[FEATURE] Bulk record addition/update requests

Describe the problem you would like to solve
Currently, it's only possible to request updating or adding a single record through the Google form, but several organizations have expressed a need to submit lists of new/updated organizations for curation.

Variety of stakeholders involved in curating organization data at their institution, including Developers, Librarians, Funders, Publishers, Repository Managers, Data Analysts, etc

We actually have several "project" examples as issues in the ror-updates repo for bulk requests; perhaps we can pull in those spreadsheets here as examples of how to do this?

Consider as part of request form revisions; ie ability to make multiple form submissions without filling out all fields each time.

Addressed with spreadsheet templates and ROR curation ingest workflow. Users can additionally add files to Github request.
