flanders - FWO and NWO-I.     Keeping research open, innovative, and secure, a delicate balance explored at the European Flagship Research Security Conference this week. 🔬 Thank you to the European Commission for the opportunity to co-organise this crucial event, which brought together research funding and performing organisations, researchers, policy makers, business and industry, public authorities and other experts and stakeholders to discuss the evolving challenges of research security in Europe. 🛡️ Our panel sessions, one co-organised together with ALLEA – The European Federation of Academies of Sciences and Humanities, highlighted the complex interplay between academic freedom, openness, and research security. For some, these elements can reinforce each other, but for others, compromises are unavoidable. Striking the right balance requires a deeper understanding of research security to avoid unintended consequences such as protectionism, overcompliance, or discrimination. Clearly defining what truly needs protection, alongside considerations for teaching and institutional structures, is a critical part of the conversation. 💡 The role of research funding and performing organisations was also a key focus. Security measures need to be clear, proportionate, and user-friendly, aiming to raise awareness and build a culture of security without over-burdening researchers. Over-securitising research risks limiting international cooperation and diversity, both essential to research excellence.     🇪🇺🗓️Today marks the start of the first European Flagship Conference on Research Security, co-organised by the European Commission’s DG RTD and the R&I sector. Science Europe, as a co-organiser, is hosting two sessions on 29 October, bringing forward policy messages from its series of research security workshops during 2025. ❓What is research security and why do we need it? Collaborating with international partners is an integral part of scientific excellence but also entails unavoidable risks. Such risks should be mitigated rather than eliminated, to avoid impacting science. For that, due diligence measures are essential. 🔐The key to research security is proportionality, awareness-raising amongst researchers, research organisations and funders, and the support of national governments through a collaborative approach. We should avoid over-securitising the R&I sector and preserve openness, academic integrity, collegiality and reciprocity. Very happy to have been coordinating this initiative and to continue enhancing research security across research funding and research performing organisations. 💻You can now read our more detailed analysis and key policy messages in Science Europe’s report, launched today.     Driving progress in R&I policy-making

    It’s been an intense International #OpenAccess Week! Here are a few of my highlights, and some great things launched by Science Europe. 📄 What does #OpenScience contribute to research culture? We launched a new report exploring exactly that question. Alex Rushforth and Tony Ross-Hellauer took a deep dive into the academic literature to understand what we know, and what we don’t yet know, about the links between open science and research culture. Momentum is building for the launch of a publicly governed and publicly funded ORE early next year. This month took me from the UN Open Science Conference (16-18 October, Tokyo) directly to the European Regional Meeting of the Global Research Council (20-23 October, Belgrade). Conversations with people from diverse backgrounds keep challenging my thinking about open science, revealing new insights and blind spots alike. I’m looking forward to bringing these lessons into my future work.   • 🔍 How do open science practices shape research culture? Science Europe has commissioned and published a Scoping Review: The Contributions of Open Science to Research Culture, to explore this question, in collaboration with the CWTS | Leiden University and Know Center. The publication examines both the contributions and unintended consequences of open science in relation to key research culture values - equity, openness, integrity, care, collaboration, and autonomy, with the goal of informing future policy and research agendas.   • Enabling a diversity in career pathways for talented research professionals is key priority for Science Europe. ➡️ Our Senior Policy Officer, James Morris, shared his insights and experience from making the transition from academia to research policy work, where he now works on a variety of policy areas that aim broadly at improving conditions for researchers, research professionals in other sectors, and the research endeavour. Research training fosters a range of skills and competencies that are highly sought after in many career pathways.

    Exploring pathways to careers in the public sector 🔀 Since its launch in June, the MCAA Academy Mentoring Programme has been supporting participants in enhancing their skills and navigating career transitions to the public sector through a series of tailored activities.    Last week, an interactive session for the mentoring programme cohort was organised by our Career Development Manager, Pooja Khurana, Ph.D., featuring our Executive Director, Mostafa Moonir Shawrav, and Senior Policy Officer at Science Europe, James Morris, as invited speakers. During the session, participants explored various roles and entry pathways, learning practical tips to leverage their skills and start a career in the public sector.
