In the context of the 23rd INTOSAI WGEA Assembly, three SAIs were awarded in the 4th WGEA Awards for demonstrating innovative practices in environmental auditing. The WGEA Awards, first created in 2020, aim to highlight innovative ideas in environmental auditing and increase the visibility of the field globally. This was the 4th time that the Award was given out, with the topic this time being Innovative Practices in Environmental Auditing. The Jury consisted of experts from SAI Canada, SAI Indonesia and SAI Estonia. About us
The INTOSAI Working Group on Environmental Auditing (WGEA) is a large, volunteer organization focusing on environmental auditing. The INTOSAI WGEA was formed in 1992, at the time of the Rio Earth Summit on sustainable development. WGEA began as a small group of 12 countries, but it has grown to be the largest INTOSAI working group with 86 SAIs, which exchange information and experiences with their peers. Moreover, six of the seven INTOSAI regions – AFROSAI, ARABOSAI, ASOSAI, EUROSAI, OLACEFS and PASAI, have established regional working groups or committees on environmental auditing (RWGEA) to support practice sharing and to undertake collaborative audits within regions., Our key goals include increasing the expertise in environmental auditing globally, and enhancing environmental governance with high-quality contribution and visibility. In the past, we have published several products, including Guidance, Training and Research Papers, which have dealt with topics related to environment – such as water, waste, sustainable development, biodiversity, climate and energy. All the publications can be viewed and downloaded on our website. INTOSAI WGEA aims to improve the use of audit mandate and audit instruments in the field of environmental protection policies, by both members of the Working Group and non-member Supreme Audit Institutions (SAIs). Joint auditing by SAIs of cross border environmental issues and policies, and the audit of international environmental accords, has the Working Group's special attention.

Yesterday's ruling by the International Court of Justice (ICJ) on climate change beautifully highlights the Court's role: "(...) the Court, as a court of law, can do no more than address the questions put to it through and within the limits of its judicial function; this is the Court’s assigned role in the international legal order. However, the questions posed by the General Assembly represent more than a legal problem: they concern an existential problem of planetary proportions that imperils all forms of life and the very health of our planet. International law, whose authority has been invoked by the General Assembly, has an important but ultimately limited role in resolving this problem. A complete solution to this daunting, and self-inflicted, problem requires the contribution of all fields of human knowledge, whether law, science, economics or any other. Above all, a lasting and satisfactory solution requires human will and wisdom — at the individual, social and political levels — to change our habits, comforts and current way of life in order to secure a future for ourselves and those who are yet to come." Similarly, the INTOSAI WGEA operates within its specific mandate, aiming to inspire SAIs and auditors to a make a difference through the government external audit function.
What does the International Court of Justice (ICJ) advisory opinion on “Obligations of States in respect of Climate Change” mean for Supreme Audit Institutions? It clearly makes Governments accountable for their emissions. Following this ruling, we can expect more climate #litigation cases with demands for compensation. Auditors need to take these economic risks into account while they are making their risk assessments. Some key points: 📜 Climate obligations are legally binding. This includes UNFCCC and associated Kyoto Protocol and Paris Agreement, but also other environmental conventions and international human rights law, as well as guiding principles like sustainable development, intergenerational equity, and the precautionary principle. Consequently, climate change is also a human rights issue. 📜 States are responsible for regulating the activities of private actors. “Failure of a State to take appropriate action to protect the climate system from GHG emissions — including through fossil fuel production, fossil fuel consumption, the granting of fossil fuel exploration licences or the provision of fossil fuel subsidies — may constitute an internationally wrongful act which is attributable to that State." 📜 Restitution, compensation and satisfaction are legal consequences for states that breach their climate obligations. In other words, Governments should be prepared to pay for the damage they have done. Sometimes you hear hesitations whether auditors can use international agreements as sources of audit criteria. In the 23rd WGEA Assembly, Degron Robin from Plan Bleu had two messages for supreme audit institutions (SAIs). SAIs should act as guardians of political promises and hold leaders accountable. Secondly, SAIs could see themselves as watchdogs of complexity, pushing ministries to cross competencies to address the complex issues that we are faced with, especially in regards to climate change. The INTOSAI WGEA and the United Nations Office for Disaster Risk Reduction (UNDRR) are growing collaboration, integrating disaster risk reduction (DRR) more deeply into environmental audits. As highlighted by Animesh Kumar in the 23rd WGEA Assembly, disaster risk reduction, climate change adaptation and the work of supreme audit institutions (SAIs) have a lot to offer to each other. Collaboration can help ensure transparency and accountability across environmental governance.
