This adds a few files like a SECURITY.md and SUPPORT.md.

It also includes edits to the contribution guidelines, including a warning about contributions of AI-generated code.

This uses the code of conduct used in Cirq, and includes information
about how to notify the Quantumlib maintainers if necessary.
1) Add warning about being unable to accept AI-generated code.
2) Add more details about the contribution, development, & testing
procedures
3) Point to the Google style guides.

Oh, LOL!

And of course I had auto-merge turned on, which means I'll have to do a separate PR to fix this. Serves me right for working too fast …
