PyTorch for Jetson

Hi @czq99, you would need to build the PyTorch wheel from source for Python 3.8. There are some folks on this topic who have done it for Python 3.7 and 3.8. Here is also a post about it:

Hey @dusty_nv, thank you for your quick response. With your help I was able to build PyTorch 1.7 for Python 3.8 on Jetpack 4.4.1 (Jetson Xavier). It actually helped to switch to the 1.7 branch of PyTorch.
