DropDownList's filter option cannot be set through setOptions method

The DropDownList filter option can't be set using the setOptions method.

Regression with 2023.2.606

Reproduction of the problem

1. Open this Dojo example - https://dojo.telerik.com/UrOHuBeD/5
2. Wait for the setTimeout function
3. Open the DropDownList

Current behavior

The filter option is not enabled

Expected/desired behavior

The filter option should be enabled
