Enforce removal of pref mapping test for deprecated policies
So far, we only logged a warning if a pref mapping test case was present
for a no-longer supported policy because in the past, this might have
caused breakage when increasing the chrome version number. Now that we
enforce that policies can only be marked unsupported in the current
release (see
https://source.chromium.org/chromium/chromium/src/+/main:components/policy/PRESUBMIT.py;drc=a93d2256d53037ca9dd4bfb9e54f92eaf2bd18a4;l=604)
we can actually make this check a failing error to remind people to
properly clean up the pref mapping tests when they deprecate a policy.
This CL also removes some pref mapping test cases for deprecated
policies. In some cases, the policies where still marked as future_on
for fuchsia, which is likely a mistake/oversight. Some policies
also incorrectly mentioned android in their test case, while never being
supported there.

This impurely reverts commit 74ec3bfe4c82dc278fa78752198016eca77e4e9c by
restoring feature flag required to propagate device content filters to
supervised user stack. Disables offending tests until next change. Tests
are passing locally.

[Autofill] Remove two AutofillType::html_type() references
This CL replaces two expressions
AutofillField::Type().html_type() == kOneTimeCode
with
AutofillField::html_type() == kOneTimeCode
Both expressions are almost equivalent:
- The former implies the latter.
- The latter implies the former unless there is a server override
for the field.
This change only affects the recording of three metrics:
- Autofill.WebOTP.OneTimeCode.FillDuration.FromLoad
- Autofill.WebOTP.OneTimeCode.FromAutocomplete
- Autofill.WebOTP.PhonePlusWebOTPPlusOTC
The change makes the metrics more closely match their documentation.

Add DumpWithoutCrashing() to report inconsistent headers
When the synthetic response is enabled, we frequently observe header
inconsistency. This CL will add a mode to call `DompWithoutCrashing()`
to identify which headers are inconsistent.
This approach is same as what we did before in crrev.com/c/5981552.

Remove unused lastUsedInDays from PwaRestorableListCallback
This CL removes the unused lastUsedInDays argument from
PwaRestorableListCallback (callback of fetchRestorableApps method).
This was introduced for CL:5217232 to support restore UI that splits
apps into two groups based on whether they are used in the last 30 days,
but the UI feature was removed in CL:5513003.
As a result, last_used_time from WebApkRestoreTask and WebApkRestoreData
become unused as well. This CL also removes them.

Settings: Deflake SettingsTest.SettingsMain.
The tests were flaking because there wasn't a reliable signal to wait
for after currentRouteChanged() calls to signify that cr-view-manager
had finished transitioning to the newly displayed view. The test code
was calling flushTasks() which was not sufficient.
Fixed by exposed a whenViewSwitchingDone() method which returns a
Promise that can reliably signal when the test can make assertions. A
similar approach is being used at https://crrev.com/c/6784912 for the
same reason.

Cancel navigation on unexpected OnAcceptCHFrameReceived()
This CL cancels navigation when `OnAcceptCHFrameReceived()` is called
unexpectedly while a pending exclusive task is running (typically
waiting for its `loader_callback` is called after
`NavigationLoaderInterceptor::MaybeCreateLoader()` is called).
Because `NavigationLoaderInterceptor::MaybeCreateLoader()` is already
called, I suspect `OnAcceptCHFrameReceived()` is called after
`OnReceiveRedirect()`, but not sure.
In this CL, navigation is cancelled (rather than ignoring the ACCEPT_CH
frame) to avoid further unexpected things to occur subsequently. I
expect this is fine given that this is extremely rare.
This CL should fix the crash bug (https://crbug.com/436084892, at least
the observed cases).

Use non-sticky BFCache blocking for WebLocks
This CL fixes an issue where pages using WebLocks were permanently
blocked from the BFCache.
Previously, WebLocks was registered as a sticky feature, which blocked
BFCache for the page's entire lifetime, even after the lock was
released. Now this CL ensures the block is only active while the lock is
held. This CL changes the behavior to register the blocking feature only
when a lock is granted and unregister it when the lock is released.
This CL also updates 2 tests and 3 test expectations:
- performance-navigation-timing-lock.https.tentative.window.js: Updated the test to hold the lock indefinitely, fixing a failure where the lock was released too early.
- SchedulingAffectingFeaturesTest.WebLocks: Removed since the feature no longer registers correctly in a renderer-only environment and its behavior is already covered by WPTs.

- release.tentative.https-expected.txt
- report-back-forward-cache-status-details-captured-expected.txt: Switching to a non-sticky feature registration causes the source location to be lost, so the details field is no longer reported.
