In 1859, amid the chaos of a battlefield, one man saw what others overlooked: humanity. Henry Dunant believed that even in the darkest moments of war, compassion could endure. On this day in 1910, he passed away, yet we remember him as the man who turned empathy into a global action.

Info
Established in 1863, the International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian help for people affected by conflict and armed violence and to promote the laws that protect victims of war. An independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. It takes action in response to emergencies and promotes respect for international humanitarian law and its implementation in national law. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. ⚓ During armed conflict at sea, the world’s oceans host vessels, activities, and nationals of neutral states. How does the law protect them? The naval warfare workstream of the Global IHL Initiative, co-chaired by International Committee of the Red Cross - ICRC, Egypt and Indonesia, presents an opportunity for states to raise their concerns around the humanitarian consequences of armed conflict at sea in an inclusive, non-political international forum that can elevate these issues for global consideration. In this post, Legal Advisers Andre Smit and Kelisiana Thynne outline the international community’s reflections, ideas and recommendations for protecting civilian lives and livelihoods affected by naval operations in an era of heightened geopolitical tension at sea.
