The global crisis of democracy is dominating the headlines. While this is indeed alarming, it does not mean that all hope for democracy is lost. In our most recent study, Monika Onken and I found that redemocratisation — that is, the recovery of democracy after a crisis — is happening around the world. 🌎 In our article we describe the regional differences and discuss some examples in more detail. We now want to learn more about the conditions and drivers of such re-democratisation, and how local pro-democracy actors can be supported.
Democratic decline is neither a given nor set in stone once occurring. Many countries have recovered and strengthened civic rights, even after acute episodes of autocratisation and amid a global crisis of democracy. AI.HAMBURG Summit 2025 – Celebrating AI Innovation 🇩🇪🤖 What a day! Over 450 participants gathered at Hamburg’s EMPORIO Tower, with hundreds more online, to celebrate AI, innovation, and take a look at Europe’s path to technological sovereignty. Huge thanks to Petra Vorsteher and Ragnar Kruse and their amazing team for making this vision tangible, and to Tobias Straube for moderating the entire day with energy and precision. We heard from international thought leaders like Andreas von Bechtolsheim, Marc Theermann, Carsten Kraus, Olaf J Groth, PhD (special greetings!), Ludovic Bodin, Fabian J. G. Westerheide and Christian Guttmann, alongside leading companies: Otto, Tchibo, Beiersdorf, MOIA, LBBW, Condor, IBM, Fielmann, Oracle, Airbus, Trustpilot, Wempe, Boston Dynamics, and Lufthansa Industry Solutions. The summit offered rich insights on Agentic AI, Data Management, Cloud AI, Trust, and Europe’s innovation ecosystem. The AI.Women Circle was particularly inspiring — amazing talent and energy driving diversity and inclusion in tech! Congratulations to Qdrant, winner of this year’s Startup Pitch Award, and to all startups demonstrating the creativity and ambition powering Europe’s AI scene. Hamburg (Hamburger Senat) continues to shine as a hub for innovation — with unicorns like 1KOMMA5° and ABOUT YOU, bridging startups, universities, and corporates seamlessly. I was proud to represent the German Institute for Global and Area Studies (GIGA) Hamburg and our Digitral project, exploring AI in both regional and global governance. From my keynote: “If Silicon Valley shows what happens when optimism meets opportunity, then Europe can show what happens when purpose meets intelligence — both human and artificial.” And when we act maybe a little bit faster too. 🔥 The news is full of stories of democracy in crisis, and rightly so. But there are other stories to be told, too: those where countries recovered from their crisis of #democracy. Désirée Marlen Reder and Monika Onken from German Institute for Global and Area Studies (GIGA) had a look at 74 cases and conclude: "Nearly one-in-three cases end in democratic recovery." What were the specifics in each case? And what does this mean for building a democratic alliance and supporting democracy around the world?
