  • This week, 𝗔𝗹𝗲𝘅𝗮𝗻𝗱𝗿𝗮 𝗝𝗼𝘂𝗿-𝗦𝗰𝗵𝗿𝗼𝗲𝗱𝗲𝗿, Deputy-Director General at DG FISMA, participated in the 4th No Money for Terror (NMFT) Ministerial Conference, hosted by Germany on the initiative of Federal Minister of Finance. This timely event brought together global leaders to discuss the growing threats of money laundering and terrorist financing.   Some highlights from Alexandra’s intervention:   In the EU we recognise the importance of multilateral cooperation in this fight and we have taken significant steps to enhance cooperation and information sharing, reflecting our commitment for a more effective approach to combating financial crime.   🔎 A key milestone is the establishment of the European Anti-Money Laundering Authority (AMLA). This new authority will start operations this summer, supervising selected entities as well as facilitating cooperation between Financial Intelligence Units (FIUs), including and enhancing secure information sharing.   📲 Our recent reforms also better address new trends and emerging technologies, such as crowdfunding platforms and crypto asset service providers.   🤝 The European Union is strongly committed to strengthening international cooperation on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT). We actively support our partners through technical assistance, a key element of our international cooperation. As a leading donor in this field, we provide targeted and flexible support through our Global Facility, aligned with FATF monitoring processes.   However, our work doesn't stop at standard-setting within the FATF.   • The European Commission has just proposed a significant change to the settlement cycle for EU securities: shortening the period it takes to complete a trade from two business days (the so-called “T+2”) to just one (“T+1”). The move to T+1 aims to strengthen the competitiveness of post-trade financial market services in the EU, which are vital to a well-functioning Savings and Investments Union (SIU). Reducing the settlement cycle will benefit a wide range of stakeholders (investors, including retail ones, listed companies and market infrastructures) and: 📌will promote settlement efficiency and increase resilience of EU capital markets 📌will reduce the risks faced by buyers and sellers of securities and the need for collateral to ensure the completion of their transactions 📌Will increase trading volumes and liquidity 📌Will help to avoid market fragmentation and eliminate costs linked to misalignment with other global financial markets In line with the report from the European Securities and Markets Authority (ESMA), the proposal sets 11 October 2027 as the appropriate date for the transition to T+1 settlement, giving market participants sufficient time to adapt and develop the necessary processes and standards. The proposal will now be submitted to the European Parliament and the Council. Close cooperation between #ESMA, the European Central Bank, the Commission and the financial industry, through the T+1 Governance structure, is of the utmost importance to facilitate the transition to a shorter settlement cycle.
