The comment for a merged cell in Spreadsheet appears only when you hover the first cell from the group.
E.g if you have a merged cell "A1:G1", the comment will only appear when you hover the A column.

Reproduction of the problem

1. Open this Dojo example - https://dojo.telerik.com/@martin.tabakov@progress.com/OHURAVuC/3
2. Hover over a column other than A.

Current behavior

The comment does not appear when you hover over cells in the other columns.

Expected/desired behavior

The comment should always appear when you hover the merged cell.
