CHROMIUM: drm/rockchip: Add rotation:reflect-y property. This CL adds the KMS property "rotation" to the drm rockchip module. It only adds support for the value of "reflect-y" that is needed in order to use overlays for Pepper and Canvas content. The "reflect-y" value is not compatible with YUV and compressed formats. BUG=b:36752417 TEST=WebGL and Pepper on a custom Chrome. Checked HW overlays were used.
