TimePicker does not update object interval settings when setOptions is called

TimePicker does not update interval settings when setOptions is called.

Reproduction of the problem

1. Open the following dojo.
2. Click on the Set Options button.
3. Notice, that upon opening the TimePicker's Popup the newly set interval settings have not been reflected.

Current behavior

The TimePicker does not update interval settings when setOptions is called.

Expected/desired behavior

The TimePicker should update interval settings when setOptions is called.
