On 27 June 2025, the Hong Kong Financial Services and the Treasury Bureau (FSTB) and the Securities and Futures Commission (SFC) launched two public consultations on legislative proposals for establishing comprehensive licensing frameworks for virtual assets: 𝟭. 𝗩𝗶𝗿𝘁𝘂𝗮𝗹 𝗔𝘀𝘀𝗲𝘁 𝗢𝘃𝗲𝗿-𝘁𝗵𝗲-𝗖𝗼𝘂𝗻𝘁𝗲𝗿 𝟮. We are glad to hear about the Hong Kong Exchanges and Clearing Limited (HKEX)’s announcement on the expanded use of onshore RMB bonds as collateral in the offshore market. HKEX’s subsidiary, OTC Clear, now accepts Chinese Government Bonds and Policy Bank Bonds held by international investors through Bond Connect as margin collateral for all derivative transactions cleared by OTC Clear. As one of the Top Bond Connect custodians, we welcome and support this new enhancement which expands the use case of onshore bonds held under Bond Connect as margin collateral, and further enhances the capital efficiency of Bond Connect investors. We are starting to post short videos from the panel discussion titled "How Sovereign Wealth Funds are Accessing Digital Assets" at Consensus Hong Kong 2025. It featured insights from industry leaders on the evolving strategies of sovereign wealth funds in the digital asset space. Speakers included Mohamed Hamdy, Managing Partner at Further Ventures; Hamood Al Fanna, Investment Associate at Oman Investment Authority; and John Dagostino, Head of Strategy at Coinbase Institutional, who also served as the moderator. "We are investors before we are digital asset supporters or champions." ▪️Sovereign wealth funds invest not just in digital assets but fund managers who bring governance, compliance, and a structured approach to the industry. ▪️Professionalism in fund management is crucial for institutional adoption, addressing past gaps in standards and ensuring long-term sustainability.

Today (8 July) marks the 8th anniversary of the Bond Connect. Eddie Yue, HKMA’s Chief Executive, attended the Bond Connect Anniversary Summit 2025 and delivered a keynote speech. “Global investors’ growing interest in Renminbi (RMB)-denominated bonds and Mainland investors’ expanding overseas allocations underscore the critical role of the Bond Connect as a gateway to facilitate cross-border capital flows between the Mainland and global financial markets,” he said. “Bond Connect exemplifies the power of collaboration and innovation in addressing the changing needs of investors, as it continues to evolve over the years.” At the event, the HKMA and the People’s Bank of China announced a series of enhancements to support the development of the Bond Connect ecosystem, including: 1. Expanding the Southbound Bond Connect investor scope to include securities firms, fund companies, insurance companies and wealth management companies, effective today; and 2. Enhancing the offshore RMB repo business (using Northbound Bond Connect bonds as collateral) to support re-hypothecation and cross-currency repo (in HKD, USD, and EUR). The CMU OmniClear will enhance the operational arrangements accordingly. The new arrangements will be launched on 25 August 2025. These enhancement measures aim to broaden two-way investment channels, boost market liquidity and improve operational efficiency, thereby consolidating Hong Kong’s role as an international financial centre and a leading offshore RMB business hub.
