While scrolling in beatmaps select using Apple Pencil, there’s flickering with the touch device mod.

This is technically not a regression from the recent fix, this is how the game used to function before any of the pen input changes happened. That being said, it's probably better to still recognize a hovering Apple Pencil as keeping TD enabled.

It appears this requires SDL changes...pencil input is also producing mouse input through the MouseHandler path, making this issue hard to solve.
