Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.
The purpose of the industrial survey is to provide data on short term economic development of the industrial productions. The MONSTAT industrial survey collects data on quantities of finished products and goods and services, number of employees and number of hours worked for the reporting month. The data which compiled with this survey can be used for research of current trends and conditions market, from the viewpoint of changes in the industrial production, and seasonal and other changes. The industrial production index measures the changes of the volume of production for industry (excluding construction activity).

3.3. Coverage - sector
Reporting units are enterprises (companies) and KAU whose main activity is industry and who are in the Central Register of the Commercial Court to the classification of economic activities registered in the section B (Mining and quarrying), C (Manufacturing) and D (Electricity, gas, steam and air condition supply).
3.4. Statistical concepts and definitions
The main aim of IPI is to measure volume of production with the theoretical purpose to provide measurement for value added. In Montenegro, the index of industrial production index is calculated from changes in volume of industrial production on the product level, in the reporting month compared with the average of reference year. Finished production is presented as the quantity of the finished goods in the reporting month. Number of employees - defined as the total number of employees who work in the observation unit (including working proprietors, partners working regularly and unpaid family workers). Gross salaries -Total defined as gross salaries, which include net earnings and taxes and contributions if the salary paid. Hours worked including working hours which employees are held in operating activities during the reporting month.

Statistical units are KAU with main activity in sections B, C and D Nace Rev2.
3.6. Statistical population
The frame was based on the data from the Business Register of the Statistical Office of Montenegro and includes all active businesses in the section B-Mining and quarrying, C-Manufacturing and D-Electricity, gas, steam and air-conditioning supply. Enterprises are excluded from the scope businesses that have turnover = 0
The list of reporting units includes all enterprises with 5 and more employees and added condition is to produce quantity of product higher than measurement units proposal in PRODCOM list. There is around the 300 reporting units.

The industrial statistics was set up over 50 years ago but since 2012, the industrial turnover survey has been conducted by a new methodology. From beginning of 2000 the time series are sent to Eurostat.

6.1. Institutional Mandate - legal acts and other agreements
Legal basis for implementation of the industrial production survey is the Law on statistics and statistical system of Montenegro (”MNE Official gazette”, No. 18/12 , 47/19 and 23/25) and Annual plan of statistical surveys.
Implementation of the industrial surveys in Montenegro also relies on the REGULATION (EU) 2019/2152 EBS.

6.2. Institutional Mandate - data sharing
Data are regularly transmitted to EUROSTAT via EDAMIS. Data are also transmitted to UN (MBS- Monthly Bulletin of Statistics).
7.1. Confidentiality - policy
National legislation:
According to the Law on Statistics and Statistical System of Montenegro, Article 54 the data collected, processed and stored for the purpose of official statistics shall be confidential, if it is on the basis of these data, either directly or indirectly identify reporting units which disclosing individual information.
European legislation:
Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.

7.2. Confidentiality - data treatment
Confidential data are treated according to policy rules (see point 7.1). Data are nationally published only on the level at which they are not confidential. Individual data represent an official secret.
8.1. Release calendar
Data are published on 30th day of the month that is 30 days after the end of the observed month for indices of physical volume of industrial production. Date of publication statements is defined in the Calendar of statistics of MONSTAT.
Monthly industrial production data are published 30days after the end of the reference period, on the MONSTAT website at 11 am. The data are published in a press release (Excel and Word), in the monthly statistical bulletin (Excel and Word) and as dynamic data (Excel). When a user submits a request for information that is not on the site, we respond to him through official procedures within 15 days. The data are transferred to EUROSTAT 40 days after the end of the reference period.

11.1. Quality assurance
MONSTAT has officially accepted the European Statistics Code of Practice. European Statistics Code of Practice in Montenegro is available on the website.
For the systematic and standardized approach to quality, the Quality Management Framework was adopted by MONSTAT. Clear intention is expressed to take further steps towards full compliance with the European Statistics Code of Practice.
11.2. Quality management - assessment
Quality is monitored throughout all stages of data production, by the responsible statisticians, according to specifications for concrete surveys. Data collection, data capture and processing are usually subject to this monitoring (similarly as timeliness and punctuality).
In the framework of the organization of statistical surveys, selected quality aspects are part of preparing staff involved in statistical production.
12.1. Relevance - User Needs
Main users of data are classified into two groups:
1. International data users: Eurostat and United Nations.;
2. National data users: Ministry of Finance, Ministry of Economy, Chamber of Commerce, research institutions, statistics of National accounts, and other sectors inside MONSTAT, as well as general public.
12.2. Relevance - User Satisfaction
Customer satisfaction survey is not yet available at the level of survey. All users request was fulfilled and based on that, we have concluded that users are satisfied with our survey. At the level of institutions is available online Customer satisfaction survey.
12.3. Completeness
The survey is done on the basis of a cut-off includes companies that are registered in section B, C and D (by NACE Rev. 2 classification of economic activities) and the data obtained in this survey are partially compliant with the REGULATION (EU) 2019/2152 EBS.
13.1. Accuracy - overall
The industrial survey is done on the basis of cut-off. Data is obtained by reporting method and are subject to the usual types of errors associated with survey techniques, as well as measurement errors, processing errors and non-response.

14.1. Timeliness
The first results are published 25-30 days after the end of the reference month.
Questionnaires are sent to reporting units at the beginning of the year (questionnaires are sent for all 12 months in the year). The deadline for replies is 15 days after the reference month.

Deadlines for publishing have been complied in accordance with the calendar of release. Data were published punctually on scheduled release dates.
15.1. Comparability - geographical
Methodology of industrial production survey is the similar as in other European countries, that is the reason why our data are comparable geographically with data of other EU countries (data are workday and seasonally adjusted).
15.2. Comparability - over time
Comparable data are published since 2010 on the MONSTAT website. Industrial production data have also been published previously in an annual volume according to archived data since 1955 (collected by Federal Statistic Office of Yugoslavia). From beginning of 2000 the time series are sent to Eurostat.
15.3. Coherence - cross domain
The data from other areas of economic statistics (Structural Business Statistics, National Accounts, …) are used to do cross-checking the data. If the differences between results from survey and other sources are significant, we made double checking of data.
15.4. Coherence - internal
Data are internal coherent. Higher level aggregations are derived from detailed indices according to well-defined procedures.
Financial resources required for the implementation of this survey are defined by the budget of Statistical Office of Montenegro.

Revision Policy prepared by Statistical Office of Montenegro is available on web site.
The revision policy is applied nationally and in transmissions to Eurostat.
17.2. Data revision - practice
Significant revisions have only been made to reflect changes in methodology. We update figures all the time in the new press release with the remarks. The biggest revision is happen when we change base year.

Routine revisions, related to replacing estimated data with the subsequently reported data, are not carried out, because all data are available according to the deadlines.
If error occurs, corrected data are published in the next issue of First release. Data changed in relation to the first released are disseminated with a comment.

18.4. Data validation
At national level, editing involves studying data from respondents with the aim of identifying (and eventually correcting) errors. Not all errors can be identified and the aim is to detect the errors that have a significant influence on the results. Rules to assist in identifying errors may flag possible errors that require further investigation to determine where there really is an error as opposed to an unusual result or they may identify definite errors. Editing involves checks for completeness, that values are within given ranges and that values for related variables are coherent. Data editing may take place during or after data entry. In order to improve the quality of data we check that the coverage and response are as required; checking the illogicalities (large increase or decrease in value of construction works, a large change in the new contracts compared to the previous quarter) and ect. We contact the reporting units if it’s necessary.
18.5. Data compilation
Data are collected from reporting units which represent the movement of the physical volume of industrial production, and therefore the results of research are the monthly assessment of realized production. In the some special case, we do imputation on the field level and at the level of the questionnaire. Imputation on the field: missing variable imputed take average production from previous period. Imputation on at the level of questionnaire: imputed data based on previous period (average value of each variables). After the entering we used Laspeyres type of index for calculation IPI.
18.6. Adjustment
We started to working days adjusting and seasonally adjusting data through jDemetra+ from 2021. The working days and seasonally adjusted data are transmitted to Eurostat.
