For the first time, ACM assessed the effects on media plurality of a merger between the major newspaper publishing company (DPG) and commercial broadcaster (RTL Nederland). Media plurality is an outcome of competition and an essential condition for a well-functioning democratic society. Therefore, ACM carefully reviewed the merger during an in-depth investigation. ACM concluded that the merger would lead to negative effects, particularly in the area of free online news, but approved it under strict (semi-structural) conditions, that safeguard media plurality and editorial independence of all news channels within the DPG group in The Netherlands. ACM took into account the rapidly changing news media landscape and the counter factual, namely that RTL Nederland would be sold in any event. ACM also reviewed possible negative effects of the merger on the position of employed and free lance journalists, cross-media channel advertising and general press services but it found no such effects. The Dutch media regulator (Commissariaat voor de Media) and Professor Anna Gerbrandy and Dr. Malgorzata Kozak of Utrecht University provided valuable advice on different aspects of ACM's analysis. The European Commission's advisory body has recommended sweeping changes the EU taxonomy, which it claims could reduce the regulations’ reporting requirements more than a third without touching Level One. The proposals include introducing materiality thresholds, allowing estimates, and making DNSH comply-or-explain for the revenues part of the rules. The AI scandal in Tromsø led to an important principled decision: When public officials use ChatGPT, the chat logs may be considered documents covered by the Freedom of Information Act. This meant that, through a freedom of information request and an appeal against a denial, iTromsø eventually gained access to 673 pages of chat logs. Today we Publish the story behold the scene: how iTromsø and the Norwegian Press Association succeeded with their appeal and gained access to the chat logs. We hope more journalists will use their right of access to obtain chat logs. We also presented our AI-detector and work with AI. Link below
