NVS: Implement the "keep_not_suitable" feature param
Implement a feature parameter to retain NoVarySearchCache entries when
the disk entry is found to be stale and not validatable using Simple
Cache in-memory hints. This aligns behavior with what happens with the
Blockfile cache, and also alleviates a problem when server serve
No-Vary-Search response headers for only a subset of responses for a
given base URL.
The new parameter is disabled by default but can be enabled by setting
the "keep_not_suitable" parameter to "true" for the
HttpCacheNoVarySearch feature.

Take new tab footer into account when rounding windows on ChromeOS
A new tab footer has been implemented for custom new tab pages within
the browser, appearing at the bottom. This renderer is positioned
beneath the main content or devtools, depending on the devtools'
placement. Consequently, the new tab footer must be considered when
rounding windows on ChromeOS.

flyout: Add flyout callbacks
This CL introduces the logic and callbacks for displaying flyout
submenus, which appear on hover, as an alternative to the current
click-based drill-down navigation.
The implementation attaches a HOVER_LISTENER to menu items with submenus
when flyout mode is active. To ensure user intent, a short delay is used
before a flyout is displayed. The responsibility for managing the actual
popup windows is delegated to a FlyoutHandler interface that was added
in an earlier CL.
Since the flyout menus require the `FlyoutHandler` implementation
(amongst other things), we still use drilldown menus for everything, so
there should be no functional change with this CL yet.

[Masonry] Preparing final layout steps for OOF
This CL avoids a copy of GridLayoutData and reorders masonry layout
algorithm to compute `layout_data` and `block_size` before
`PlaceOutOfFlowItems()` is called. These parameters will be needed in
upcoming changes to properly position out-of-flow items within
masonry containers.
No behavioral changes are expected.

[IDB] Add mail client performance test for database version upgrade.
This change adds a performance test to the existing mail client
performance test suite. The test aims to measure the transaction time
for a database version upgrade. During the upgrade indexes and deleted
and added and an empty object store is deleted and added.
On local Windows 11 Enterprise (Build 26100), 2.4 GHz 16 core CPU, 64GB
RAM, the average transaction time is measured to 405.56 ms.

Stop operating over Browser* in locked_quiz_session_manager.cc
This CL replaces the use of Browser* by ash::BrowserDelegate in
LockedQuizSessionManager::CreateWindowCompletionCallback.
Additionally, in locked_quiz_session_manager_browsertest.cc, it
also replaces the use of BrowserWindowInterface* by
ash::BrowserDelegate.

Extension: enable browser test ItemListVisibility
On Android desktop tests, race conditions occur when attempting to
access a resource from a destroyed Tab. This CL adds a check to ensure
the Tab is still alive, preventing access to UserData from a destroyed
Tab.

Move the Guest mode only supports ORT browsers check into Profile
This CL moves logic that enforces Guest mode profiles can only create
Browsers if they are also off-the-record from
Browser::GetCreationStatusForProfile() into
Profile::AllowsBrowserWindows().
The current implementation of Profile::AllowsBrowserWindows() and
its overrides assumes that OTR profiles have the same restrictions
as their associated ProfileImpl, with additional restrictions
defined in OTRProfileID::AllowsBrowserWindows().
However this is not necessarily the case - as mentioned above if
running Guest mode, ProfileImpl is disallowed from instantiating
Browsers but its OTR profile is allowed.
To simplify code and allow for these additional restrictions the
AllowsBrowserWindows(), overrides in ProfileImpl and
OffTheRecordProfileImpl have been removed and the definitions have
been lifted into Profile::AllowsBrowserWindows(). The method has been
made non-virtual with a test-only param introduced to support
existing test use cases.
There are other Profile-keyed conditions in Browser that gates Browser
creation, however these may change over the lifetime of the Profile,
whereas conditions captured in Profile::AllowsBrowserWindows() are
fixed for a given Profile instance.

ash-refactor: Remove g_browser_process from CertProvisioningScheduler
This CL removes the dependency on g_browser_process from
CertProvisioningScheduler. It refactors
CreateDeviceCertProvisioningScheduler to take PrefService as a parameter
instead of getting it from the global g_browser_process.
This is part of a larger effort to decouple ash-specific code from

Stop operating over BrowserListObserver in FilesPolicyNotificationManager
This CL is the first step to remove the uses of Browser* classes from
c/b/ui/ash/policy/dlp/files_policy_notification_manager.cc.
At first, it handles the use of BrowserListObserver as following:
- Introduce ash::BrowserController::Observer::OnBrowserCreated(),
implemented via BrowserListObserver::OnBrowserAdded().
- Rename FilesPolicyNotificationManager::OnBrowserAdded() to
FilesPolicyNotificationManager::OnBrowserCreated() and express
it using ash::BrowserDelegate.
Still, there is a left-over use of Browser when calling out to
ash::IsBrowserForSystemWebApp(), to be handled in a follow up CL.
Tested by existing unittests, eg
FPNM/NonIOWarningBrowserTest.MultiFileOKShowsDialog/1.

[LNA] Change WebSocketEventInterface::OnURLRequestConnected to match URLRequest::Delegate::OnURLRequestConnected
Change OnURLRequestConnected delegate in Web Sockets classes to match
URLRequest::Delegate::OnURLRequestConnected; this will allow an LNA
permissions check to happen in
network::WebSocket::WebSocketEventHandler::OnURLRequestConnected using
UrlLoaderNetworkObserver::OnLocalNetworkAccessPermissionRequired
