My new CSIS report — How and Why Ukraine’s Military Is Going Digital — examines how Ukraine is reengineering its wartime defense ecosystem to move beyond improvisation toward institutional capacity and scale. After three years of full-scale war, Ukraine’s decentralized innovation system—built on startups, volunteers, and rapid battlefield feedback—has proven remarkably agile but also chaotic. A famous “zoo of technologies” might deliver quick wins, yet it cannot be scaled or sustained. The report explores how the Ministry of Defence is addressing this by digitizing procurement, integrating soldier feedback directly into development cycles, and creating digital platforms like Army+ and DOT-Chain Defence to connect frontline needs with national capability building. This marks a turning point: Ukraine is transforming its wartime agility into a model of coordinated, digital-era defense governance. Ukraine’s Parliament has officially ratified the UK–Ukraine Strategic Partnership Agreement — a historic, 100-year commitment spanning defence, energy, innovation, trade, and more. This alliance includes: ◾£3.6 billion per year in UK military support until 2030 ◾Deepened cooperation in science, security, and economic growth ◾A formal recognition of the unbreakable UK–Ukraine bond This milestone follows two major announcements at DSEI 2025 just weeks earlier: 🛡️Project Octopus marks a new industrial partnership — combining the UK’s scale with Ukraine’s innovation to mass-produce interceptor drones, sharing IP and accelerating battlefield-ready production. A powerful example of how defence collaboration can deliver speed, scale, and shared resilience. 🎮At the same time, we’re proud to see UKRSPECSYSTEMS, a Ukrainian drone manufacturer, not only begin exporting mini reconnaissance drones to the UK — but also making a £200 million investment to support production and long-term collaboration. Together, these developments show that the UK–Ukraine relationship is not just about support — it’s about co-building capability, creating opportunity, and committing to the long term.
