[gator] Guarantee Windows Compatibility

Support the gator CLI on Windows

Currently we only guarantee that the gator CLI works on Linux. While as of this writing everything works on Windows, this may change as we have no CI tests. We also do not officially release Windows builds for gator. As we add features to gator, these new features may not work on Windows, or existing features which work may break.

If it turns out people need the CLI on Windows, we'll need to:

• add CI tests to gatekeeper-library
• release a Windows build when we release new versions of gatekeeper

The main idea of this issue is to check for signal - if people need it, we'll do it.

A bit late, but I'd be interested in a Windows executable, to easily reproduce locally what's happening in the Linux CI.

I've built one from the sources as a workaround:
git checkout v3.13.0
go build ./cmd/gator from a VSCode terminal.
