RTX 4080 Wayland KDE low fps and freezes because low clocks or driver bug

Hello. I’m encountered a problem of low fps and freezes in KDE. The interface does not work smoothly, has freezes and low fps. I accidentally noticed that this happens because the GPU reduces core frequency too much (or takes too long to increase it).
In idle, GPU reduces the frequency to 210 MHz, which is normal, but when opening an application, I see noticeable freezes and a decrease in frame rate. And only when the frequency increases to high values ​​(around ~2500 Mhz) all freezes disappear and I get a perfectly smooth experience.
This behavior is normal, but there is a bug somewhere that causes the framerate drop. Perhaps the driver takes too long to enter high performance mode?
Best solution for now is set minimal clocks around 600-800 via nvidia-smi. This solves the problem, but I get increased power consumption and heat, which I would like to avoid.

Please note that the problem exists on nvidia and nvidia-open.
